    Innovating permanently is, undoubtedly, crucial for the survival of organizations, whether public or private. Over the years, public organizations have also been innovating their “business model”, to be able to meet the changing demands of users, influenced by the evolution of knowledge, technologies, political changes and governance models, creating new needs and expectations in individuals, who become more demanding with public organizations, with regard to the so-called public value. Following the current trend of innovating using digital technology, public administrations have undergone profound changes and Cape Verde is no exception. With a Digital Transformation Agenda, the Government of Cape Verde hopes to impact not only private companies, but also public entities. Thus, this work proposes to know the process of implementing the electronic invoice, the E-Factura, in Cape Verde, led by the National Directorate of State Revenue, and to understand the expectations of the national private sector in relation to this innovation. To this end, a survey was carried out among Cape Verdean businessmen, representatives of the main business associations, in addition to representatives of the DNRE linked to the process of designing, developing, and implementing the E-Fatura (EF).Inovar, permanentemente, é, sem dúvida, determinante para a sobrevivência das organizações, sendo estas públicas ou privadas. Ao longo dos anos, também as organizações públicas foram inovando o seu “modelo de negócio”, por forma a serem capazes de atender às demandas dos utentes que foram mudando, influenciadas pela evolução do conhecimento, de tecnologias, mudanças política e modelos de governação, criando necessidades e expectativas nos indivíduos, que passam ser mais exigentes com as organizações públicas, no que toca ao chamado valor público. Seguindo a tendência atual de inovar usando o digital, as administrações públicas têm passado por profundas mudanças e, Cabo Verde não é exceção. Com uma Agenda de Transformação Digital, o Governo de Cabo Verde espera impactar não apenas empresas privadas, mas também entidades públicas. Assim, este trabalho se propõe conhecer o o processo a implementação da fatura eletrónica, o E-Factura, em Cabo Verde, liderado pela Direção Nacional da Receita do Estado, e perceber as expectativas do sector privado nacional em relação a esta inovação. Para tal foi realizado um inquérito a empresários cabo-verdianos, representantes das principais agremiações empresariais, para além de representantes da DNRE ligados ao processo de conceção, desenvolvimento e implementação do EF

    Public value (PV) is a debatable topic with different definitions across the public administration literature and e-government literature. Public value is seen as the last paradigm of both public administration and e-government studies, redefining the definition of e-government, its aims, success indicators and evaluation frameworks. Existing implementations are typically biased towards the realisation of efficiency and service effectiveness, with far less attention being paid to the delivery of PV. In addition, PV-related e-government studies have not presented a comprehensive and holistic framework to investigate e-government PV. Recent attempts to understand electronic services value from the citizen perspective suggest that dividing service delivery in several stages could be a valuable approach to understand ways in which information technologies support value creation when providing electronic services. Therefore, we propose the use of this process model as a tool to analyze and define public value creation through electronic services. We show the potential value of the model using birth certificate requests as a hypothetical example. We conclude the paper by describing how we are applying the model to our current research
