    The Impact of Military Rule on Nigeria’s Nation Building, 1966-1979

    For a significant part of its post independence existence, Nigeria was under military rule. The military rule that firstly brought new hopes however did little to salvage the precarious situations that collapsed the first republic. It has to be stated that the army was already contaminated by one of the viruses that brought down the civilian government---regionalism. Therefore it could be said that the ‘doctor’ himself was ill, and who could cure him but himself. Consequently, there was a ‘self surgery’ which resulted in the thirty month civil war. This paper assesses the first phase of military rule in Nigeria (1966-1979) in relation to the country’s nation building. The paper examines problems and prospects of nation building during this phase of military rule.     A History of Freed Slaves\u27 Homes in Northern Nigeria, 1900-1926

    This dissertation is about the children rescued from slave traders by the British colonial government in Northern Nigeria in the early twentieth century. The children were first settled in state-owned Freed Slaves Homes located at Zungeru and Borno provinces in 1904. After the state-owned Homes were abolished in 1909, they were moved to the privately-owned Lucy Memorial Freed Slaves’ Home. The study focuses on the experiences of these liberated children within the premises of the Freed Slaves\u27 Homes and in settings outside of these institutions in Northern Nigeria. Drawing on previously unused archival materials obtained from various parts of the world including Nigeria, Ghana, and the United Kingdom, the dissertation explores what “freedom” meant for the formerly enslaved children. Although the colonial administration described the children under study as liberated, my study reveals that they were freed but not free. Put differently, it reveals that they, occupied a position in-between of slavery and freedom. In addition to arguing that the liberated children occupied a unique position in society, this dissertation stresses, among others, that Freed Slaves’ Homes played significant roles in colonial Northern Nigeria, that childhood is a social construction, and that the management of the relevant Homes and the experiences of children based in the various institution were similar, but not identical

    Wear behaviour of cast aluminium silicon (Al-Si) alloy in dot 4 brake fluid

    Abstract : The frictional sliding behaviour of cast Al-Si alloy was investigated with and without DOT 4 hydraulic brake fluid lubrication/environments. Cast Al-Si specimen was produced from wrought alloy and the specimen surface was metallurgically prepared. The as- cast product was characterized with aid of micro-hardness tester, the chemical composition was analysed by X-ray fluorescence (XRF), while X-ray diffraction (XRD) was used to identify phases present, microstructures and surface examinations were done on a high resolution metallurgical Optical Microscope. The properties of the polished and worn sample surfaces were examined by Scanning electron microscope (SEM) equipped with Energy dispersive X- ray (EDS) facilities. A 6mm diameter alumina ball under varying normal loads (3-10 N) was rubbed against the surface of the cast Al-Si coupon specimen. The dry and wet sliding wear behaviour was assessed based on the CoF-sliding time behaviour. From the results, the average CoF values of 0.9064 for dry and 0.2038 for wet contacts were obtained. Comparatively, 1.03E-06 and 4.21E-07 minimum wear intensities; and 467290 and 132170 wear resistances were obtained for dry and wet contacts respectively.     Global Solar Radiation Annual Profile, Causes and Seasonal Effects, at Ilorin, Nigeria

    The data of short-wave global (total) solar radiation of 4 years (1995-1998) at Ilorin (8˚ 34′ N, 4˚ 34′ E), Nigeria was used to study the characteristic behavior of SW- global solar radiation in the tropics. To do this, its weekly average was plotted and analyzed with respect to the atmospheric constituents responsible for the behavior. On the profile obtained, two “Wells” of unequal size and depth were identified; a “hill” and a “plateau” representing the potentials of the radiation were also identified in a 52 - week year. These features were associated with seasons of the year and the radiation potentials obtainable in the region. The size of the Wells indicates the time prevalence of the atmospheric constituents causing the Wells and the length of the respective season, while the depth indicates the amount and severity of the constituents. The “Wells” and the “Plateau” constitute 3 seasons in a 52- week year

    ASSESSMENT OF ACCURACY OF VALUATION IN THE PROPERTY MARKET IN LAGOS METROPOLIS

    Valuation is not a precise science and therefore assessment of the worth of interests in properties bears some subjective inputs which manifests in discrepancies in value that is often realised at the eventual reality of market-confirmed ‘assessment’ upon sale. Previous studies had established that there was valuation inaccuracy everywhere in the world, including Nigeria. This study examined the causes of such inaccuracies. Survey approach was used in carrying out the study and a total of 150 questionnaires were administered on respondents randomly selected from the Nigerian Institution of Estate Surveyors and Valuers (NIESV) Directory. Analysis of the data collected revealed that valuation inaccuracy in Lagos Metropolis result from the dearth of market evidence (data), use of outdated valuation approach, inadequate academic training, inexperience in valuation practice and clients’ influence. The study therefore recommends that NIESV should establish central databank and intensify efforts on Mandatory Continuing Professional Development (MCPD) so as to keep members updated on contemporary methods of valuation

    Promoting Sustainable Development in Nigeria: Via Civic Education

    Nothing in this world is so powerful as an idea whose time has come. In the face of ethical knowledge, skill disposition and sustainable development in Nigeria, civic education assumed central position. Idea of civic education in Nigerian curriculum is so powerful to the extent that each young Nigerian deserves its knowledge. On this basis, this paper describes civic education as an underpinning factor for individual and social development of our nation. The paper analyzes the fabric between civic education and social development towards blending and interfacing local wisdom with global knowledge, values and skills, which will develop the young Nigerian to become a citizen of this country as well as a citizen of the global village. The paper points to the fact that civic education is central to shaping attitudes and social interaction and both are critical to addressing issues surrounding sustainable development. To this end, the paper concludes that sustainable development requires civic knowledge, civic skills and civic disposition. It is therefore recommended that civic education should be seen as an engine for development in which states, individuals, communities, and businesses partake in providing sustainable development.     Issues and Prospects of Effective Implementation of New Secondary School Curriculum in Nigeria

    This paper digs into the issues surrounding effective implementation of new secondary school curriculum in Nigeria. This is based on the feeling that 21st century education is characterized with a dramatic technological revolution. The paper therefore portrays education in the 21st century as a total departure from the factory-model education of the past. It is abandonment of teacher centered, paper and pencil schooling. It means a new way of understanding the concept of knowledge, a new definition of the educated person. The paper argues that society institutionalized education as a tool to reform society and creates change for the betterment. Hence, authentic education addresses the whole child, the whole person and does not limit our professional development and curriculum design to workplace readiness. To this end, there is every need to review the status quo of secondary school curriculum in Nigeria in order to consolidate further the new basic education programme and to ensure the actualization of the Federal government national developmental programme especially in the area of human capital development. Finally, the paper recommends massive advocacy and sensitization of teachers, students, parents and school administrators and supervisors who are the end-users of the new curriculum for its effective implementation.     Importance of Accessibility to Reliable Data for Real Estate Practice

    Availability of and accessibility to accurate, reliable and timely data is germane to the operation of the property market, in the field of estate surveying and valuation either for valuation/appraisal, management and agency purposes. In this study, the researcher examines the factors militating against accessibility to such data. The study was conducted using questionnaires, administered on practicing Estate Surveyors and Valuers, within Lagos Metropolis. 190 questionnaire was retrieved out of 300 questionnaire (i.e. 63%) administered on the respondents selected from the Nigerian Institution of Estate Surveyors and Valuers’ Directory and this was used for the analysis. The study revealed that inaccessibility to reliable data is a major barrier to valuation consistency. The study further revealed that there is the need for members of the Nigerian Institution of Estate Surveyors and Valuers, just like their counterpart in RICS,UK, to join hands together and create a strong databank comparable to that of the Investment Property Databank (IPD). The databank created as such should therefore be available and accessible to anyone that requires such information, even at a token

    Real Estate Investment Trust:An Attractive Investment Vehicle for Real Estate Development in Nigeria

    Real estate development requires huge capital outlay, which in many instances cannot be provided by one person or be obtained from only one source. Sourcing fund traditionally, (equity and loans), had proved inadequate over time. For this reason, there is need for better sources of financing real estate development in Nigeria. This study examines the suitability of real estate investment trusts [REITs] in financing real estate development in Nigeria. Five hundred copies of questionnaire were administered on Estate Surveyors and Valuers, Real Estate Developers, Primary Mortgage Institutions [PMis], Nigerian Stock Exchange (NSE); and Security and Exchange Commission (SEC). Frequency tables and percentages were used in analyzing data collected. The study reveals that inadequate real estate finance constituted most critical problem to real estate development in Nigeria. It further shows that there is a large real estate market in Nigeria to support the application of REITs. However REITs, which has been found to adequately meet such capital requirements in developed countries, is still unpopular in Nigeria. The study also reveals that for REITs to flourish in the Nigerian real estate development and capital markets, government would have to improve on legal and institutional frame works, establish and support the secondary mortgage market, ensure a stable economic environment and hasten the process of granting real estate title documents
