한국민주주의 전개방향에 관한 이념적 고찰

Aristoteles의 "인간은 정치적 동물이다"라는 명제는 인간이 타인과 관계존재하는 공동사회의 일원으로서만 인간다운 생활을 할 수 있고, 공동사회에서의 개개인의 산재력 실현은 정치적 공동체에 의존하게 되는 것임을 나타내는 것으로서, 규범적 입장에서의 정치의 목적이 인간의 선한 생활을 영위할 수 있게 하는 것임을 말해준다. 정치가 인간에 대해 갖는 이와 같은 중요성은 현대사회구조가 팽창 · 심화되어 감에 따라 종래의 질서유지라는 소극적 정부관에서 오늘날은 변화담당과 복지향상이라는 적극적인 정부관에로 이행됨에 따라 더욱 그 비중이 높아지고 있다. 따라서 현명한 정치적 판단과 참여가 인간 삶의 존재양태 결정에 깊이 관여됨을 인식할 수 있다. 그러면 이러한 정치적 판단과 참여를 정향하는 것은 무엇인가? 그것은 바로 「이데올로기」라 할 수 있을 것이다. 왜냐하면 그것은 인간의 정치이성의 산물이자 향도이기 때문이다. 이와같은 인식하에 본연구에서는 ① 「이데올로기이념」기의 의식을 일반적으로 고찰하고, ② 서구민주주의를 중심으로 하여 그 이념과 내용을 분석 · 검토한 후, ③ 이를 토대로 하여 한국민주주의의 발전적 전개방향을 탐색해 보고자 한다

프로그램 논리모형 설계 및 평가: 농촌활력화사업을 대상으로

Korean agriculture is in several difficult situations including the crisis of agriculture industry and the decreasing of income and the poverty of farmers in the agricultural area. So, Rural Development Administration which has been in charge of developing agriculture and rural area started the new program for the revitalizing agricultural area from a few years ago. At first, this study designs the program logic model about the program for the revitalizing of the agricultural area through literature analysis and interview. Second, this study evaluates the program logic model through the comparative survey method between public officials who are in charge of the program and the direct customer of the program. Third, this study finds out several implications for developing the program which include concrete policy methods and reforming direction and targets of the program ets.2
