    Study for Strengthening of Comprehensive Obstetric Mergency Referral System to Reduce Maternal Mortality in LMICS: With Focus on Ghana Upper East Region Project

    The maternal mortality world wide has reduced from 451,000 deaths in 1990 to 295,000 in 2017. This progress was made with a great deal of efforts from the global community with focused efforts of the Millennium Development Goals (MDGs) which later are continuing with the Sustainable Development Goals (SDGs). Especially, it was the result of of global communityโ€™s efforts for maternal and child health improvement, with greater amount of service provided for safe delivery. However, since 2010s, the rate of maternal mortality reduction has been slowing down and there issues have been raised for the global efforts that is lagging behind in the aspect of improving the physical accessibility to the safe delivery service. Especially, in the aspect of three delay model of maternal mortality, many organization are actively addressing the issues of reducing the first and third delays; namely through improving the awareness and willingness to receive safe delivery service and through improving the quality and quantity of safe delivery service at the health facility. However, as the second delay of maternal mortality, regarding the delay in reaching the safe delivery service, there has been lack of enough effort to solve the issues of delay. Especially, there have been a variety of difficulties regarding the provision of obstetric emergency referral service. Thus, in this paper, through literature review, qualitative interview, and in-depth cases studies of a specific case example of a project, the paper will try to explore key bottle neck to the problem of weak obstetric emergency referral, The paper will eventually address the issues of obstetric emergency referral, and provide direction for strengthening comprehensive obstetric emergency referral This study aims to reflect on the policy of Invisible Cultural Heritage centering on the personal experience of reconstruction of Gasanogwangdae and folklore as its basis. Transcendental cognition of folk culture based on nationalism has dominated Korean folklore for a long time and has become the basis of policy of Invisible Cultural Heritage. The policy was to preserve a particular cultural art as a valuable essence of national culture worthy of transmission and categorize it as an invisible cultural heritage in order to support it and control for modern national state building. This study illuminates the close relationships inter working among folklore, policy of invisible cultural heritage, and regime folk in the narrative form of auto ethnography. In the process, the personal experience of the researcher of the 1970s is extended into the period of the Japanese occupation and Korean modern nation state building. Furthermore, the formation of folk knowledge in the space of modern city is also discussed.
