E-government and Government Reform-Comparing the United States and China Case

미국과 중국의 전자정부는 정부가 시민들에게 보다 나은 서비스와 정보를 제공하고 정부 업무의 효율성과 효과성을 증진시키는 데 활용되고 있음을 알 수 있다. 미국의 경우 전자정부의 도입은 정부와 시민 간의 상호관계를 촉진시키고 고객 중심의 서비스를 제공하는 기회로 활용하고 있는 반면, 중국의 경우 전자정부는 지방정부를 중앙정부의 감독 및 관리 하에 두며 효율적으로 통제하기 위한 수단으로 활용하고 있다. 이 글은 미국과 중국의 전자정부 관련 핵심 정책들의 비교분석을 통해 전자정부가 각 국의 정부를 어떻게 변화시키고 있으며, 정부와 시민 관계에 어떠한 영향을 미치고 있는지 분석하고자 한다.The United States and China are using electronic government(e-government) to provide better service to their citizens and improve each governments internal efficiencies and effectiveness. However, in the case of the United States, e-government provokes the interaction between government and citizens and provides customer-centric service. In the case of China, e-government represents a means to bring local governments under greater control of the central government. This paper will analyze the major e-government strategies of both country comparatively and attempt to answer two questions: How is e-government transforming the governments of the U.S. and China? and What is the major influence of e-government on government-citizen relationships in each country

임베디드 압축과 가변적 탐색영역을 이용한 영상 인코더 메모리 대역 감소 방법

학위논문(석사) - 한국과학기술원 : 전기및전자공학전공, 2009. 8., [ vi, 35 p. ]The H.264/AVC outperforms previous video coding with many tools which can increase R-D performance, but the memory bandwidth also increases remarkably. As the demand of high quality image goes up, a high frame resolution and bi-directional frames (B-frame) coding become essential. As a result, the memory bandwidth and memory access cycles are the biggest problem for a real time encoder. In a general tendency, the embedded compression (EC) is employed in the high performance encoder to solve this problem. In this paper, we explain the relationship between EC ratio and motion vector (MV), which can be used to reduce the memory bandwidth. Then, we proposed novel methods that uses dynamic search range (DSR) adjustment aware of EC ratio, in order to reduce a memory bandwidth and get a constant memory bandwidth with a lossless EC. We can guarantee an encoder to reduce till the 30% of the total memory bandwidth requirement with little image degradation.한국과학기술원 : 전기및전자공학전공
