Construction of NTIS(National Science & Technology Information System)

funder : 과학기술부agency : 과학기술부agency : Ministry of Science & Technology21세기 지식기반 사회에서 양질의 과학기술 지식의 창출, 확산 및 활용의 촉진이 국가혁신의 핵심과제로 부상함에 따라 국가 과학기술의 혁신활동을 효과적으로 지원하고 국가R&D의 투자 효율성을 제고할 수 있는 시스템에 대한 요구가 도출되었다. 과학기술혁신본부는 이러한 필요성에 따라 ‘국가과학기술종합정보시스템(NTIS) 구축 사업’을 계획하였고, 2006년 한국과학기술정보연구원을 총괄 주관기관으로 선정하여 사업을 추진하게 되었다. NTIS는 개별 부처산하 130여개 연구관리기관이 연구과제를 독자적으로 추진하고 관리하면서 나타난 비효율성과 중복투자 등의 문제를 개선하기 위해 국가차원의 종합정보관리체계 구축을 통해 국가R&D사업의 종합ㆍ조정을 지원하고 국가R&D 정보 및 자원을 공동활용하여 R&D 투자효율성을 제고하는데 그 목적이 있다.In the 21st century, the creation, distribution and application of knowledge in the area of science and technology has become a major issue which raised the need for a system to effectively support the R&D activities and manage its budget. The Office of Science and Technology Innovation has launched the 'Construction of the National Science and Technology Information System(NTIS)' project with the Korea Institute of Science and Technology Information(KISTI) leading the project. The objective of this project is to effectively support the innovative Science and Technology activities to promote the effectiveness of the National R&D programs and propagate its outcome to the other researchers in the community and industry

In 2006, we performed a thorough design of the system for the realization and specification of the system design. As a result of the three demonstration projects and two design projects were extracted nine major subjects for the NTIS. In the first year of the system, 2006, we have implemented five different applications of the human resource information system, R&D equipment management system, R&D program management system, R&D output information system, and R&D policy support system. The R&D information distribution platform developed in 2006 has been performed in four different sub-projects for developing the integration service, project management system, R&D budget monitoring system and budget distribution support system
