This paper analyzed thirty-five published articles on policy cases researches in the Korean Policy Studies Review, 2004. Also the case studies were evaluated according to indicators: (1) the process of carrying out the policy case studies for the logical inference, and (2) validity and reliability of the case research design. We found that most of articles examined, except a few ones, were exploratory and descriptive level research. They are far below the level of empirical and scientific status. Nevertheless the case studies permit interpretative research to raise discerning intelligence which is hard to gain by quantitative research based on behavioralism. In the area of public policy and administration, high level of case studies are essential for finding more specific knowledge and building base for new theories. The present level of research in the Korean scholars should be upgraded in methodology of handling policy cases.μ΄ λ

Όμνλ κ²μ μνμ±μ νμΈν μ μμλ€. The simple DEA is the usual analytical tool for the evaluation of the technical performance of local government. It only utilizes the information about inputs and outputs. If exogenous variables affecting the technical relationship between the two exist, the results of the analysis must be misleading. In this paper, a new three-stage DEA model is developed that can handle the problem of the simple DEA. In the first stage, the effect of exogenous variables is regressed out. In the second stage, the output amount is adjusted, and, in the final stage, the DEA is conducted between the original inputs and the adjusted outputs. The two methods, the simple DEA and the new three-stage model, are applied to the waste disposal service in order to see whether the institution of local autonomy favors the improvement in technical efficiency of local governments. Surprisingly enough, but not unexpectedly, the simple DEA answers in the affirmative, contrary to the three-stage model, which answers in the negative. This means that we have to check prior to the simple DEA whether a set of exogenous variables intervening in the technical relationship between inputs and outputs exists, especially in the performance evaluation of local public services

This article sets up a game-theory model that explains the reason for inter-governmental conflict at the same level or at different levels with respect to the location of non-preferred facilities. It also presents solutions to resolve it in the same game-theory framework. The study shows that the conflict is not of the prisoners' dilemma type, as has been usually presumed by previous studies. The main reason for conflict turns out to be critically dependent on the payoff structure of the game and the deficiency of proper decision rules. In order to solve this problem, a new set of institutional arrangements needs to be introduced. For this purpose three new mechanisms are reviewed - the compensation schemes, the random choice mechanism, and the public invitation of candidates with ex ante fixed compensation. Incorporating each mechanism into a new modified game separately or in combination, it was found that the Nash equilibrium does not contain any conflict element. The result comes from the fact that each mechanism contributes to the change in the payoff structure of the new game and thus in its Nash equilibrium
