Impeachment Drama and Korean Elections in 2004: Compared to the 1998 Midterm Election in the United States

저117 대 총선 직전에 형성된 소위 탄핵 정국은 긴즈버그 (Ginsberg) 와 세프터 (Shefter) 가 현대 미국 정치의 경향을 가리켜 언급한 다른 수단의 정치 (politics by other means) 라는 개념을 적용하여 이해할 수 있다(1999). 노무현 정부 또한 취임 초부터 적대적인 대립 각을 세워온 한나라당이 제왕적 대통령제의 퇴조와 입법， 행정，사법 삼부간 권력 분산의 강화라는 미국화 되어가는 정치 조건을 활용한 다른 수단의 정치로 탄핵에 직면하였다고 말할 수 있다(안병진 2004, 23). 이러한 다른 수단의 정치 의 만연은 우리에게 한발 더 나아가 그렇다면 다른 수단의 정치와 선거는 어떠한 관련을 맺고 있는가를 질문하게 한다. 다시 말해 현대 정치에서 선거란 단지 다른 수단의 정치의 결과의 최종적 확인의 장에 불과한가? 아니면 전혀 다른 메커니즘이 작동하는가? 만약 다른 메커니즘이 작용한다면 이는 다른 수단의 정치와 어떻게 상호작용하는가? 이러한 상호작용의 과정이 드러내주는 한국 정치의 독특한 특성은 무엇인가? 이러한 일련의 질문들은 한국 정치의 특성을 드러내 줄 뿐 아니라 일반 시민들과 정치인들이 맺는 관계에 대한 규범적 평가 및 대안을 고민하게끔 추동하는 계기를 제공한다. 위의 질문들에 답하기 위해서 필자는 17 대 총선의 사례를 비슷한 맥락을 가진 미국의 1998 년 중간 선거와 비교하면서 분석하고 그 합의를 도출해낸다. Recent impeachment crisis in South Korea can be understood as the outcome of "politics by other means" coined by Ginsberg and Shetter. By this they mean the trends that politicians have been inclined to employing various weapons of political combat such as court and media in non-electoral arena, rather than mobilizing voters to attempt to overpower their foes in the electoral arena. In this paper, I would like to ask the following question that concerns this recent phenomenon in South Korean politics. In specific, this paper examines the relations between the election and "politics by other means". In other words, this paper poses questions as to whether election is merely a final confirmation of "politics by other means" or has a distinctive logic of its own that could offset the negative consequence. It is hoped that these questions would shed light on characteristics of recent Korean politics as well as providing normative implications on the democratic relation between the elite and the mass. I will conduct a comparative research on the 2004 general election in Korea and the 1998 midterm election in the United States, which I believe will provide a fascinating case study showing how impeachment crisis worked in modem political system and had an impact on the election process

The Logic of Invading Iraq: Thee Politics of Shock and Awe

이 논문은 부시 행정부의 국내외 노선의 특질을 분석하고자 한다. 특히 이 글은 대내외 노선의 구사에 있어서 힘의 과시와 공포를 이끌어내는 전략의 중요성에 주목한다. 이러한 전략과 관련하여 이 글은 다음과 같이 일련의 질문들에 답하고자 한다. 우선 이러한 전략의 지적인 기반은 무엇인가? 이는 부시의 선제공격독트린의 내용을 어떻게 구성하는가? 이라크 전쟁에서 선보인 충격과 공포의 전쟁 전략과는 어떠한 연관을 가지는가? 이 전략은 부시행정부의 국내 정치를 설명하는 데에 어떠한 유효성이 있는가? 마지막으로 필자는 이 전략이 미 제국의 미래에 부정적으로 작용할 것이라는 간략한 전망으로 결론을 내리고 있다. 2003년 여름 전개되었던 미국의 이라크 침공에서 부시행정부는 가공할 폭력적 힘의 과시로 전 세계에게 미국의 패권을 확인시켜주었고 충격과 공포(shock and awe)라는 전쟁 전략은 후세인 뿐 아니라 이라크의 민간인들을 공포와 사지로 몰아넣었다. 이 전쟁을 전후로하여 전 세계는 미국의 일방적 힘의 우위하의 세계질서의 의미를 이해하기 위한 치열한 논쟁을 아직도 전개하고 있다. This paper attempts to analyze the distinctive characteristics of American politics in domestic policies as well as in foreign affairs during Bush administration. Especially, this study focuses on the increasing salience of demonstrating power and eliciting fear as a strategy for establishing U.S policies. With regards to this strategy, this paper seek to comment on the questions in turn; what is the intellectual roots of this strategy?; How this strategy constitutes substantial bases in Bushs assertive new military doctrine? How this strategy is reflected in military strategies of shock and awe? Does this strategy have practical application in domestic politics as well? Finally I will briefly conclude why the implications are ultimately destructive of American empire

Ideological Roots of Neo-conservatism

현재 부시 행정부에 큰 영향을 미치는 신보수주의 정치세력의 이념은 하나의 일관된 틀을 가지는 것이 아니라 여러 가지 사상적 뿌리들이 얽혀 있다. 이 논 문은 여러 가지 사상적 뿌리 중 신보수주의에 가장 큰 영향을 미친 레오 스트라 우스(Leo Strauss)를 집중적으로 분석하고자 한다. 이 글은 스트라우스의 이 념적 특징과 정치적 함의를 엘리트주의, 절대적 도덕관, 공포와 힘, 시민적 덕 성과 종교의 중요성 등 4가지로 정리하고자 한다. 이때 이 논문은 스트라우스 의 이념을 단순히 소개하기보다는 스트라우스주의가 어떻게 현 부시 행정부의 정치에 수렴되는지를 주목하고자 한다. 민주주의적 개혁의 의도하지 않은 결과와 대안들에 관한 3권의 책 소개

Politics by other meas, Benjamin Ginsberg and Martin Shefter, 1999. Diminished Dempcracy: From Membership to Management in American Civic Life, Theda Skocpol, 2003, Yoting with dollars, Burce Ackerman and Ian Ayres과거 87년 한국의 민주주의적 이행의 키워드가 직선제 개헌이었다면 지난 2002년 대선에서 민주주의의 공고화의 키워드는 정당의 예비경선이었다. 소위 국민경선제로 불린 이 제도의 도입은 그간 보스 중심의 파벌 정치 구도에 식상하고 정치에서 이탈되었던 많은 유권자들을 다시 정치로 진입시킨 바 있다. 이제 2002년 말의 대선이 일 년이 채 지나지 않아 예비경선제나 이와 관련된 미디어 정치의 실현, 지구당 폐지같은 아젠다들은 벌써 많은 이들의 머리 속에 당위로 자리잡았다. 하지만 새해 초라는 시간적 특성이 가지는 강점은 이렇게 숨가쁘게 진행되는 속도 사회의 흐름으로부터 잠시 한 발 물러나서 현재 진행되고 있는 역동적 변화를 깊있게 성찰해보는 시간을 가지기 유리하다는 점이다. 긴즈버그와 세프터의 다른 수단에 의한 정치라는 책은 이러한 정치개혁 아젠다들이 당위 속에서가 아니라 미국 역사의 전개라는 맥락 속에서 어떻게 발명되고 작동하였는가를 때로는 도발적이고 때로는 깊은 통찰력을 가지고 돌아보고 있다. 또한 스카치폴과 애커만 및 아이레스는 그간의 미국 정치 전개 방향의 한계에 다한 대안과 관련하여 우리에서 창의적인 사고의 실마리를 제공하고 있다
