    Evolution of Global Internet Governance Rule-making and China's Strategic Option

    郭丰,中国信息通信研究院产业与规划研究所高级工程师。 刘昱,中国信息通信研究院产业与规划研究所高级工程师。 刘碧琦,武汉大学法学院博士研究生。【中文摘要】为维护互联网的安全与稳定,全球互联网规则的制定日益受到各方的关注。迄今为止,全球互联网规则的制定经历了互联网资源空间的建立、美国政府确立权威地位以及各方全面介入规则制定三个发展时期。多利益相关方机制是全球互联网规则制定的重要方法,多边主义在一些互联网规则制定领域仍然适用。IANA职能监管权移交虽在一定程度上改变了美国政府单边控制互联网关键资源的规则运行架构,但没有明显削弱其在全球互联网规则制定体系的主导作用。推进金砖国家网络合作是当前构建网络空间命运共同体的重要路径,中国应制定务实方略,通过金砖合作,寻求最大公约数,早日实现网络空间命运共同体的愿景。 【Abstract】As a safeguard of the security and stability of the Internet, Internet rule-making attracted attentions from all parties. So far, the development of global Internet rule-making has gone through three stages,namely,the establishment of Internet resources space,the institutionalization of authoritative status of US government,and all parties’ involvement in Internet rule-making. Multi-stakeholder is the important approach of global Internet rule-making, while multilateralism is still applicable to many Internet rule-making areas. The transition of IANA stewardship, to some extent,has alternated U.S. government's unilateral control over the critical Internet resources. However, it has not weakened the dominant role of the United States in the global Internet rule-making system. Promoting BRICS cooperation on cyberspace is an important path towards building a community of shared future in cyberspace.     Power system abnormal data identification method

    本发明涉及一种电力系统异常数据辨识方法,包括将电力系统正常数据作为训练样本,训练神经网络;将待检测数据输入训练后的神经网络,获得残差序列;基于仿射传播聚类算法对残差训练进行聚类;根据各个类别的特征和类内距离进行异常数据判断。本发明利用混沌粒子群算法来进行神经网络训练,同时采用仿射传播聚类算法来实现数据聚类,能够显著降低计算量,同时不依赖采样分布,有效地提高了电力系统异常数据辨识的准确性
