    Chinese Local Governments Land Leasing, Real Estate Markets, and Industrial Innovation

    土地财政收入来源对中国工业企业的发展效应研究——基于地级市土地出让数据的实证分析

    近年来地方政府因财政收入依赖土地出让收入形成“土地财政“,并影响了整个社会经济中企业的发展。本文将企业的发展分解为企业规模扩大、生产力提升的规模效应(数量效应与质量效应),以及处于技术前沿或跨越发展进入技术前沿引致企业生产力提升的技术效应。利用1999-2009年中国286个地级市土地出让与工业企业面板数据,本文发现土地财政收入有利于企业规模扩张中的数量效应,而没有质量效应;结果同时显示土地财政收入制约着企业技术效应的发挥。由此对土地财政的依赖性在一定程度上“驱逐“了那些对中国未来经济持续发展有积极影响的企业

    Evaluation technique of the loss of coastal ecosystem services caused by sea reclamation project with three methods

    在分析填海工程对海洋环境影响的基础上,结合《海洋生态资本评估技术导则》(gb/T 28058-2011)综合构建了填海工程对海洋生态系统服务功能损耗评估指标体系。分别采用价值评估法、能值分析法和物种丰度经验公式法对生态损耗进行价值评估,以福鼎市塔下新建填海工程为分析对象进行了实证评估,生态系统服务价值总损失量分别为672.0万元·年–1、809.2万元·年–1和133.3万元·年–1。通过与国内相关研究成果进行比较,分析三种评估方法的可行性和适用性,以期在实际环境影响评价工作中将工程外部成本纳入项目经济损益分析,为海岸带经济可持续发展提供技术支撑。Based on the effects of marine environment caused by sea reclamation and Technical Directives for Marine Ecological Capital Assessment(GB/T 28058-2011), the indexes of the losses of coastal ecosystem services caused by sea reclamation were built.The lost value of sea reclamation was calculated with three methods including economic evaluation, emergy analysis and biodiversity experiential formula which were applied in the new sea reclamation in Taxia Fuding Fujian Province separately, and the total ecosystem lost value was 672.0×104yuan·a–1, 809.2×104yuan·a–1, and 133.3×104yuan·a–1 correspondingly.Compared with other relevant researches, the methods are expected to apply in EIA economic evaluation in order to consider external cost and to apply in coastal economic sustainable development.海洋渔业安全环境保障服务系统关键技术研究及示范应用(201205006

    Effect of Industrial Real Estate Investment on Innovation——Evidence from Listed Companies in China

    工业企业房地产投资对企业创新存在短期的“挤出效应“和长期的“补偿效应“。本文使用企业研发支出和专利申请衡量工业企业创新活动,利用中国上市公司2007~2011年工业企业面板数据,发现工业企业当期房地产投资与研发支出负相关,工业企业跨期累积房地产投资与研发支出负相关,工业企业滞后期房地产投资与企业专利申请量负相关。这表明,工业企业参与房地产开发投资在短期和长期内都不利于企业创新。Real estate investment from industrial enterprises has crowding-out effects on industrial innovation in the short run and has compensation effects in the long run.This paper adopts industrial R&D spending and patent application to measure industrial innovation.By using a company level panel data of listed companies from 2007 to 2011 in China,it is found that industrial real estate investments have negative effects on industrial R&D spending both currently and cumulatively intertemporally,and lagged industrial real estate investments have negative effects on industrial patent application.These findings imply that the involvement of industrial enterprises in real estate investment may hinder industrial innovation both in the short and long run

    链式虚拟磁盘快照技术是广泛实现的一种支持虚拟机失效恢复的技术手段,针对链式结构磁盘快照技术引入多余I/O请求导致虚拟机性能低效问题,分析和研究了支持高效虚拟机快照实现的无链式关联磁盘快照技术,通过集成ZFS及OCFS2文件系统给出了无链式关联磁盘快照技术实现,并设计和实现了虚拟机快照存储组织模型和快速检索算法,提高了虚拟机快照检索效率。设计试验验证了系统的有效性。 Virtual disk snapshot is a prevailing technology to support virtual machine failover. It’s usually organized into linked structure, which may cause virtual machine performance degradation because this method would introduce additional disk I/O overhead. In this paper, we analyze the efficiency of disk snapshot technology with non-linked structure. By integrating ZFS and OCFS2 file system based on non-linked structure, we implement an efficient management system for virtual machine snapshots. In order to improve the efficiency of snapshot retrieval, we also propose a virtual machine snapshot storage organization model and optimize a snapshot search algorithm. The result of comparative experiment indicates our system’s effectiveness
