However, with the outbreak of Corona in 2019, telecommuting, a non-face-to-face work style, has spread as an alternative to office work, and is becoming an opportunity for companies to test its potential as a new way of working. Therefore, empirical research on the relationship between telecommuting and job performance is necessary to remove doubts about telecommuting and to establish telecommuting as a work style. This study analyzed the effect of perceptions of telecommuting experience on job performance, classifying four factors that affect perceptions of telecommuting: personal (work-life balance, personality traits, technical readiness), job characteristics (job autonomy, task ambiguity, communication collaboration), managerial (supervisor support, unfairness of personnel evaluation), and environmental factors (telecommuting environment quality) to determine the impact of differences in perceptions on subjective and objective job performance. The study was conducted by surveying employees who experienced telecommuting at KOSPO, and based on the data of 201 survey responses, frequency analysis, t-test, ANOVA, factor analysis, reliability analysis, correlation analysis, and multiple regression analysis were conducted using SAS 9.4. The findings are as follows First, when analyzing the effects of influencing factors on the perception of telecommuting on subjective job performance, telecommuting environment quality, communication collaboration, work-life balance, and technical readiness had a significant positive effect on subjective job performance, and personality (extraversion, conscientiousness) had a significant negative effect. Second, job autonomy had a significant positive effect on objective job performance, while personality (conscientiousness) had a significant negative effect. Based on the results of the analysis, we found that subjective job performance was more influenced by each factor than objective job performance, which may be due to the fact that objective job performance is difficult to evaluate quantitatively due to the nature of public sector work, and the tendency to be evaluated in the order of seniority or transfer in the department due to strong seniority influenced the results. As a result, in order for telecommuting to be established as a form of work and to improve work performance, the telecommuting environment should be similar to the office, IT and systems should be supported to enable smooth communication between employees, and work-life balance policies such as educational support should be activated. In addition, as it is difficult to manage and supervise employees due to non-face-to-face work, it is necessary to establish a management system for work progress and performance to prevent free riders from occurring in work. In order to secure the stability and continuity of work and improve the quality of life of employees in an uncertain environment such as COVID-19, it is necessary to activate the telecommuting system, and this will require active support from companies and society.
