[์˜๋ฌธ]In order to solve the problems of overlapping and discontinuity of public health and welfare service supplied to the senior citizens, public health organizations in the southern and northern regions of Gyeonggi Province as the central figure has started the project since 2000 in connection with public health medical and welfare resources and by utilizing the supply networks. Even though individual evaluation for each project has been conducted, no academic research has been conducted on the management of quality and analysis, and the degree of satisfaction between the regions, which evaluates the service providers(supplier: the center of medical organization) in two regions at the local cooperative organizations(consumers: project-related organizations). For the purpose of conducting this research on the consumer evaluation method of the service quality to suppliers, I made organized questionnaires and send them to 177 persons who were selected by the on-line questionnaire system. As a result, 127 out of 177 persons were responded. Through using the results of expectation value and perception value by utilizing SERVQUAL, I analyzed the quality of service. The results were analyzed not only in each region as a whole but also in each level. Finally, the research was indicated in the portfolio matrix method. In addition, T-test was conducted for measuring the satisfaction degree of each region where the project was conducted. If the value of cronbach''s alpha is over 0.6, the degree of confidentiality is enough. The statistical results are as follows: Uijeongbu City, 09576 and Suwon City, 0.9267. These figures show the satisfaction of a condition. In order to conduct all these statistical analyses, SPSS 10.0 program was used for the research. The results of this research are as follows: First, directors of medical organizations and managers of general affairs are concurrently holding the positions of head and secretary-general at a center. There were 3 personnel who are exclusively responsible for, and the operational budget is 100 million won. Besides, Uijeongbu City has programs of Home Helper Dispatch Project and management of the objective senior citizens as a case study management method. In the case of Suwon City, related organizations were utilized. And home pages and DBs were constructed and utilized for the information linking service in two regions. Secondly, in the area of the service quality management of the dimension analysis, the research results showed that Uijeongbu City needs the priority improvement for specialized accessibility, satisfactory reliability; however, it needs more efforts in the field of empathy. In the case of Suwon City, the results showed that significant improvement in the professionalism, accessibility and credibility, and correspondence ability is excellent. However, the development and management of educational programs for professional personnel, phone lines for the senior citizens, PR for a home page, CI project for the improvement of image, and inducement of marketing concept are necessary. Thirdly, the highest evaluated fields of each region are as follows: First, in the case of Uijeongbu City is welfare, 65.6%; public non-profit organization, 41.0%; supporting organizations which has more then 3-year old, 26.2%; frequency of contact rate is 2 to 3 times a month, 45.9%. Second, in the case of Suwon City, welfare indicates 74.2%; public non-profit organizations, 34.8%; a cooperative period is 2 to 3 years, 33.3%; the frequency rate of contact is 2 to 3 times a month, 39.4%. Fourthly, in comparing the degree of satisfaction between regions, there are 5 fields to be improved in the two regions. Uijeongbu City gets better results in the field of fulfillment of promises and solving the inconvenient matters. On the other hand, Suwon City has a better record in the area of a fast response for the customers'' demands. As a result of t-test, Suwon City gets better results than Uijeongbu City for providing better satisfaction in response to 6 fields to which we have to pay attention. In conclusion, senior citizens'' welfare should be handled in the filed of public affairs and needs to be a single administrative system to be managed in the public health and welfare communication system, which has been managed dispersed without having its diversified and connected relations each other. In order to secure the basic data, we have to conduct a comprehensive research and secure the data about the senior citizens in the categories of incomes, regions, residential areas, degrees of activities(ADL, IADL), etc. In addition, we cannot solve the problems of public health and welfare relying only on the market mechanism. Thus, the role of voluntary social service is very important and the human resource programs for volunteers should be developed. The medical center as the central figure and the coordinating committee for the local senior citizens'' welfare should be organized and operated in order to increase the role of the total amount of a comprehensive welfare. Furthermore, the comprehensive and standardized service evaluation system should be introduced. With upgrading DBs, the standard system of public health and welfare information system should be made by developing and carrying out the joint projects in each organization, as well as enhancing the importance of the quality management system. As a special project for public medical organizations participated in the multi-social supporting networks(mayors, civil organizations, volunteer organizations, governmental organizations, nongovernmental organizations, etc.), we need more administrative and financial support which needs for enhancing the strategic values as a new local service aiming at having a spirit of the host as a new local service. This research is a basic material for designing a business model connecting senior citizens'' public health and welfare which are suitable for the actual circumstances of a local community. However, more systematic and supplementary research is necessary for constructing the standardized business model such as a system and an organization of a driving force, human resources, finance, comprehensive management regulations, etc.ope
