Therefore, the linkage between policy evidence and a time difference approach contributes to the mutual supplementation of these concepts. A cognitive gap is particularly important with regard to policy evidence. Policy participants have limitations in accepting and interpreting policy evidence in the policy process. Furthermore, there is a huge perception gap among policy participants in terms of policy problems and policy information. This gap creates bias among policy participants. Birth control policy in Korea from 1960s to 1980s is a typical example of a failure of policy reexamination. The reason is that initial information about the population growth rate and its interpretation influenced the thinking of policy makers. Various types of policy evidence will ultimately reduce any cognitive gap in each policy step. Impact evidence and analytical evidence in the policy making stage, as well as ethical evidence, public attitude evidence, and implementation evidence in the policy enforcement stage play important roles in reducing cognitive gap. It is important that all policies are based on theory, just as all policies are based on evidence
