Clima te change can be one of the major factors because it accompanies significant changes in precipitation, temperature, and the frequency and intensity of extreme events. In particular, as fat-tail risk increasing probability of a disaster with an extreme magnitude has expanded due to climate change, it has become more difficult to forecast magnitude and frequency of natural disaster in the future. However, as there must be a place for us to control and manage natural disaster despite of high uncertainty from climate change, it is time to respond efficiently to natural disaster by recognizing and enhancing what we can control and manage. Aiming to lead natural disaster management policy of Korea to more efficient way in terms of climate change adaptation, this study identified factors determining natural disaster damage and forecasted direct damage costs in the future by using panel data regression analysis. Also, applying the forecasted direct damage costs to a multi-regional computable general equilibrium model, it analyzed the economic impact of natural disasters. For identifying the determining factors of natural disaster damage, this study developed panel data of 227 local administrative bodies from 2001 to 2012 and conducted panel regression analysis. Its results and policy implications are as follows. First, annual precipitation is identified as the most powerful factor increasing natural disaster damage. Considering that climate factor is not possible to be controlled and the uncertainty of precipitation trend has increased, it implies that we may face unexpected considerable damage costs if we holds a current natural disaster management policy focusing on ex-post reconstruction. Therefore, it is necessary to forecast natural disaster damage costs and its impact, and this attempt will contribute to promote a natural disaster management policy focusing on prevention. Second, it turned out that a sound financial state of the local government can reduce damage costs while an improved personal income seems to increase the costs. This result shows indirectly that role of local government is important as a key player for prevention and reconstruction in natural disaster management policy. It is still important for the central government to control natural disaster, however, it is also necessary to respond efficiently to natural disaster by enhancing the role of the local government and cooperating with the central and local governments. Third, it appeared that a change of land use increasing impervious surface area can aggravate natural disaster damage. As urban planning and management policy can play an important role ultimately to improve adaptation capacity to climate change, it is essential to try to reduce natural disaster damage preliminarily by urban planning minimizing impervious surface area. As the result of analyzing factors determining natural disaster damage, it identified that the impact of climate factor is the largest, and the result implies that changes in precipitation due to climate change should be considered in developing natural disaster management policy. In particular, the changes in precipitation must be reflected for estimating direct damage costs in the future. This study developed balanced panel data set from 2001 to 2012 on 16 metropolitan cities and provinces in Korea and forecasted minimum, average and maximum of natural damage costs in the future by applying a future precipitation data predicted by considering climate change. Calculating the present value (base year = 2015) of the forecasted natural disaster damage costs, Jeollanam-do is expected to have damage costs of 3.6 trillion Won at maximum. The region is followed by Gyeonggi-do, Gangwon-do and Jeollabuk-do, whose damage costs are expected to be more than 2 trillion Won. The annual natural disaster damage costs from 2013 to 2060 was estimated range from 3 to 12 trillion Won. Along with estimating direct damage costs, it is necessary to analyze indirect damage costs such as the decline of industrial activity. This study created natural disaster scenarios using the estimated minimum, average and maximum damage costs, and applied them to a multi-regional computable general equilibrium model (base year = 2005) for identifying the economic impact of natural disaster. In addition, it compared the natural disaster scenario with a policy scenario reducing impervious surface area, and examined the policy effects. In the natural disaster scenario, gross domestic production (GDP) declined by 0.54% ~ 2.06% (4.6 ~ 17.5 trillion Won). Also, these costs are equivalent to 0.34% ~ 1.31% of GDP (1,342 trillion Won) in 2014. As gross regional domestic production (GRDP) of Honam region including Gwangju, Jeollabuk-do and Jeollanam-do dropped by above 6% (6 trillion Won), this region is expected to be the most vulnerable to natural disaster in the future. On the other hand, although GRDP of the national capital region including Seoul, Incheon and Gyeonggi-do declined by only 1.49%, but its economic costs reached 6.1 trillion Won. Therefore, the national capital region may be damaged most seriously in terms of absolute economic costs. For the impact of natural disasters to industrial activity, agriculture & fishery, construction and manufacture sectors were mainly affected. In the meantime, as the result of comparing the natural disaster scenario with the policy scenario converting impervious into pervious surface area, direct damage costs reduced by 6.37% ~ 7.03% (0.2 ~ 0.8 trillion Won). The reduced direct damage costs of Honam region was the lowest of 5.98% ~ 6.01%. For economic impact of the policy scenario, as GDP grew by 0.18% from the GDP in the natural disaster scenario, it indicated that indirect benefits of the policy is 1.5 trillion Won. However, the increase of GDP by the policy scenario was not enough to recover GDP in 2005 (base year for CGE model). Likewise, GRDP could not recover GRDP in 2005 although it increased by 0.84% at maximum. GRDP of Honam region grew by 0.56% at maximum, however, this growth contributed to recover only 93.58% of GDP in 2005 as the lowest record comparing with other regions recovery of above 95%. In conclusion, this study identified that climate factor affects natural disaster damage the most and forecasted that total damage costs would reach 29 trillion Won including direct and indirect costs. These results suggest that the impact of climate change should be considered in developing natural disaster management policy and the focus of the management policy should change from ex-post reconstruction to prevention and investment. In addition, as Honam region is expected to be damaged most seriously in the future, the central government needs to lead its local governments to reduce natural disaster damage preliminarily. Purpose: This study analyzes the main contents and characteristics of the Knowledge Sharing Proprams executed for the transition countries since 2004. Originality: The KSP project is evolving into a development cooperation project for establishing medium- and long-term economic cooperation and mutually sustainable development with partner countries while emphasizing the importance of knowledge sharing and system. In this regard, this research is meaningful in exploring the theoretical and practical implications of the KSP project. Methodology: The KSP has provided more than 400 policy consultation projects such as institution and governance systems and capacity development projects for the transition countries. This study conducted an analysis those policy projects since 2004 by policy demand area and cooperation strategy depending on their development stage, factor driven, efficiency driven and innovation driven economy. Result: Policy advisory strategies in line with the development stage are assessed to have contributed to the establishment of the public management system of the target countries. development is required with customized policy advice that actively reflects the policy demand of the target countries. On top of that, it is necessary to come up with more objective evaluation criteria on the effectiveness of policy advice on top of the customized policy consultations responding to demands from the client countries. Conclusions and Implication: The experience of the KSP project for the countries that have shifted from socialist planned economy to open market economy is used as a development cooperation model to predict development demand in advance, strengthen the capacity of bureaucrats and policy-making groups.
