In study development of approach to carrying out the portfolio analysis in an assessment of a market line item of the company allowing to expand analytical ensuring adoption of strategic decisions for the account of an external environment of the company reveals. Development of the portfolio analysis was carried out from a line item of a priority of strategic reference points of management as necessary condition of implementation of effective production business activities of the entities in modern conditions. Application of the portfolio analysis assumes an assessment and the analysis of external and internal environment of the entity and also use of analytical methods in implementation process of strategy in single system of indicators that is necessary in case of adoption of the strategic decision and touches on issues of integration of traditional methods of management into single process of strategic management. Economic feasibility of corporate structure creation

The development of a modern region economic system is determined not only by natural and climatic conditions and resource opportunities, but also by the entrepreneurship and the efficiency of corporate structure activities, whose man-agement mechanism ensures the realization of the economic potential concerning the used items and production factors. The corporations, as an association of legal entities and individuals provide more than half of the regional budget reve-nues, jobs, enterprise profits, GRP, etc. in order to realize their financial interests under the leadership of a central ad-ministrative apparatus. At the same time, the performance of enterprises included in the composition of corporate struc-tures is not so unambiguous. In this regard, a special interest appears regarding the issue of their entry economic feasi-bility into corporations. This article evaluates the economic feasibility of corporate structure creation based on a com-parative analysis of production and investment activity results concerning Bashneft, Tatneft and TAIF group of enter-prises. Regional market of medical equipment: Perspectives of development
© Medwell Journals, 2016.The level and quality of life of population are determined by the state of its health and that of health care system which largely depends on material and technical base of health care institutions and their provision with medical equipment. In countries with developed market economies, medical industry is one of the leading sectors in terms of revenue from the export of its products. At the same time, the share of domestic enterprises in the Russian market of medical equipment and medical products is reduced. For this, in high-tech segments the import share is 100% of total consumption of products. Despite the development of the latest achievements of medical science by the leading medical institutions of the Russian Federation, quality and effectiveness of medical care currently is not satisfactory. This is due to insufficient public funding for health care with high (up to 80%) level of depreciation of current medical equipment and need in supplying medical institutions with new medical equipment, low susceptibility of management to social and managerial innovations in the social sphere in general and health care in particular. The study investigates the problems and development prospects of regional market of medical equipment. Interpretation of the content of regional market of medical equipment is given, its dual nature is revealed the segmentation of medical equipment market is presented in view of features of producer and consumer behavior within the territorial localized formations
Comparative analyses of CTCF and BORIS occupancies uncover two distinct classes of CTCF binding genomic regions.
BackgroundCTCF and BORIS (CTCFL), two paralogous mammalian proteins sharing nearly identical DNA binding domains, are thought to function in a mutually exclusive manner in DNA binding and transcriptional regulation.ResultsHere we show that these two proteins co-occupy a specific subset of regulatory elements consisting of clustered CTCF binding motifs (termed 2xCTSes). BORIS occupancy at 2xCTSes is largely invariant in BORIS-positive cancer cells, with the genomic pattern recapitulating the germline-specific BORIS binding to chromatin. In contrast to the single-motif CTCF target sites (1xCTSes), the 2xCTS elements are preferentially found at active promoters and enhancers, both in cancer and germ cells. 2xCTSes are also enriched in genomic regions that escape histone to protamine replacement in human and mouse sperm. Depletion of the BORIS gene leads to altered transcription of a large number of genes and the differentiation of K562 cells, while the ectopic expression of this CTCF paralog leads to specific changes in transcription in MCF7 cells.ConclusionsWe discover two functionally and structurally different classes of CTCF binding regions, 2xCTSes and 1xCTSes, revealed by their predisposition to bind BORIS. We propose that 2xCTSes play key roles in the transcriptional program of cancer and germ cells
Selective support for the development of regional vocational education services: The Russian experience

Russian regions differ from each other very much by social and economic indicators, as well as the climatic and geographical conditions. The Russian government initiated a number of reforms aimed at ensuring of equal access to vocational educational services and infrastructure across the country. One of the important components of such reforms is a targeted selective support for the development of regional vocational educational services. The paper aims to find out the specifics of selective support for the development of regional vocational educational services. The leading method is the method of action research, providing new information on the management of vocational education in the region and proposing methods for development of regional vocational educational services. The paper presents a selective mechanism to support the development of regional vocational educational services. Principles (consensus and initiative) are defined and methods (legal-regulatory, financial-economic, socio-political, information-communication, private-entrepreneurial, civil- initiative) are identified of selective support for the development of regional vocational educational services. It is found that the selective support for the development of regional vocational educational services is a component of the socio-economic development of the region and the imperative to improve the quality of life of the population. The objective of the paper is to develop a technique to assess quality and availability of state services in the socio-cultural sphere as components of public administration. An institutional approach has become a leading one; it allows to consider state services quality and availability assessment in the socio-cultural sphere as a complex indicator of the content quality of a resulting effect and quality of services obtained; it is also connected with the comfort of service rendering and their availability for consumers. The elaborated technique of state services quality and availability assessment in the socio-cultural sphere includes the following criteria: The level of state services quality; the level of state services availability; the level of trust that consumers have in service providers. The technique is directed to identify effective measures to provide consumers with available and high-quality state services in the socio-cultural sphere rendered by state bodies and their departments according to the results of a calendar year
The Structural Complexity of the Human BORIS Gene in Gametogenesis and Cancer
BORIS/CTCFL is a paralogue of CTCF, the major epigenetic regulator of vertebrate genomes. BORIS is normally expressed only in germ cells but is aberrantly activated in numerous cancers. While recent studies demonstrated that BORIS is a transcriptional activator of testis-specific genes, little is generally known about its biological and molecular functions.Here we show that BORIS is expressed as 23 isoforms in germline and cancer cells. The isoforms are comprised of alternative N- and C-termini combined with varying numbers of zinc fingers (ZF) in the DNA binding domain. The patterns of BORIS isoform expression are distinct in germ and cancer cells. Isoform expression is activated by downregulation of CTCF, upregulated by reduction in CpG methylation caused by inactivation of DNMT1 or DNMT3b, and repressed by activation of p53. Studies of ectopically expressed isoforms showed that all are translated and localized to the nucleus. Using the testis-specific cerebroside sulfotransferase (CST) promoter and the IGF2/H19 imprinting control region (ICR), it was shown that binding of BORIS isoforms to DNA targets in vitro is methylation-sensitive and depends on the number and specific composition of ZF. The ability to bind target DNA and the presence of a specific long amino terminus (N258) in different isoforms are necessary and sufficient to activate CST transcription. Comparative sequence analyses revealed an evolutionary burst in mammals with strong conservation of BORIS isoproteins among primates.The extensive repertoire of spliced BORIS variants in humans that confer distinct DNA binding and transcriptional activation properties, and their differential patterns of expression among germ cells and neoplastic cells suggest that the gene is involved in a range of functionally important aspects of both normal gametogenesis and cancer development. In addition, a burst in isoform diversification may be evolutionarily tied to unique aspects of primate speciation
Slater-Pauling Behavior of the Half-Ferromagnetic Full-Heusler Alloys
Using the full-potential screened Korringa-Kohn-Rostoker method we study the
full-Heusler alloys based on Co, Fe, Rh and Ru. We show that many of these
compounds show a half-metallic behavior, however in contrast to the
half-Heusler alloys the energy gap in the minority band is extremely small.
These full-Heusler compounds show a Slater-Pauling behavior and the total
spin-magnetic moment per unit cell (M_t) scales with the total number of
valence electrons (Z_t) following the rule: M_t=Z_t-24. We explain why the
spin-down band contains exactly 12 electrons using arguments based on the group
theory and show that this rule holds also for compounds with less than 24
valence electrons. Finally we discuss the deviations from this rule and the
