    The when and how of leaving school: The policy implications of new evidence on secondary schooling in South Africa

    South African and international household and education datasets are analysed to characterise patterns of dropping out, grade repetition, academic under-performance and under-preparedness for post-school life in South African secondary schools. A number of measurement error problems are moreover discussed and in some cases remedied. The proportion of South African youths entering upper secondary schooling is above the trend found in comparable middle income countries, the proportion entering the last grade (Grade 12) is about average, but the proportion successfully completing secondary schooling (40%) is below average. The data suggest improving quality should be a greater planning priority than increasing enrolments. A what-if subject choice analysis using examination data moreover suggests that successful completion could be greatly enhanced by guiding students to more appropriate subject choices, possibly through a more standardised set of assessments in Grade 9. Any attempt to reduce dropping out must pay close attention to financial constraints experienced by students with respect to relatively low-cost inputs such as books. Teenage pregnancies must be reduced as these explain half of female dropping out. The quality problem in schools underlined by the fact that income returns and test score gains associated with each additional year of secondary schooling are well below those associated with a year of post-school education.Human capital, Unemployment, Earnings function, South Africa, Secondary schools, Examinations, Education policy

    Rethinking general education in the English upper secondary system

    The Secretary of State for Education's recent announcement of an English Baccalaureate at 16+ has opened up a debate about the nature of general education in the English upper secondary system. Drawing on evidence from national and local studies, we argue that it is important to see general education in England, not only in terms of the curriculum, but also as the product of a range of inter-related factors, which together form a 'model'. Using this analytical framework, we describe and analyse the two models of general education associated with the New Labour and Coalition administrations respectively. We conclude by suggesting a set of challenges and principles to inform the development of a third, curriculum-led model. © 2011 Institute of Education, University of London

    Female Under-Representation in Computing Education and Industry - A Survey of Issues and Interventions

    This survey paper examines the issue of female under-representation in computing education and industry, which has been shown from empirical studies to be a problem for over two decades. While various measures and intervention strategies have been implemented to increase the interest of girls in computing education and industry, the level of success has been discouraging. The primary contribution of this paper is to provide an analysis of the extensive research work in this area. It outlines the progressive decline in female representation in computing education. It also presents the key arguments that attempt to explain the decline and intervention strategies. We conclude that there is a need to further explore strategies that will encourage young female learners to interact more with computer educational games

    An International Study in Competency Education: Postcards from Abroad

    Acknowledging that national borders need not constrain our thinking, we have examined a selection of alternative academic cultures and, in some cases, specific schools, in search of solutions to common challenges we face when we consider reorganizing American schools. A wide range of interviews and e-mail exchanges with international researchers, government officials and school principals has informed this research, which was supplemented with a literature review scanning international reports and journal articles. Providing a comprehensive global inventory of competency-based education is not within the scope of this study, but we are confident that this is a representative sampling. The report that follows first reviews the definition of competency-based learning. A brief lesson in the international vocabulary of competency education is followed by a review of global trends that complement our own efforts to improve performance and increase equitable outcomes. Next, we share an overview of competency education against a backdrop of global education trends (as seen in the international PISA exams), before embarking on an abbreviated world tour. We pause in Finland, British Columbia (Canada), New Zealand and Scotland, with interludes in Sweden, England, Singapore and Shanghai, all of which have embraced practices that can inform the further development of competency education in the United States

    Book Summary: Interest in Mathematics and Science Learning is the first volume to assemble findings on the role of interest in mathematics and science learning. As the contributors illuminate across the volume’s 22 chapters, interest provides a critical bridge between cognition and affect in learning and development. This volume will be useful to educators, researchers, and policy makers, especially those whose focus is mathematics, science, and technology education. Chapter Summary: The primary purpose of this chapter is to explore the process whereby students transition from a short-term, situational interest in mathematics or science to a more enduring individual interest in which they incorporate performance in mathematics or science into their self-definitions (e.g. I am a scientist ). We do so by examining the research related to domain identification, which is the extent to which students define themselves through a role or performance in a domain, such as mathematics or science. Understanding the process of domain identification is important because it can contribute to an understanding of how individual interest develops over time. The means through which students become highly domain identified involves many factors that are internal (e.g. goals and beliefs) and external (e.g. family environment and educational experiences) to them. Students who are more identified with an academic domain tend to demonstrate increased motivation, effort, perseverance (when faced with failure), and achievement. Importantly, students with lower domain identification tend to demonstrate less motivation, lower effort, and fewer desirable outcomes. Student outcomes in a domain can reciprocally influence domain identification by reinforcing or altering it. This feedback loop can help explain incremental changes in motivation, self-concept, individual interest, and, ultimately, important outcomes such as achievement, choice of college major, and career path. This dynamic model presents possible mechanisms for influencing student outcomes. Furthermore, assessing students\u27 domain identification can allow practitioners to intervene to prevent undesirable outcomes. Finally, we present research on how mathematics and science instructors could use the principles of the MUSIC Model of Academic Motivation to enhance students\u27 domain identification, by (a) empowering students, (b) demonstrating the usefulness of the domain, (c) supporting students\u27 success, (d) triggering students\u27 interests, and (e) fostering a sense of caring and belonging. We conclude that by using the MUSIC model, instructors can intentionally design educational experiences to help students progress from a situational interest to one that is more enduring and integrated into their identities

    This report describes the context and parameters of Ofqual’s research into the assessments taken by learners at senior secondary level in a number of key comparator jurisdictions and outlines the progress made up to February 2011. The purpose of the research is to make comparative judgements concerning the demand of qualifications available to learners in England, Wales and Northern Ireland, against a range of qualifications available to similar learners in other jurisdictions.     The costs of illiteracy in South Africa

    In South Africa there has been a surge in publicly funded adult literacy education in recent years. There is a recognition that for the effective monitoring of adult literacy, direct measures of literacy are required. Grade attainment, self-reported ability to read and behavioural variables relating to, for instance, reading habits produce vastly different measures of adult literacy in South Africa. It is noteworthy that self-reported values change over time as people’s perceptions of what consitutes literacy shifts. A 75% literacy rate is arguably a plausible figure, though the absence of a direct measure is problematic. An education production function suggests that literacy-related parent behaviour, independently of parent years of education, influences performance of learners in school. In a multivariate employment model, self-reported literacy is a statistically significant predictor of being employed. In a cross-country growth model, poor quality schooling emerges as the variable requiring the most urgent policy attention to sustain and improve South Africa’s economic development. Both microeconomic and macroeconomic estimates suggest that with a more typical level of school performance South Africa’s GDP would be 23% to 30% higher than it currently is.Literacy, Illiteracy, South Africa, Education production function, Economic growth
