강남구 논현동, 광진구 화양동을 중심으로

학위논문 (석사) -- 서울대학교 대학원 : 공과대학 협동과정 도시설계학전공, 2021. 2. 김세훈.The Seoul metropolitan government started with a land zoning project in the 1960s, and the majority of all residential areas were created by various urban development projects. In particular, the majority of Seouls residential districts were planned in superblock units influenced by the neighborhood theory, but with the application of the land readjustment project, which is a Korean approach to urban planning, the domestic superblock formed its own urbanism. Seouls superblock was formed with insufficient consideration for the residential environment and surrounding areas of Korea at the time, and there are many limitations such as green area and parking shortages, dense housing due to multi-family housing reconstruction, and commercial expansion into residential areas. A small residential superblock is considered a general neighborhood regeneration approach among many urban regeneration methods, but it is relatively more favorable than naturally occurring residential areas, making it difficult to be selected as an urban regeneration revitalization area. In the case of residential areas inside the superblock in Gangnam, it is located in a great location and provides affordable housing options for the middle and the working class, thus it is highly valuable as a residential area. Currently, it is facing great development pressure, and it is desperately in need of proper maintenance and search for a regeneration approach. Therefore, it is necessary to look at the development activities and urban changes occurring in the superblock. Therefore, the purpose of this study is to explain the changes in the region through the analysis of development activities of the small housing sites in superblock located in Seoul with the patterns and characteristics of development occurring inside the superblock. In order to do so, the distribution of new construction, expansion, heavy repairs, and usage changes have been mapped by five years, using building permit data of target analysis area of the research, Nonhyeon-dong, Gangnam-gu and Hwayang-dong, Gwangjin-gu, and observed regional differences between the two sites. The changes in Seouls superblock in this study are as follows. First, major changes were made in the inner residential area rather than the main road side. In both Nonhyeon-dong and Hwayang-dong, the construction of new buildings in the inner residential area was more active on a small scale, even though the environment was more deteriorated than the main road side. This is an area where single-person households in their 20s and 30s live in concentration, and despite the poor physical environment, it has high demand for accessible and cheap rent costs. Second, urban adaptation has been shown through usage changes on active streets. Superblocks active streets were classified as community streets with dense convenience facilities, including external main roads, food districts where entertainment facilities are concentrated, and passing roads. On the main road, which did not have much construction, it was rapidly accepting changes through building usage changes, and the food district was working as an actual main commercial area with high concentration of food and beverage stores, despite its location on the back side of the superblock. In the case of community streets, the transition from residential to non-residential has increased while serving as a buffer for commercial and residential areas. Third, the development of faulty lots occurred distinctively. In general, changes in land with poor physical conditions are limited due to unfavorable development, but construction of land with poor conditions such as bag-type lots and dead end adjacent lots in Nonhyeon-dong and Hwayang-dong has been carried out significantly. In the commercially viable and developable land, the construction has already been carried out to the upper limit of the floor space ratio, and detached houses in the land under conditions that are difficult to develop appear to be developed later. Finally, regional differences between Nonhyeon-dong and Hwayang-dong are closely observed. Due to the regional status of Gangnam and various development favorable factors, Nonhyeon-dongs target area was more sensitive to changes than that of Hwayang-dong in Gangbuk, and both the main road and the residential area were actively changing. On the other hand, the changes of the main streetside of Hwayang-dong was generally less than Nonhyeon-dong, and the changes were more pronounced inside the food district near Konkuk University station and in irregular lots. In addition, despite the upzoning from residential to semi-residential area in 2002, the resistance to change was stronger in Hwayang-dong than in Nonhyeon-dong, with no significant change in new constructions. This study will explain the changes and trends of the domestic superblock, half century after its creation, and can be used as a basic data for the establishment and management of maintenance directions, including a new urban vision. In addition, based on this study, complementary research through a full-scale survey will need to be conducted using various indicators that can explain the changes in the domestic superblock.서울시는 1960년대 토지구획정리사업을 시작으로 전체 주택시가지의 과반수가 다양한 도시개발사업에 의해 계획적으로 조성되었다. 특히, 대다수의 서울 주택시가지는 근린주구이론의 영향을 받은 슈퍼블록 단위로 계획되었으나, 기존 도심의 형태 위에서 한국적 도시계획법인 토지구획정리사업이 적용되면서 국내 슈퍼블록은 고유한 도시성을 형성하게 되었다. 그러나 서울의 슈퍼블록은 조성과정에서 당시의 주거환경이나 주변 지역에 대한 충분한 고려가 미흡한 채로 국내에 적용되어, 계획적으로 조성된 지역이지만 녹지 및 주차부족 문제, 다세대 주택 재건축으로 인한 고밀화 문제, 주거지 내부로의 상업용도 확산 등 그 한계가 많이 나타나고 있다. 소형주택지 슈퍼블록은 도시재생 유형 중 일반 근린재생형에 해당이 되지만 자연발생적 주거지보다는 비교적 양호하여 도시재생 활성화 지역으로 선정되기에는 어려움이 있어 제대로 관리되지 못하는 실정이다. 강남 슈퍼블록 내부 주거지의 경우 좋은 입지에 위치하여 중산층과 서민층에게 적정한 가격의 주거 옵션을 제공하고 있어 주거지로서의 가치가 높다. 현재는 상당한 개발압력에 직면해 있어 변화의 상황에 따른 적절한 정비와 재생방향 모색이 절실히 필요한 상황이다. 따라서 슈퍼블록에서 일어나는 개발행위와 도시적 변화 현황을 살펴볼 필요성이 제기된다. 이에 본 연구의 목적은 서울시 슈퍼블록 소형주택지의 개발행위 분석을 통해 슈퍼블록 내부에서 발생하는 개발의 패턴과 특징으로 지역의 변화양상을 설명하는 것이다. 이를 위해, 강남구 논현동과 광진구 화양동을 대상지로 하여 최근 20년 건축인허가 자료를 이용하여 신축, 증축, 대수선, 용도 변화의 분포를 5년 단위로 맵핑하고 이를 통해 공통으로 나타나는 서울시 슈퍼블록의 주요 변화양상과 반대로 두 대상지의 지역적 차이까지도 함께 살펴보았다. 본 연구에서 나타난 서울시 슈퍼블록의 변화양상은 다음과 같다. 첫째, 간선도로변보다는 내부 주거지에서 주요한 변화가 진행되었다. 논현동과 화양동 대상지 모두 규모가 큰 간선도로변보다는 환경은 열악하지만 작은 필지 단위로 내부 주거지에서의 신축이 활발하게 진행되었다. 이는 젊은 20대와 30대의 1인 가구가 밀집하여 거주하고 있는 지역으로 물리적 환경이 열악함에도 불구하고 접근성이 좋고, 저렴한 임대주택에 대한 수요가 높아 내부 주거지에서의 신축으로 귀결된 것으로 보인다. 둘째, 활성 가로변에서의 용도변경을 통한 도시적 적응이 나타났다. 슈퍼블록의 활성 가로는 외부 간선도로, 유흥시설이 밀집한 먹자상권, 통과도로를 포함하여 편의시설이 밀집한 커뮤니티 가로로 분류하였다. 신축이 많이 발생하지 않은 간선도로에서는 건축물의 용도변경을 통해서 빠르게 변화를 수용하고 있었고, 먹자상권은 슈퍼블록의 이면이지만 유흥시설과 식음료 가게가 밀집하여 실제적인 주요 상업가로의 역할을 하면서 비주거에서 비주거로 비슷한 용도의 전환이 이루어졌다. 커뮤니티 가로의 경우에는 상업과 주거의 완충 역할을 하면서 주거에서 비주거로의 전환이 증가하는 것으로 나타났다. 셋째, 접도 불량 필지의 개발이 특징적으로 나타났다. 일반적으로 물리적 조건이 열악한 필지는 개발이 불리하여 변화가 제한되지만, 논현동과 화양동의 대상지에서는 자루형 필지, 막다른 도로에 접한 필지 등 조건이 열악한 필지에서도 신축이 상당히 진행되었다. 사업성이 있고 개발이 가능한 필지에서는 이미 용적률 상한까지 신축이 진행되었으며, 개발되기 어려운 조건의 필지에 있는 단독주택이 이후 개발되는 것으로 보인다. 끝으로, 논현동과 화양동 대상지에서의 지역적 차이를 살펴보았다. 강남이라는 지역적 위상과 다양한 개발 호재로 논현동 대상지는 강북의 화양동 대상지보다 변화에 더 민감하고, 많은 유동인구와 상업 및 업무시설이 밀집한 간선도로변과 내부의 주거지 모두 활발하게 변화가 일어나고 있었다. 반면, 화양동 대상지는 간선도로변의 변화가 논현동보다 전반적으로 낮게 나타나며 오히려 건대입구역 인근의 먹자골목 내부와 부정형 필지 등 내부에서의 변화가 더 두드러지게 나타났다. 또한, 2002년 주거지역에서 준주거지역으로의 용도 상향에도 불구하고 신축에는 큰 변화가 나타나지 않는 등 화양동에서는 변화에 저항하는 힘이 논현동보다 우세하게 나타나고 있었다. 본 연구는 조성 이후 반세기가 지난 현재 시점에서 국내 슈퍼블록의 변화와 흐름의 양상을 설명하여, 새로운 도시적 비전을 포함한 정비 방향의 설정과 관리에 기초자료로 활용될 수 있을 것이다. 또한, 향후 이 연구를 바탕으로 국내 슈퍼블록의 변화를 설명할 수 있는 다양한 지표를 활용하여 전수조사를 통한 보완적 연구가 진행되어야 할 것이다.제 1 장 서론 1 제 1 절 연구의 배경 및 목적 1 제 2 절 연구의 범위 및 방법 3 1. 연구의 범위 3 2. 연구의 방법 5 3. 연구의 흐름도 6 제 2 장 이론적 고찰 7 제 1 절 도시조직의 이해 7 제 2 절 선행연구 고찰 9 1. 관련 선행연구 9 2. 연구의 차별성 10 제 3 장 논현동, 화양동의 현황과 변화 12 제 1 절 논현동, 화양동 개요 12 제 2 절 논현동, 화양동 현황 16 1. 가로 16 2. 필지 21 3. 건축물 29 4. 용도 36 제 3 절 논현동, 화양동 변화 43 1. 신축 43 2. 증축 및 대수선 51 3. 용도변경 57 제 4 장 논현동, 화양동의 변화양상과 특성 63 제 1 절 내부지향적 변화 63 제 2 절 활성 가로의 도시적 적응 66 제 3 절 불량 필지의 개발 69 제 5 장 결론 및 논의 72 제 1 절 연구의 결론 및 시사점 72 제 2 절 연구의 의의와 한계 74 참고문헌 75 Abstract 77Maste
