Distribution System Voltage Management and Optimization for Integration of Renewables and Electric Vehicles: Research Gap Analysis
California is striving to achieve 33% renewable penetration by 2020 in accordance with the state’s Renewable Portfolio Standard (RPS). The behavior of renewable resources and electric vehicles in distribution systems is creating constraints on the penetration of these resources into the distribution system. One such constraint is the ability of present-‐‑day voltage management methodologies to maintain proper distribution system voltage profiles in the face of higher penetrations of PV and electric vehicle technologies. This white paper describes the research gaps that have been identified in current Volt/VAR Optimization and Control (VVOC) technologies, the emerging technologies which are becoming available for use in VVOC, and the research gaps which exist and must be overcome in order to realize the full promise of these emerging technologies

Challenges to the Integration of Renewable Resources at High System Penetration
Successfully integrating renewable resources into the electric grid at penetration levels to meet a 33 percent Renewables Portfolio Standard for California presents diverse technical and organizational challenges. This report characterizes these challenges by coordinating problems in time and space, balancing electric power on a range of scales from microseconds to decades and from individual homes to hundreds of miles. Crucial research needs were identified related to grid operation, standards and procedures, system design and analysis, and incentives, and public engagement in each scale of analysis. Performing this coordination on more refined scales of time and space independent of any particular technology, is defined as a “smart grid.” “Smart” coordination of the grid should mitigate technical difficulties associated with intermittent and distributed generation, support grid stability and reliability, and maximize benefits to California ratepayers by using the most economic technologies, design and operating approaches
Reducing Voltage Volatility with Step Voltage Regulators: A Life-Cycle Cost Analysis of Korean Solar Photovoltaic Distributed Generation
To meet the United Nation’s sustainable development energy goal, the Korean Ministry of Commerce announced they would increase renewable energy generation to 5.3% by 2029. These energy sources are often produced in small-scale power plants located close to the end users, known as distributed generation (DG). The use of DG is an excellent way to reduce greenhouse gases but has also been found to reduce power quality and safety reliability through an increase in voltage volatility. This paper performs a life-cycle cost analysis on the use of step voltage regulators (SVR) to reduce said volatility, simulating the impact they have on existing Korean solar photovoltaic (PV) DG. From the data collected on a Korean Electrical Power Corporation 30 km/8.2 megawatts (MW) feeder system, SVRs were found to increase earnings by one million USD. SVR volatile voltage mitigation increased expected earnings by increasing the estimated allowable PV power generation by 2.7 MW. Ancillary Services in Hybrid AC/DC Low Voltage Distribution Networks
In the last decade, distribution systems are experiencing a drastic transformation
with the advent of new technologies. In fact, distribution networks are no longer passive
systems, considering the current integration rates of new agents such as distributed generation,
electrical vehicles and energy storage, which are greatly influencing the way these systems are
operated. In addition, the intrinsic DC nature of these components, interfaced to the AC system
through power electronics converters, is unlocking the possibility for new distribution topologies
based on AC/DC networks. This paper analyzes the evolution of AC distribution systems,
the advantages of AC/DC hybrid arrangements and the active role that the new distributed agents

Smart grids for rural conditions and e-mobility - Applying power routers, batteries and virtual power plants
Significant reductions of greenhouse gas emission by use of renewable energy sources belong to the common targets of the European Union. Smart grids address intelligent use and integration of conventional and renewable generation in combination with controllable loads and storages. Two special aspects have also to be considered for smart grids in future: rural conditions and electric vehicles. Both, the increasing share of renewable energy sources and a rising demand for charging power by electrical vehicles lead to new challenges of network stability (congestion, voltage deviation), especially in rural distribution grids. This paper describes two lighthouse projects in Europe (“Well2Wheel” and “Smart Rural Grid”) dealing with these topics. The link between these projects is the implementation of the same virtual power plant technology and the approach of cellular grid cells. Starting with an approach for the average energy balance in 15 minutes intervals in several grid cells in the first project, the second project even allows the islanded operation of such cells as a microgrid. The integration of renewable energy sources into distribution grids primary takes place in rural areas. The lighthouse project “Smart Rural Grid”, which is founded by the European Union, demonstrates possibilities to use the existing distribution system operator infrastructure more effectively by applying an optimised and scheduled operation of the assets and using intelligent distribution power routers, called IDPR. IDPR are active power electronic devices operating at low voltage in distribution grids aiming to reduce losses due to unbalanced loads and enabling active voltage and reactive power control. This allows a higher penetration of renewable energy sources in existing grids without investing in new lines and transformers. Integrated in a virtual power plant and combined with batteries, the IDPR also allows a temporary islanded mode of grid cells.
Both projects show the potential of avoiding or postponing investments in new primary infrastructure like cables, transformers and lines by using a forward-looking operation which controls generators, loads and batteries (mobile and stationary) by using new grid assets like power routers.
While primary driven by physical restrictions as voltage-band violations and energy balance, these cells also define and allow local smart markets. In consequence the distribution system operators could avoid direct control access by giving an incentive to the asset owners by local price signals according to the grid situation and forecasted congestions.Peer ReviewedPostprint (published version
