공공기술 분야 정부출연(연) 지방 과학기술 협력기반 조성 연구

funder : 국무조정실agency : 한국과학기술정보연구원agency : Korea Institute of Science and Technology Information우리나라 지방과학기술협력기반 조성은 지역의 과학기술 역량을 향상시키기 위한 산.학.연.관 플랫폼을 구축하는 동시에 출연(연)의 역할제고가 이루어져야 가능하다. 지방은 기존의 전통제조업에 과도하게 고착되어 있어 첨단산업개발을 위한 여유가 없을뿐더러 지역의 혁신 잠재력을 확보하지 못한 실정이다. 혁신 잠재력의 척도인 과학기술 기반은 취약하며, 이를 통한 지역발전을 기대할 수 없는 상황에 이르렀다. 그 연유로 국가 및 지역의 과학기술기반으로서 산.학.연.관 플랫폼 구축이 필요하며, 주체 중에서 출연(연)의 새로운 역할이 요구된다. 출연(연)은 지방과학기술 협력기반 조성을 위하여 플랫폼을 배태시키는 구축지원자로서 역할변화가 거듭나는 위치제고가 있어야 한다. 이는 각 지역에 차별적 과학원리와 특정기관을 대표하는 프로젝트 참가자 사이의 정보와 아이디어를 공유하는 지식교환시스템을 마련함으로써 출연(연)의 역할을 제고할 수 있을 것으로 기대된다. 지식교환시스템에서 출연(연)의 역할은 새로운 지식의 공급 및 확산 기능을 포괄하는 지식교환 전문가에 관한 것이다. 여기에는 출연(연) 본연의 기능인 기초.응용.개발 연구의 지속성을 유지해야 할 뿐만 아니라, 각 지역으로 확산시키기 위해 개발된 지식을 수정.시연하며, 특허 및 기술이전, 라이센스 계약, 그리고 출연(연)의 자체 사업화까지도 요구된다. 따라서 지방과학 기술 협력기반 조성을 위한 출연(연)의 역할과 기능은 지식생산에서 확산.적용까지 확대해 나가야 한다

Collection Development and Cooperative Utilization of Information Resources

funder : 국무조정실agency : 국무조정실본 연구사업은 국내외 과학기술 정보자료를 수집 조직 가공하여 국가 부존 자원으로 관리하고 신속하고 적시적인 정보 소재안내를 위하여 목록과 목차정보 데이터베이스를 개발하며 국내외의 전문정보센터와 협력체제를 구축하여 정보자원의 공동활용 기반을 마련하고 정보유통의 우산역할을 위하여 각종 정보관리 연구 및 자문 업무를 수행할 필요성에 기반하여 추진되었다 본 사업은 크게 정보자원 확충 및 부존자원화 정보자료 공동활용체제 구축 정보소재안내 목록 목차 개발 및 정보관리 연구 및 자문의 4개 소과제로 나누어 수행되었다. 주요한 사업성과는 학술지 9,000종 학술회의자료 기술연구보고서 등 고품질 정보자료의 망라적 확충 BIOSIS Previews 등의 국가라이센스 획득과 컨소시엄 구성 304기관이 참여하는 학술잡지 국가목록 의 간행 국제수준의 서지 목록 목차 데이터베이스 유지 국내외 전문정보센터와 정보자원공유협약 체결 등 협력 및 파트너쉽 강화 자료 관리의 내실화 국가연구정보협의회 정보관리연구회 의 결성 다양한 연구 자문 활동 및 정보관리계의 리더쉽 수행 등을 포함한다. 사업의 효과는 고품질 과학기술정보자원의 체계적 수집과 가공으로 국가부존자원화하여 학문 및 산업발전의 생산력 향상 및 국제경쟁력 제고 국가차원의 정보자료 분담 수집과 공동활용 체제 구축을 선도하여 우산 역할 정보자원의 범위와 품질 향상 정보 접근성과 가용성의 제고로 국내의 정보환경의 획기적 개선 BIOSIS Previews 와 E-brary 등의 국가 라이센스와 컨소시엄 주도로 국가적 비용절감 및 고급정보에 대한 접근성 증대 정보기술과 정보관리 이론과 실무의 지식 확산에 기여 등을 들 수 있다III. Content and scope of the study (1) To secure, expand, preserve and utilize information resources By building a hybrid collection that balances print media which have permanent and cost- effective usability with electronic media which have shown a rapid growth in production and demand.; By collecting grey literature including conference proceedings, research reports, and technical reports, etc. ; By obtaining a national licence for BIOSIS Previews, the largest database in the life science and bio- medical science, and hosting a Consortium to provide access to high- quality information for users in Korea with very low fees; By upgrading the quality and quantity of information resources; By improving efficiency and efficacy of technical processing and maintenance as well as accessability and usability of information resources by thorough inspection and re- shelving of materials; By collecting 9,000 titles of serials (including 5,500 e- journals), 3,000 volumes of conference proceedings from IEEE, ASME, ASCE, and 12,000 volumes of technical reports such as NTIS SRIM, etc. By combining shelves of bound- materials with unbound materials, and re- locating patents and other special materials in accordance with demands from users; By filling missing issues and replacing damaged materials to achieve completeness and comprehensiveness of collection; By conducting joint research on long- term strategy of collecting balanced information resources, collection strategy of grey literature, and the structure and facilities of a national digital information center; (2) To build the system of cooperative utilization of information resources By cooperating with major domestic libraries and information centers in sharing information resources; By reinforcing a partnership with international information centers to share information resources By developing an information resources management system equipped with the web- hosting function and the Web Site of Information Resources Center (1st year of the two- year plan) By supplying 270,000 documents for Document Delivery Service (3) To develop databases to support users to access to information resources By publishing based on bibliographic and holdings information collected from over 50 research institutions; By maintaining and updating bibliographic, TOC, and abstract databases; (4) To conduct research and consultation on information management By publishing , a quarterly scholarly journal in library and information science; By publishing in Korean published by Japanese Ministry of Education and Science; By organizing ""Korea Research Society for Information Management""; By organizing workshops and seminars on information management

Development of Overseas Science & Technology Information Resources and Management of NDSL

funder : 과학기술부agency : 과학기술부agency : Ministry of Science & Technology본 연구사업은 해외 과학기술 정보의 체계적 수집 및 적시적 배포를 통해 연구개발 생산성 향상을 지원하는 국가R&D 정보센터를 구현코자 하는 사업으로 해외 핵심 정보자원 개발 및 아카이빙, 정보 수요자 중심 고품질 콘텐트 개발, 글로벌 정보협력 및 연계체제 구축, 정보서비스 개발 및 운영 등의 측면에서 수행되었으며 주요 성과는 다음과 같다. ■해외 핵심 정보자원 개발 및 아카이빙 - 과 을 적용하고 NDSL 협력기관 보유 자원 분석을 통한 확충 및 연계를 추진하여 정보접근성 75% 이상 달성 - KISTI를 중심으로 한 해외 회색문헌 개발 및 유통모형 구축 ■정보 수요자 중심 고품질 콘텐트 개발 - 韓英中日학술정보 메타 콘텐트 3,374,646건 구축 및 DPC 기준 DB 품질평가 97.3점 - 국가 가용자원 맵 구축 및 한중일 과학기술정보 공유 모형 개발 ■글로벌 정보협력 및 연계체제 구축 - 정보유통 협의체의 발전적 통합 및 전자정보 공동구매를 통해 해외 학술정보의 국가적 이용기반 확충 : 73개 해외 출판사 전자저널 9,840종 제공, 국내 산학연 345개 기관 참가 - 원문복사서비스 협력 채널 단일화 및 확대, 정보관리연구 발간 및 글로벌 CDRS 수행 ■정보서비스 개발 및 운영 - NDSL 시스템을 개방형 전산환경으로 마이그레이션 및 기능 고도화 수행 - KISTI-DDS 시스템을 NDSL DDS 기능을 수용할 수 있는 웹기반 시스템으로 재개발 - 학술정보 디지털 아카이브 테스트베드 구축(1) To Develop Overseas Core Information Resources and Archiving To increase availability of 15,000 out of 20,000 core global scientific journals on the basis of national demand forecasting for S&T information and the analysis of user group study, and archive some of them in order to develop into a global knowledge information center by stages - To collect 15,000 foreign core scientific journals. - To collect more than 2,000 conference proceedings, and more than 15,000 technical reports (2) To Develop High-quality Contents and Provide Relevant Service centered on Information Users To develop meta DB for overseas scientific technology in English, Japanese, and Chinese and help locate and improve accessibility to information held nationally by the national union catalog of science and technology journals based on international standards.
