These constraints contributed to significant unemployment. To solve this unprecedented problem, the government launched various programs with large budgets. Government has created new work places, is developing vocational skills, building a social security network and is improving the unemployment information system, Unemployment policy includes a major investment for human capital through vocational training programs. About 800 billion won for vocational training programs has been included in the budget for 1999. But, it is very difficult to evaluate the effectiveness of vocational training programs for the unemployed. The ministry of labor attempts to measure the effectiveness by the proportion of program participants' obtaining a job. Evaluation of success is difficult by this method because employment information is very difficult to obtain. A more efficient method is to measure the completion rate of each program. If completion rates can be improved by decreasing attrition, it will reduce waste of the government's budget and stabilize the training institutes' finance. The result of this research were as follows. 1) Attrition was low in the programs concerning finance * insurance, general management and service industry. 2) Attrition was influenced by the length of the program. Longer programs(more than 561 hour) had higher attrition rate than shorter programs(1ess than 320 hour). 3) Male had a higher attrition rate than females. 4) Attrition was higher among those whose personalities emphasized 'intuition' than ' sensing' in MBTI scale. 5) Attrition was related to the final position held prior to unemployment. Persons from middle administrative position had higher attrition than from administrative position and the novice. 6) Participants who enrolled in the program as their second preference had higher attrition rate than first preference. 7) Program leavers were more likely than program completers to mention the program did not meet their expectations. 8) Program leavers reported less satisfaction with lectures than did program completers. 9) Program leavers believed the lectures to be easier than the program completers.prohibitio

This study aims to suggest organizational restructuring outlook of Ministry of Education (MOE) to respond to the stake holders policy needs properly and promptly. Based on the survey of MOE officers and incumbent and sinecure members of other executive and legislative branches, SWOT analysis was executed for developing strategical adaptation of the organization. Ministry of Education handed over its previous roles and functions in science and technology to the newly launched Ministry of Science, ICT, and Future Planning along with the inauguration of Park Geun-hye administration in 2013. Prospecting the future policy demand and responding to the current issues accurately and effectively, MOE has to restructure its organization based on the current transition. To fulfill this mission, diagnosing and analyzing it organizational structure, function, personnel with systematic and long-term perspective is required. SWOT analysis shedded light on MOEs Strength, Weakness, Opportunities, and Threats and suggested strategical response and adaptation to current and future policy wave; SO, ST, WO, and WT strategies drew the detailed tactics.N
