    Evidence against a simple two-component model for the far-infrared emission from galaxies

    Two of the first Infrared Astronomy Satellite (IRAS) results were that galaxies have a wide range of values for the ratio of 60 micron to 100 micron flux density (0.2 less than or equal to S sub 60/S sub 100 less than or equal to 1.0) and that this ratio is correlated with L sub fir, L sub b, L sub fir being the total far-infrared luminosity and L sub b being the luminosity at visible wavelengths (de Jong et al. 1984; Soifer et al. 1984). From these results arose the following simple model for the far-infrared emission from galaxies (de Jong et al. 1984), which has remained the standard model ever since. In this model, the far-infrared emission comes from two dust components: warm dust (T approx. equals 50 K) intermingled with, and heated by, young massive OB stars in molecular clouds and HII regions, and colder dust (T approx. equals 20 K) associated with the diffuse atomic hydrogen in the interstellar medium and heated by the general interstellar radiation field. As the number of young stars in a galaxy increases, S sub 60/S sub 100 increases, because there is a greater proportion of warm dust, and so does L sub fir/L sub b, because most of the radiation from the young stars is absorbed by the dust, leading to a swifter increase in far-infrared emission than in visible light. Although this model explains the basic IRAS results, it is inelegant. It uses two free parameters to fit two data (the 60 and 100 micron flux densities)-and there are now several observations that contradict it. Despite these major problems with the two-component model, it is not clear what should be put in its place. When considering possible models for the far-infrared emission from galaxies, the observational evidence for our own galaxy must be considered. Researchers suspect that the study by Boulanger and Perault (1988) of the far-infrared properties of the local interstellar medium may be particularly relevant. They showed that molecular clouds are leaky - that most of the light from OB stars in molecular clouds does not heat the dust in the clouds, but instead leaks out. The consequence of this is that that while most of the far-infrared emission from the solar neighborhood is from dust associated with diffuse HI, this dust is mostly heated by young stars

    We analyse a puzzle in the UK corporation tax: by both historic and international standards corporation tax revenues have been high while the statutory rate has been low. Possible explanations include the following: changes in tax law that may have increased effective tax rates; other factors such as higher profitability or different macro-economic conditions may have led to higher effective tax rates; and finally the size of the corporate sector may have increased. We find evidence for all three explanations, although none would be sufficient in itself. To the extent that higher profits, particularly financial sector profits may have led to high revenues, there are doubts as to whether revenues will continue to be so strong

    Do students benefit from compulsory schooling? Researchers using changes in compulsory schooling laws as instruments have typically estimated very high returns to additional schooling that are greater than the corresponding OLS estimates and concluded that the group of individuals who are influenced by the law change have particularly high returns to education. That is, the Local Average Treatment Effect (LATE) is larger than the average treatment effect (ATE). However, studies of a 1947 British compulsory schooling law change that impacted about half the relevant population have also found very high instrumental variables returns to schooling (about 15%), suggesting that the ATE of schooling is also very high and higher than OLS estimates suggest. We utilize the New Earnings Survey Panel Data-set (NESPD), that has superior earnings information compared to the datasets previously used and find instrumental variable estimates that are small and much lower than OLS. In fact, there is no evidence of any positive return for women and the return for men is in the 4-7% range.     A Good Time to Stay Out? Strikes and the Business Cycle

    In this paper, we compile a unique historical dataset that records strike activity in the British engineering industry from 1920 to 1970. These data have the advantage of containing a fairly homogenous set of companies and workers, covering a long period with varying labour market conditions, including information that enables the addition of union and company fixed effects, and providing geographical detail that allows a district-level analysis that controls for year and seasonal effects. We study the cyclicality of strike durations, strike incidence, and strike outcomes and distinguish between pay and non-pay strikes. Like the previous literature, we find evidence that strikes over pay have countercyclical durations. However, in the post-war period, the magnitude of this effect is much reduced when union and firm fixed effects are included. These findings suggest that it is important when studying strike durations to take account of differences in the composition of companies and unions that are involved in strikes at different points of the business cycle.     A comparison of the radial distribution of molecular gas and non-thermal radio continuum in spiral disks

    The present study includes 65 spiral galaxies selected from the Five College Radio Astronomy Observatory (FCRAO) Extragalactic CO Survey for which the major axis distributions of CO emission and 1.49 GHz radio continuum emission are well determined. The radial distribution of the CO emission has been measured with the FCRAO at positions along the major axis that are spaced by one half power beam width (HPBW) (45 seconds). The radial profile of the 1.49 GHz radio continuum emission was constructed by determining the radio emission at the location of the CO measurements from the 1.49 GHz maps of Condon (1987). Large, greater than a factor of ten, radially decreasing gradients in the star formation efficiency are observed for a small percentage, approx. 10 percent, of the spirals in this sample. The majority of spirals, however, are associated with small gradients in the star formation efficiency that do not systematically increase or decrease with radius. That the star formation efficiency does not systematically decrease with radius tends to argue against a global dynamical mechanism, such as a spiral density wave, for being the dominant mechanism triggering disk star formation for the majority of spirals in this sample. The results tend to support the view that the star formation in spiral disks is dominated by a local process that depends more on the molecular cloud properties than the dynamical structure of a galaxy

    Improved Jive Estimators for Overidentified Linear Models with and without Heteroskedasticity

    We introduce two simple new variants of the Jackknife Instrumental Variables (JIVE) estimator for overidentified linear models and show that they are superior to the existing JIVE estimator, signifi- cantly improving on its small sample bias properties. We also compare our new estimators to existing Nagar (1959) type estimators. We show that, in models with heteroskedasticity, our estimators have superior properties to both the Nagar estimator and the related B2SLS estimator suggested in Donald and Newey (2001). These theoretical results are verified in a set of Monte-Carlo experiments and then applied to estimating the returns to schooling using actual data.

    Kinematics of the Broad Line Region in M81

    A new model is presented which explains the origin of the broad emission lines observed in the LINER/Seyfert nucleus of M81 in terms of a steady state spherically symmetric inflow, amounting to 1 x 10^-5 Msun/yr, which is sufficient to explain the luminosity of the AGN. The emitting volume has an outer radius of ~1 pc, making it the largest broad line region yet to be measured, and it contains a total mass of ~ 5 x 10^-2 Msun of dense, ~ 10^8 cm^-3, ionized gas, leading to a very low filling factor of ~ 5 x 10^-9. The fact that the BLR in M81 is so large may explain why the AGN is unable to sustain the ionization seen there. Thus, the AGN in M81 is not simply a scaled down quasar.Comment: Accepted for Publication in ApJ 7/21/0

    Azimuthally averaged radial S(sub 100 microns)/S(sub 60 microns) dust color temperatures in spiral galaxies

    The IRAS S(sub 100 micron)/S(sub 60 micron) dust color temperature profiles are presented for two nearby spiral galaxies M 101 and M 81. The radial dust temperature profiles provided an important constraint on the origin of the far-infrared luminosity. The observed dust temperature is compared with that expected for diffuse interstellar dust heated by the general interstellar radiation field within each galaxy. The implications for the contribution of cirrus to the far-infrared luminosity of M 101 and M 81 are discussed
