    South Korean technology policies for the industrial competitiveness between Japan and China

In addition, this paper will propose new technology policies for Korea in order to secure its position as a leader in the information technology (IT) industry, particularly in the context of its relationships with Japan and China. Lastly, this study recommends that the Korean government foster entrepreneurs to create novel global IT businesses and keep pace with the United States regarding technology development and learn from Japan regarding globalization experiences. This study also suggests that the Korean government focus its research and development (R&D) funds on making electronic materials to enhance competitiveness of domestic IT companies.In Korea, as in many developing countries, government has played a major role in leading technological development. The technology policies of this government have been aiming to increase the competitiveness of local companies. However, as the new trade system represented by the World Trade Organization (WTO) emerged and Korean companies quickly grew, the Korean government had difficulties in keeping pace. Furthermore, the government began to feel a mismatch between its technology policies and the demands of private companies. For example, in the past, Korean companies had asked the government to make a new exclusive market for their initial products through governmental procurement. However, in order not to violate the new international trade rules, the government could no longer do this. Some say that government should not intervene in private business but let companies make their own decisions, according to market signals. On the other hand, in spite of the bureaucracy they entail, government policies are still necessary as long as the policies are implemented at the right time and in the right direction.     Incorporate Travel Mode Choices in the Regional Strategic Planning Model (RSPM) Tool

    788The GreenSTEP family of tools including the Regional Strategic Planning Model (RSPM), has been used in performance-based planning at the state and region level in Oregon and elsewhere. While the current implementation has a sufficient model of household vehicle miles traveled (VMT), it lacks in the representation of non-auto modes, and especially how their usage would respond to various policy inputs. This project develops and implements a multi-modal travel demand module, VETravelDemandMM, for RSPM with the new VisionEval framework. In the development of this new module, we follow the best practices for model development recommended in the literature. In particular, we address the uncertainty and validity in our models by going through rigorous cross-validation and model selection (in addition to variable selection). We use a unique high-resolution nationwide dataset that combines 2009 National Household Travel Survey, EPA's Smart Location Database, and regional roadway and transit services information. This report presents a review of relevant literature and data sources, the results of model estimation, validation, model selection, and sensitivity and prediction tests for the Annual Average Daily VMT model, Personal Miles Traveled models and Trip Frequency and Length models for three non-auto modes

    How Regional Transit Agencies Can Serve the Daily Mobility Needs of the Unhoused Population

    UC-ITS-2022-52With more people experiencing homelessness in California cities, some transit agencies have begun to comprehensively address the needs of people experiencing homelessness, a population which historically may not have been included in their planning. Research suggests that people experiencing homelessness rely on public transit for the same variety of reasons that all riders do, and that, like other riders, they find it difficult to reach those destinations due to prohibitive costs and transit schedules that do not meet their needs. California transit agencies vary in terms of whether, and how well, they engage with the issue of homelessness. Interviews and a review of policy and programming documents show that most major transit agencies in California made some reference to people experiencing homelessness, but just ten of fifteen addressed their transit needs, and only three addressed those needs through dedicated programs. We use this research synthesis to draw greater attention to the ways that transit agencies can serve the mobility needs of people experiencing homelessness. We present findings from a case study on transit accessibility in San Diego County to supplement our statewide review. This includes a geospatial analysis of transit accessibility from locations where people experiencing homelessness have been known to congregate in San Diego County, as well as interviews with three people who have experienced homelessness in the region and three advocates for the unhoused population. We identify the ways that transit accessibility is a complex issue, requiring consideration of proximity, ease of physical access, and programmatic supports. Based on our research, we recommend that transit and service organizations consider the following: (1) establish coordinated outreach in transit environments, (2) offer shuttles to services and employment to help one resolve their homelessness, (3) improve the reliability and connectivity of public transit, (4) support fare assistance programs, and (5) incorporate expertise from people with lived experience of homelessness
