Comfort radicalism and NEETs: a conservative praxis

Young people who are not in education, employment or training (NEET) are construed by policy makers as a pressing problem about which something should be done. Such young people's lack of employment is thought to pose difficulties for wider society in relation to social cohesion and inclusion and it is feared that they will become a 'lost generation'. This paper(1) draws upon English research, seeking to historicise the debate whilst acknowledging that these issues have a much wider purchase. The notion of NEETs rests alongside longstanding concerns of the English state and middle classes, addressing unruly male working class youth as well as the moral turpitude of working class girls. Waged labour and domesticity are seen as a means to integrate such groups into society thereby generating social cohesion. The paper places the debate within it socio-economic context and draws on theorisations of cognitive capitalism, Italian workerism, as well as emerging theories of antiwork to analyse these. It concludes by arguing that ‘radical’ approaches to NEETs that point towards inequities embedded in the social structure and call for social democratic solutions veer towards a form of comfort radicalism. Such approaches leave in place the dominance of capitalist relations as well as productivist orientations that celebrate waged labour

Matching a community assessment tool to the requirements of practice

Over the last two decades, performance-based metrics have been applied in master planning as a means to estimate the impacts of large-scale development on the local and global environment. Community sustainability assessment has developed to provide a practical method for assessing the performance of a spatial master plan against an array of sustainability indicators. This paper considers the adequacy of such a tool to provide reliable information when and as required for decision-making in the planning process. It reviews Breeam (building research establishment environmental assessment method) Communities 2012 specifically examining whether this tool provides an analysis which is strategic, comprehensive and integrated. Breeam 2012 is found to be adequately comprehensive in the current operational context of the British planning system. The sustainability assessment model can usefully inform decision-making at the strategic ‘stage gates’ of master planning. However, the analytical methodology of the assessment model is inherently fractional. This complicates how a ‘balanced’ evaluation of the relative importance of sustainability issues is reached and agreed. It is suggested that a project culture of trans-disciplinary dialogue and explorative learning is required to promote the understanding and use of sustainability assessment practice in master planning

This document forms part of the research materials collected in the 'School knowledge, working knowledge and the knowing subject: a review of state curriculum policies 1975-2005' project. The research was led by Professor Lyn Yates and was funded as a Discovery Project by the Australian Research Council (2007-2008), supplemented by further funding from the University of Melbourne through 2009. Curriculum policies and major education reports collected as part of this project were digitised to preserve as a resource for future researchers and policy makers with the support of the University Library and the Social and Cultural Informatics Platform

As the result of the work done as a project for the Image Processing and Communications course in the winter of 1997, this report describes the implementation of a Java H.263 video decoder. The Decoder allows H.263 coded video streams to be decoded and displayed in a window on any Java enabled machine. It shows that it's possible to create a conferencing environment just using Java Enabled Browsers
