    ANALYSIS OF ECOTOURISM ATTRACTIVENESS MANAGEMENT IN SUNGAI WAIN PROTECTED FOREST

    When developing eco-tourism for protected forest, it is essential that primary objectives of the protected forest be clearly understood and that eco-tourism development tempers with these objectives. There is need for protection and management of the natural resources. Eco-tourism in Sungai Wain Protected Forest (SWPF) is a secondary use but if properly managed, it can provide some income for local government and communities surrounding area. Therefore, Balikpapan government established a board to manage the SWPF, including managing ecotourism in SWPF. In recent years, the number of tourists who came did not increase as expected. Based on existing conditions, SWPF has a high tourist attraction. This condition raises questions about the underlying problem. This research is intended to find out the reason why eco-tourism in SWPF is not able to attract tourists to visit, and what are the factors that cause it. The most of the serious factor behind the question is lacking information about eco-tourism attractiveness in SWPF. Thus the researcher asked the question as a hypothesis in this research, that is: "Can SWPF eco-tourism issue be solved by enhancing SWPF attractiveness?� This hypothesis will be translated into several research questions, which are (1) Whether, the addition and capacity building of staff about eco-tourism is required by Sungai Wain Protected Forest Management Unit, (2) Whether, organizing the Working Group can push the local government to give policy priority to SWPF, (3) Whether, better facilities and standard maintenance operation in SWPF should be proposed, (4) Whether, inviting the international funding to boost research in SWPF can advertise the SWPF�s potential. This hypothesis will be examined by stakeholder interview survey. This research reached to the conclusion that the improvement of the tourism division is the key entry point of SWPF Management Unit performance, and for this the improvement of human resource capacity in the tourism division needs to be resolved first. Human resources were found out to be the most basic point before running other activities.     Sermo Reservoir began to operate in 2007 with expected useful life of 50 years. It was designed to intercept ± 25 million cubic water. The main function of reservoir is to supply irrigation, domestik water, and maintenance river. Problems that was found in catchment area were the entry of high rate sediment into the reservoir due to landslides and soil erosion, so it can reduce useful life. Conservation efforts to decrease land erosion and sedimentation have been done by Balai Pelestarian Sumber Daya Air Yogyakarta, surrounding communities, and related institutions. These efforts include making the canal around the dam, making check dams on the rivers which enter the reservoir, green belt, reforestation catchment area, through community development, and training of land conservation. This research aimed to investigate and analyze the land use changes and sheet erosion from land use in 1998 (map RBI), 2004 (Quickbird) and 2010 (image Spot XS), determining changes in estimated useful life of the reservoir services based land-use change and providing business input land conservation Land use changes analysis was done by using input/output methode. This analysis technique is useful to know the broad and large land use changes. The calculation sheet erosion was done by overlying rain erosivity, soil type, slope class, and land use become land unit map. The USLE formula was applied to estimate the average annual sheet erosion. Sheet erosion was compared to the data for the year echosounding to estimate the Sediment Delivery Ratio (SDR). Sheet erosion and SDR is used to predict the useful life of the reservoir with a dead storage method. The research finding showed that land use changing the period 1998 - 2004 covering an area of 28,06 Ha has caused increase of erosion of 10.776,96 tons. It has reduced the useful life of the reservoir services for 3 years from the original 36 years to 33 years. While land use changes period 2004 - 2010 an area of 22,72 Ha has caused increasing erosion of 6.980,36 tons. It has reduced the useful life of the reservoir service for 2 years from the original 33 years to 31 years.     Development is essentially not only to pursuit high growth rates, but also the equity which felt by the entire population. The fact that some new areas with higher welfare level compare to elder areas cannot be separated from the government's role as regulator in directing development. This study aimed to: (1) compare the level of welfare among population in districts of Kotawaringin Barat, (2) identify factors affecting such differences (3) measuring the government's role in affecting such differences. This study used deductive method with a qualitative descriptive approach. There are 6 sub-districts as the study sites and this study used secondary data which obtained from the relevant agencies and field survey result. The study found, Fist, the sub-district with higher category is Arut Selatan, intermediate category are Kumai and Pangkalan Lada, lower category are Pangkalan Banteng, Kotawaringin Lama and Arut Utara. Second, the main factor that causing the low levels of welfare is low accessibility and mobility, lack of basic infrastructure, and lack of budget financial support , the impact on low investments into the region, and vice vers. Third, the Government has a major contribution in creating a gap between these areas, it is evident by concentration of planning (allocation space) and implementation (budget allocation) to a specific region, which impacted on the gap toward existence of basic infrastructure. Fourth, the abundance of natural resources does not necessarily correlate positively with improved levels of welfare, as shown by condition of Kotawaringin Lama and Arut Utara with their extensive plantation land suitability and gold mines. Government stimulation is needed to improve accessibility, mobility and completeness of basic infrastructure to appeal investors.     Granting of Building Permit (IMB) in Pacitan have on the Peraturan Daerah and Peraturan Bupati. In these regulations are the terms, restrictions, or provisions that should be considered citizens. But in reality obedience community and the implementing agency in the field have not been fully implemented in accordance with existing regulations. Related to this, this study aims to assess the effectiveness of the implementation of the Building Permit (IMB) and identify factors inhibiting the implementation of the Building Permit (IMB) in Pacitan regency. The method used in this study is deductive qualitative and quantitative approaches. The results showed that there are four main factors that affect the level of effectiveness, the first factor is Communication, where the process of delivering news and information by means of socialization in the community through the media is still not effective. The second factor is the Human Resources, where the attitude of the government officers and employees associated with the environmental permitting process in the Kantor Pelayanan Perijinan and Dinas Cipta Karya, tata Ruang dan Kebersihan has worked well and serve with a few notes to be improved in the services. The third factor is the attitude of the Executive, the implementation of monitoring and control is still necessary implementation of the monitoring and control can be improved with add servants due to the limited pesonil in the control and enforcement of these regulations. The last factor is the structure of bureaucracy, bureaucratic structure in the service of Building Permit (IMB) has been going well with the division of tasks and authority between the Office of Pelayanan Perijinan and Departement of Cipta Karya, tata Ruang dan Kebersihan, Department of Bina Marga and other offices that related to licensing. In general, the level of effectiveness in Pacitan still not effective because it is still found violations and still lack the level of public knowledge about the IMB especially the technical rules and regulations after discharge permit.
