Recent impeachment crisis in South Korea can be understood as the outcome of "politics by other means" coined by Ginsberg and Shetter. By this they mean the trends that politicians have been inclined to employing various weapons of political combat such as court and media in non-electoral arena, rather than mobilizing voters to attempt to overpower their foes in the electoral arena. In this paper, I would like to ask the following question that concerns this recent phenomenon in South Korean politics. In specific, this paper examines the relations between the election and "politics by other means". In other words, this paper poses questions
as to whether election is merely a final confirmation of "politics by other means" or has a distinctive logic of its own that could offset the negative consequence. It is hoped that these questions would shed light on characteristics of recent Korean politics as well as providing normative implications on the democratic relation between the elite and the mass. I will conduct a comparative research on the 2004 general election in Korea and the 1998 midterm election in the United States, which I believe will provide a fascinating case study showing how impeachment crisis worked in modem political system and had an impact on the election process

This paper attempts to analyze the distinctive characteristics of American politics in domestic policies as well as in foreign affairs during Bush administration. Especially, this study focuses on the increasing salience of demonstrating power and eliciting fear as a strategy for establishing U.S policies. With regards to this strategy, this paper seek to comment on the questions in turn; what is the intellectual roots of this strategy?; How this strategy constitutes substantial bases in Bushs assertive new military doctrine? How this strategy is reflected in military strategies of shock and awe? Does this strategy have practical application in domestic politics as well? Neo-conservatism has its roots in various ideological trends. Among these ideological
roots, this article specifically focuses on Leo Strauss, who has been playing a major role in
shaping Neo-conservative minds. In this article, I will seek to extract following four
