The main reasons why two countries were chosen for this study are: first, they have tried to export technologies and goods to overcome constraints such as narrow territory, resource shortage, limitation of domestic market, etc. Second, they developed the water industry as a strategic national industry with the high praise on the recent global water evaluation highly ranked in top 7 countries. Third, they efficiently unified water management policies with the establishment of Water Management Board since 2005. The study has been analyzed with documentary researches including the scope of water industry, the status of the global water industry and the formation of the cluster. Also, the success on the industrial cluster was explored through the industrial cluster theory. However, early studies were only focused on general successes without the efficient research on success factors. Through the exploration into other success factors except as mentioned above, this study draws major variables including the Governments leadership, the role of the core organization, the industrial governance, etc. By analyzing the present status, development policies and organizations on the cluster in Singapore and Israel, implications politically applied were drawn as follows: first of all, there should be the Governments development policies in the water industry. Singapore and Israel take the important role such as a technical innovation Hub which contributes to the national economic growth. The Government has planned policies and strategies in the water industry since 2006, but most have not been implemented well due to the shortage of the Government leadership, the commercialization in the water industry, differences of opinion within the government department, etc. Second, both countries have suspended or stopped the privatization of the water public company and taken the anchor role in implementing the water industrial cluster. They have also supported all procedures of the technology commercialization and some have become global water companies. Third, with its competitiveness, K-water should assign some functions in marketing, financing and technical evaluation carrying out the anchor role of the cluster and be wholly responsible for certificate authorities and intellectual property rights authorities. Also, there should be the support of the technical substantiation and the commercialization through the incubating and the provision of the test bed to promote venture businesses and to train specialists with providing R&D and creating the school of the water business which enables to link with the local industrial-educational institute. Setting up a two-way communication channel with venture business, municipal governments, colleges, and research centers should be operated for creating innovation through strengthening the cluster network. With the establishment of the water industrial governance, the Government also should unify water-related departments to increase work efficiency through some political, economic incentives. In order for Research Ethics to grow into an independent area of practical ethics, it is necessary to accumulate philosophical analyses of the ethical principles that underlie the current research ethics policies and regulations, and at the same time to experiment diverse philosophical perspectives on research-related ethical issues. As part of that effort, I attempt in this paper to examine the possibility that the so-called principlism, which Tom Beauchamp and James Childress have proposed as a philosophical approach to biomedical ethics, may also be appropriately applied to research ethics in general. The four principles (respect for autonomy, non-maleficence, beneficence, and justice) suggested by them, aiming primarily at biomedical practices and researches, put stress on the heteronomous obligations of physicians and researchers to their patients and human subjects. For that reason, these principles seem inadequate to explain the researchers autonomous obligations to clients such as companies and governments as well as to society and the public. So I suggest principles of objectivity and common good as universal ethical principles for scientific research in general, and try to give an outline of what these principles demand researchers to do with reference to a few typical problems in research ethics. I also argue that although many criticisms have been made on it and indeed some of them are irrefutably serious, principlism as a philosophical approach to research ethics is relatively superior to other approaches, such as casuistry and virtue ethics

Commercial streets in Gyeonglidan-gil and Ikseon-dong have become 'hot places' recently being recognized by the public as alternatives providing new experiences and culture in contrast to old commercial districts. At the same time, however, rapid vitalization has not only weakened local identities but also caused social problems by economic logics. For example, some existing tenants of shops and houses have been gentrified due to rapidly rising rents. To resolve these issues, it requires an understanding on the changes in the identity of place with the vitalization of commercial streets. It could be then used as new clues in the aspect of urban policy and regional management of commercial streets. Studies of vitalization of commercial streets and changes in terms of place have been mainly conducted for supplier activities, as well as user experiences. Practically, however, the formation of local identity is influenced by both supplier and user activities so that we need to understand the changes in terms of place based on a comprehensive analysis that integrates those two types of indices. This study gives consideration to the change of local identity accompanied by the vitalization of commercial streets by comparatively analyzing the real space index of supplier activities and the online space index of user experience in the same places and periods. It deals with t data from social media(blog) since 2012 in the Gyeonglidan-gil area(Jongno-gu) and the Ikseon-dong area(Yongsan-gu) that have different regional and cultural bases from each other. For the method of this study, first, after figuring out the overall aspect of the vitalization of commercial streets through supplier and user index, it finds out distinct features and causes of it in detail. Second, it analyzes aspects of user activities considering characteristics of business categories by comparing changes of user experiences accompanied by changes in business categories. Lastly, analyzing changes in scale of perception units and images of places with physical alterations such as architectural activities, it investigates practical changes in sense of place of those two sites. As a result of the study, user experience shows a significant trend toward the aesthetic side. Due to this, contents of supply in shops and user experiences become monotonous and are mainly composed of activities of 'eat and drink'. Also, it reveals a weak connection with local identities or historical backgrounds. However, a few cases of new and old shops in Ikseon-dong leave a potential for coexistence in a positive relationship, which makes us seek for policies to support them continuously. This study comparatively analyzes the user experience index with the existing supplier index applying the same standard of comparison. Because of its quantitative and objective analysis, it has a meaning to find out that real space index and the online index could be used complementarily. Witnessing the phenomena, small shops(gentrifiers) that led trends in commercial streets are crowded out by heavily capitalized shops, it has brought a concern that the commercial content is getting monotonous. Moreover, it presents implications on the need for overcoming those F&B-oriented business types and effective inducement for business and contents that are connected with urban and historical backgrounds. Lastly, it is expected that the method of analysis would be improved in detail through the development of text mining technique.     The Relationship between Participation in Sport Activity Classes and Sociability of University Students

    This study was designed to examine the influence of participation in sport activity classes and sociability of university students. The participamts of this study consisted of 300 S" university students and 250 students out of the 300 were used for data analysis. Han's(1998) modified version of Jeong's(1971) was used for measuring sociability. The Cronbach'ฮฑ of the measures ranged from .763 to .850. Factor analysis confirmed that sociability consisted of five factors: activity, emotional stability, dominance, social gathering, and self-regulation. The statistical techniqueby used for data analysis was a paired-samples t-test by SPSS/PC v 10.0 program. Results of this study were as follows : First, the students who participated in sport activity classes showed significant improvement in activity and dominance. Second, the students who participated in individual sport activity classes showed no significant difference in any sociability. Third, the students who participated in dual sport activity classes showed no significant difference in any sociability.
