도시설계의 미래 과제와 도전

시대를 내다보는 선각자가 아니라면, 일생을 한 분야에 몸바쳤다 하더라도 해당 분야의 미래 를 예측하기란 쉽지 않을 것이다. 이는 우리가 속해있는 한 시점에 함몰되어 있으면 있을수록 우리의 위치와 지향하는 바를 파악하기가 어렵기 때문이다. 그래서 우리는 일반적으로 과거의 역사를 되짚어 보고, 과거로부터의 추세를 연장함으로써, 미래의 변화를 예측할 수 있는 단서를 찾곤 한다. 이러한 점에서 지난 40여 년에 걸쳐 도시설계가 어떻게 이 땅에 자리 잡게 되었고, 어떻게 전개되었는지를 살펴보는 것은 앞으로의 도시설계를 전망하는 데 있어 첫 번째 단초를 제공한다. 이를 통하여 도시설계가 국내에 적용되는 과정에서 나타난 문제점들을 진단해보고 향후 도시설계가 해결해야 할 과제가 무엇인지 찾아낼 수 있을 것이다. 그러나 이것만으로는 부족하다. 오늘날 변화하고 있는 사회·경제적 상황들을 감안할 때, 향후 도시설계의 과제는 과거나 현재의 그것과는 또 다를 것이기 때문이다. 따라서 현재 진행되고 있는 변화를 감지하고, 이러한 추세가 미래에까지 지속될 것인가에 대해 판단해야 한다. 우리가 이러한 미래 변화를 어느 정도 정확하게 예측할 수만 있다면, 도시설계 전문가들이 앞으로 어떤 영역에서 어떤 도전을 해야 할 것인지 생각해 내는 것도 어려운 일은 아닐 것이다

북한이 국토 도시분야에 주는 기회와 과제 - 이상준

도시·환경 미래전략과정 토론노트 : 국토, 도시, 환경 - 전환기에 생각해 보는 전망, 도전, 과제 [제7주제]해외 건설시장과 한국의 시장점유: 전 세계 건설시장 규모는 2015년 기준 약 8.8조 달러 규모이며 외국기업에게 개방되어 있는 해외 건설시장은 전체의 6.5%(5.5천억달러) 규모이다. 이 중 2013년 우리나라 건설업체들의 시장점유율은 매출액 기준 7.8% 수준이며(Engineering News-record), 한국의 기술경쟁력은 선진국 대비 70%에 불과하다. 한국은 중동지역 위주의 단순도급 중심의 수주패턴을 극복할 필요가 있으며, 아시아 지역의 민관협력(PPP) 시장 진출을 위한 지역다변화 및 금융역량 개발이 필요한 시점이다. 해외 건설 수주는 2010년 사상 최대인 716억 달러를 기록한 이후 2014년까지 600억 달러 내외의 수주 규모를 보이고 있다. 최근 AIIB 출범과 이란 핵협상 타결로 인해 향후 아시아와 중동지역에서의 인프라 수요가 증가할 것으로 전망된다

A study on Building a Collaborative Governance System for Conflict Resolution in Urban Regeneration Process: focused on the urban regeneration project governance in urban regeneration promotion Act

Collaborative Planning theory has been introduced to urban regeneration process recently in many ways but not so effective in real operation. This study proposed urban regeneration porject governance as a communicative rational alternative for conflict resolution between public and private stakeholders in urban regeneration planning and project process through the institutional approach. There are three principles for organizing the governance. One is to rearrange the role of each public and private sector, another is to specialize and integrate all related actors and the other is to cover all stages from planning to project completion and even operating and leasing stages

Impacts of Urban Planning Regulations on Urban Form Changes in the Donwhamunro

This paper reviews the impacts of urban planning regulations on urban form changes based on a case study of the Donwhamunro area, an old quarter in the city center Seoul, Korea. Examining the Zoning and the District Unit Planning(DUP) regulations, applied to the Donwhamunro area from 1962 to 2002, this paper identifies the site's five zones of different characteristics and the change periods of regulations. Within each zone, the paper delineates its urban form changes by measuring the degrees of transformation in streets, lots, buildings and building uses, and by checking the development frequencies in the change periods of regulations. According to what the paper finds, the following three points could be interpreted; 1) Both the Zoning and DUP regulations themselves largely contributed more to the deterioration of the Donwhamunro area rather to the development of the area; 2) Urban planning regulations tended to serve their intended goals of the area's planned maintenance, only when the development conditions, such as public improvements of the roads, were provided by the public sector; 3) As the current Zoning and DUP regulations were mostly intended for development-focused management of the area, they lacked proper considerations for the conservation of the area's old urban form characteristics
