    Uncertainty and risk: politics and analysis

    In environmental and sustainable development policy issues, and in infrastructural megaprojects and issues of innovative medical technologies as well, public authorities face emergent complexity, high value diversity, difficult-to-structure problems, high decision stakes, high uncertainty, and thus risk. In practice, it is believed, this often leads to crises, controversies, deadlocks, and policy fiascoes. Decision-makers are said to face a crisis in coping with uncertainty. Both the cognitive structure of uncertainty and the political structure of risk decisions have been studied. So far, these scientific literatures exist side by side, with few apparent efforts at theoretically conceptualizing and empirically testing the links between the two. Therefore, this exploratory and conceptual paper takes up the challenge: How should we conceptualize the cognitive structure of uncertainty? How should we conceptualize the political structure of risk? How can we conceptualize the link(s) between the two? Is there any empirical support for a conceptualization that bridges the analytical and political aspects of risk? What are the implications for guidelines for risk analysis and assessment

    Entrepreneurship in the Netherlands; SMEs and International co-operation

    This is the seventh edition of the series 'Entrepreneurship in the Netherlands'. The series started in 1997 and is a joint publication of the Netherlands Ministry of Economic Affairs and EIM Business & Policy Research. This edition deals with international cooperation of SMEs. The first Chapter by EIM describes characteristics of international cooperation: why, how and with what type of effects? Thereafter staff members of the Ministry sketch the aims and the ambition of policy instruments in the field. As practical illustrations three enterprises haven been portrayed. In addition to authors from EIM and the Ministry of Economic Affairs, three staff members working on internationalisation and entrepreneurship at the Nottingham University Business school in UK, reflect on the issues covered in this publication by presenting and commenting on ten myths that surround the internationalisation of smaller private firms.

    Harnessing and Sharing the Benefits of State Sponsored Research

    In recent years data-sharing has been a recurring focus of struggle within the scientific research community as improvements in information technology and digital networks have expanded the ways that data can be produced, disseminated, and used. Information technology makes it easier to share data in publicly accessible archives that aggregate data from multiple sources. Such sharing and aggregation facilitate observations that would otherwise be impossible. But data disclosure poses a dilemma for scientists. Data have long been the stock in trade of working scientists, lending credibility to their claims while highlighting new questions that are worthy of future research funding. Some disclosure is necessary in order to claim these benefits, but data disclosure may also benefit one\u27s research competitors. Scientists who share their data promptly and freely may find themselves at a competitive disadvantage relative to free riders in the race to make future observations and thereby to earn further recognition and funding. The possibility of commercial gain further raises the competitive stakes. This article discusses data sharing in California\u27s stem cell initiative against the background of other data sharing efforts and in light of the competing interests that the California Institute for Regenerative Medicine (CIRM) is directed to balance. We begin by considering how IP law affects data-sharing. We then assess the strategic considerations that guide the IP and data policies and strategies of federal, state, and private research sponsors. With this background, we discuss four specific sets of issues that public sponsors of data-rich research, including CIRM, are likely to confront: (1) how to motivate researchers to contribute data; (2) who may have access to the data and on what conditions; (3) what data get deposited and when do they get deposited; and (4) how to establish database architecture and curate and maintain the database

    Civil society in trade policy-making in Latin America: the case of the environmental movement

    In recent years, and particularly perhaps since the ‘battle of Seattle’ in 1999, the issue of civil society participation in trade policy has attracted increasing policy and academic attention. Much of this attention has been drawn to the question of institutional access and channels of participation and representation within the WTO. The challenge is one that has faced other global institutions such as the World Bank and IMF for a number of years (O’Brien et al 2000). Improving the transparency of and access to decision-making in the context of up-scaling civil society participation is not exclusively a global challenge, however. There has been a great deal of activity at the regional level around trade negotiations and increasingly in Latin America with the FTAA (Free Trade Area of the Americas) following in the wake of NAFTA (North American Free Trade Agreement) and Mercosur (Mercado Común del Sur). Few institutional reforms have been brought about without significant pressure from civil society, however. Some challenges are common to all movements attempting to participate and make their voice heard in the sensitive and traditionally closed arena of trade negotiations. But others are unique, and reflect distinct regional political histories, previous experiences of mobilisation and prevailing social and material realities. Given this, it becomes important to understand what can be learned from the experience of a globally significant region like Latin America about the possibilities and limitations of civil society participation in trade policy. By comparing the documented experiences of NAFTA with analysis of Mercosur and the evolving FTAA negotiations, in terms of the participation of the environmental movements, important insights may be gained about: who is participating in trade policy, how and with what effect and, equally importantly, who is not participating and what are the implications of this? The analysis will therefore attempt to identify key factors which shape these dynamics. These include; * key strategic issues within the movements and among groups themselves (diversity of strategies, politics of coalition-building, patterns of influence and engagement/non-engagement) * the organisation of institutional access (rights, representation, process, decision-making) * key economic and political regional dynamics which affect each of the above (differences between and within individual countries regarding key issues and attitudes towards participation) By comparing across different sets of trade negotiations and institutional arrangements it will be possible to identify what the key drivers and shapers of change appear to be. In other words, the extent to which these appear to derive from the nature of the institution or process itself, the strategies of the movement engaging with it, or more likely still, some combination of both these elements. The challenge is to account for diverse forms of engagement and non-engagement and, more importantly, to derive lessons from them about the possibility of constructing more effective, sustainable and transparent mechanisms of participation and representation in trade policy based on experiences to date in Latin America

    What is systemic innovation?

    The term ‘systemic innovation’ is increasing in use. However, there is no consensus on its meaning: four different ways of using the term can be identified in the literature. Most people simply define it as a type of innovation where value can only be derived when the innovation is synergistically integrated with other complementary innovations, going beyond the boundaries of a single organization. Therefore, the term ‘systemic’ refers to the existence of a co-ordinated innovation system. A second, less frequent use of the term makes reference to the development of policies and governance at a local, regional or national scale to create an enabling environment for the above kind of synergistic, multi-organizational innovations. Here, ‘systemic’ means recognition that innovation systems can be enabled and/or constrained by a meta-level policy system. The third use of the term, which is growing in popularity, says that an innovation is ‘systemic’ when its purpose is to change the fundamental nature of society; for instance, to deliver on major transitions concerning ecological sustainability. What makes this systemic is acknowledgement of the existence of a systems hierarchy (systems nested within each other): innovation systems are parts of economic systems, which are parts of societal systems, and all societies exist on a single planetary ecological system. Collaboration is required across organizational and national boundaries to change the societal laws and norms that govern economic systems, which will place new enablers and constraints on innovations systems in the interests of sustainability. The fourth use of the term ‘systemic innovation’ concerns how the people acting to bring about an innovation engage in a process to support systemic thinking, and it is primarily this process and the thinking it gives rise to that is seen as systemic rather than the innovation system that they exist within or are trying to create. It is this fourth understanding of ‘systemic’ that accords with most of the literature on systems thinking published between the late 1970s and the present day. The paper offers an overview of what systems thinkers mean by ‘systemic’, and this not only enables us to provide a redefinition of ‘systemic innovation’, but it also helps to show how all three previous forms of innovation that have been described as systemic can be enhanced by the practice of systems thinking

    Engagement in the arts can help youth in myriad ways: as a vehicle for self expression, acquiring skills, and developing focus and teamwork. Unfortunately, with the develine of arts education in public schools, few urban, low-income young people have high-quality engaging art experiences at school. Alternatives outside of school, such as private lessons or arts camps, are typically limited to children of families with the resources and savvy to get access to them. What narrow arts experiences low-income youth have are often dull arts and crafts projects where they are instructed to follow a prototype, rather than create something from their own imagination. Consequently, many urban, low-income youth grow up without even a cursory understanding of what high-quality arts programs are like, or what benefits may accrue from participation. Even when there is awareness or interest in out-of-school time (OST) arts programs, many young people choose other activities for a variety of reasons. Further, community groups often report a steep drop-off in teen OST engagement and participation. That finding points to the importance of captivating young people's interest prior to the teen years when, as tweens, they are more willing to try new OST experiences. This report attempts to answer the following questions: How can urban, low-income tweens and teens gain equal access to high quality arts experiences? Is there a model of practices that could provide a blueprint for community based organizations to emulate, so that proven approaches could be deployed in more places, more often? Is there a way to approach the analysis of these problems that respects and honors the young people as consumers who make informed choices? and how do the insights of what tweens and teens want align with what other experts say they need

    Discovering sustainability: A transition approach towards sustainable development

    Abstract The concepts of transition and transition management offer a fruitful context for cooperation and debate among scientists, policy makers, and corporate actors. Transition management and transition approach in general provide an integrative approach to analyze and formulate an unconventional pathway towards sustainability. Transitions’ approach is not to achieve fixed goals, but to gradually work towards common ambitions through innovation, integration, and co-evolution. A transition to sustainability is an open-ended societal process of fundamental change in structure, culture and practices that comply with the sustainability values. In this paper we address not only what is a transitions’ approach, but also what transition management can offer to policy makers who position sustainability at the core of the development.
