    Robotic assistants for universal access

    Much research is now focusing on how technology is moving away from the traditional computer to a range of smart devices in smart environments, the so-called Internet of Things. With this increase in computing power and decrease in form factor, we are approaching the possibility of a new generation of robotic assistants able to perform a range of tasks and activities to support all kinds of users. However, history shows that unless care is taken early in the design process, the users who may stand to benefit the most from such assistance may inadvertently be excluded from it. This paper examines some of those historical missteps and examines possible ways forward to ensure that the next generation robots support the principles of universal access

    This study analyzes the geographic spread of commercial Internet Service Providers (ISPs), the leading suppliers of Internet access. The geographic spread of ISPs is a key consideration in U.S. policy for universal access. We examine the Fall of 1998, a time of minimal government subsidy, when inexpensive access was synonymous with a local telephone call to an ISP. Population size and location in a metropolitan statistical area were the single most important determinants of entry, but their effects on national, regional and local firms differed, especially on the margin. The thresholds for entry were remarkably low for local firms. Universal service in less densely-populated areas was largely a function of investment decisions by ISPs with local focus.     Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     Government policy on science education in Uganda: a glass ceiling for women's access to higher education

    The paper assesses the Ugandan policy on science education and its implications for girls’ access to higher education. The rationale behind this policy was to build capacity in the field of science in Uganda. Consequently, science subjects were made compulsory in schools, and 75% of the Government scholarships to public universities made science based. We demonstrate that this has created a “glass ceiling”: it has put girls at a disadvantage by reinstating the former status quo, where access to higher education favoured boys. This is because Ugandan society (at home and in school) discourages girls’ pursuit of the sciences. In addition, the policy was prematurely implemented with no adequate preparation for girls to take science based courses. Using content analysis, this study found that the policy was not guided by inclusion and/or equity principles to which Uganda committed as a signatory more than two decades ago, to the World Conference of Education for All (EFA) held in Jomtein, Thailand. These principles advocate removing obstacles to learning, and embracing diversity in education so that every learner is included

    Technology is advancing at a fast pace while the shape and nature of computers continues to evolve, with tablets and smartphones illustrating the move away from the traditional notion of a laptop or desktop computer. Similarly, networking and sensing technologies are also developing rapidly and innovatively. All of these technologies have the potential to enfranchise users with severe functional impairments to be better able to control and interact with other people and their surroundings. However, this is only possible if those designing the novel systems based upon these new technologies consider such users’ needs explicitly. This paper examines how these technological advances can be employed to support these users in the near future. The paper further discusses issues such as the need for security as systems evolve from control of specific environments to a potential model for interaction in any location
