    Employment management policies in single-industry towns in the light of existing issues of precarious employment

    Purpose: The article aims to study the precarious employment in single-industry towns and to assess the effectiveness of government measures aimed at reducing it and ensuring the protection of economic and social rights of workers. Design/Methodology/Approach: It was revealed that the transition to an information-digital society, which continues to be formatted at the junction of changes in communication technologies and the motivation of employment behavior, has significantly changed the labor market in Russia. There was a massive introduction of non-standard forms of employment, which has not only positive effects, but also negative risks that are most acute in single-industry towns. To minimize these risks, it is necessary to find mechanisms to increase the economic and social security of workers with flexible employment. Findings: The paper proposes to develop an employment management policy in single-industry towns regarding the precarious employment and include measures of solving the issues related to self-employment of the population. Practical Implications: The practical results of the study can be used to develop assumptions for regional authorities to reduce precarious employment in single-industry towns.     The article is aimed at the hygienic assessment of the sources of utility and drinking water for the KhakasiaΒ population regarding radiation protection indicators. The results. Annually over 50% of studied waterΒ samples of the utility and drinking water sources for the republic’s population do not comply with the regulatoryΒ requirements on specific total alpha –activity ( Aa). This value in the samples varies from 0.03 toΒ 5 Bq/kg. Water samples of utility and drinking water supply sources with the exceedance of limit levels onΒ Alfa – activity were pinpointed in Sorsk, Prigorsk, Verhnyaya Sogra water intake ( Abakan ), Ordzhonikidze,Β Shirinsk, Bogradsk, Ust’ –Abakan, Altaisk, Beisk, Toshtypsk, Askizsk districts of the republic. For BetaactivityΒ the exceedances of limit levels were not found. High alpha-activity levels are attributed to the naturalΒ radionuclides 238U and 234U. On the annual basis water samples from utility and drinking water supply sourcesΒ display the growing amount of intervention level exceedances on 222Rn. The radon-222 specific activity in theΒ samples varies from 6.0 to 170 Bq/kg. The ratio of the sum of natural radionuclides’ specific activities’ ratiosΒ to the corresponding intervention levels is below 1.0 in Ordzhenikidzevsk, Bogradsk, Ust’-Abakan, Shirinsk,Β Toshtypsk, Askizsk districts, Sorsk town, Prigorsk township, Verkhnaya Sogra water intake ( Abakan ). ThisΒ means that radiological protection measures are not necessary for those territories in present time. In BeiskΒ and Altaisk districts of the republic, the sum of natural radionuclides’ specific activities’ ratios to the correspondingΒ intervention levels is above 1.0 (the values are in the range of 1.02 – 1.2 ). The average annual individualΒ effective doses for population internal exposure from drinking water natural radionuclides in KhakasiaΒ Republic exceed twofold the average levels across Russia. In Beisk and Altaisk districts, the average annualΒ effective dose to the population is in the range from 0.01 to 0.12 mSv/year which exceeds 0.1 mSv/year. InΒ the other administrative districts of the republic, the value is between 0.01 and 0.094 mSv/year. Based onΒ that situation in Altaisk and Beisk districts utility and drinking water supplied to the population is monitoredΒ via laboratory control of radiation protection indicators in compliance with the established requirements.     Efficiency of library classifications depends on their capacity to embrace current knowledge and social practices. Therefore, the verification (late Latin verificatio – evidence, confirmation, from the Latin verus – true and facio – to make) of upgrade solutions is an essential part of classification system operation and development. The problem of library classification verification is often out of researchers view. The verification mechanism (tools) for upgrade solutions has not been described yet. Therefore, the reliability and relevance of classification upgrade solutions is of scientific and practical value.The purpose of the paper is to summarize the related experience of Research LBC Center of the Russian State Library. Based on s tructured system analysis and the long practice of LBC development and application, the authors examine the mechanism for monitoring publications and identifying innovations, including new terms, concepts, social phenomena, etc., and for assessing and processing data for continuing update of the classification system. Using the example of LBC modernization solutions, the authors discuss advantages and disadvantages of individual methods. They conclude that the classification upgrade verification – essential to the nature of the library classification systems – has to become the key element of the classifying culture. The researchers review and suggest the ways to improve the verification mechanism adopted at the RSL LBC Research Center.
