Recently the demands for public welfare to solve the social problems such as unemployment, unstable labor market, family disintegration, social polarization, social exclusion, and etc. have been rising. The aims of this study are to explore and explain the factors to determine the different paths in similar economic crises in Italy, Greece, and Germany in terms of social quality. The social quality of Korea is low in general. The dimensions of cohesion and empowerment show especially very low quality. Therefore, it may lead to poor outcomes if the deficit of transparency and trust were combined. And the welfare systems in Italy and Greece focusing old social risks require big public expenditures which cause financial crises. The social investment system in Germany which supports and protects the labor market, jobs, and children and family fares well for both the economy and welfare. The politics of integration is necessary to forge the welfare system in the mediation of transparency and trust in societal level. In the aspect of the welfare orientations, Korean people don't expect a high commitment level of duties and roles to their government, and perceive that the welfare can be a burden to economic growth or induce people to become dependent The social issues on the enlargement and rearrangement of welfare system demand public discussions and strong social consensus
