The Baptist Church in Warren: Rehabilitation and Preservation Report

The Baptist Church in Warren is located in the Warren Waterfront Historic National Register District. Warren also has a Voluntary Historic District. Both the National Register Nomination and the Voluntary Historic District have regulations which pertain to changes to the exterior view shed of the building. Exterior work on this project will need to abide by the State of Rhode Island and the Providence Plantations Rehabilitation Code for existing buildings and structures and the Town of Warren Department of Building and Zoning. Exterior work done on a voluntary basis, according to the Warren Voluntary Historic District guidelines, will qualify for a 20% tax credit. The Baptist Church in Warren does not meet the requirements for the local and state tax credit

The Warren Court and the Concept of a Right

The Warren Court is dead. None of its Justices remain on the benchindeed, only Justice White survives-and the recent history of the Supreme Court has been in large part a history of repudiating controversial Warren Court doctrines. Public opinion likewise repudiates Warren-style judicial activism, and constitutional scholarship-which as recently as the mid- 1980s consisted in considerable measure of theoretical defenses for Warren Court-inspired methods of interpreting the Bill of Rights-has grown increasingly skeptical of expansive interpretive strategies. It is quite possible that future constitutional historians will regard the Warren era as an aberration. The Warren Court, after all, was not just the most liberal Supreme Court in American history, but arguably the only liberal Supreme Court in American history

Stochastic flows in the Brownian web and net

Certain one-dimensional nearest-neighbor random walks in i.i.d. random space-time environments are known to have diffusive scaling limits. In the continuum limit, the random environment is represented by a `stochastic flow of kernels', which is a collection of random kernels that can be loosely interpreted as the transition probabilities of a Markov process in a random environment. The theory of stochastic flows of kernels was introduced by Le Jan and Raimond, who showed that each such flow is characterized by its n-point motions. We focus on a class of stochastic flows of kernels with Brownian n-point motions which, after their inventors, will be called Howitt-Warren flows. We give a graphical construction of general Howitt-Warren flows, where the underlying random environment takes on the form of a suitably marked Brownian web. Alternatively, we show that a special subclass of the Howitt-Warren flows can be constructed as random flows of mass in a Brownian net. Using these constructions, we prove some new results for the Howitt-Warren flows. In particular, we show that the kernels spread with a finite speed and have a locally finite support at deterministic times if and only if the flow is embeddable in a Brownian net. We show that the kernels are always purely atomic at deterministic times, but with the exception of a special subclass known as the erosion flows, exhibit random times when the kernels are purely non-atomic. We moreover prove ergodic statements for a class of measure-valued processes induced by the Howitt-Warren flows. Warren J. Samuels (1933-2011)

This paper examines the research and career of the late Warren J. Samuels (1933-2011), an influential institutionalist economist in the Wisconsin John Commons tradition and well-known historian and methodologist of economics. It discusses four main positions Samuels developed and held regarding the history of economic thought as intellectual history, the theory of economic policy, methodological pluralism, and the invisible hand doctrine. Among the views considered are: his matrix approach to meaningfulness, his characterization of intellectual systems, his emphasis on the centrality of the social order, his theory of economic policy as a neglected subject, his discourse analysis of language, his emphasis on the hermeneutic circle and critique of foundationalism, and argument that the invisible hand lacks ontological and epistemological credentials and functions as a means of social control and psychic balm. Much of the discussion is cast in terms of Samuels’ own reflections on what he believed is involved in being an historian of economics
