    Trust on the Web: Some Web Science Research Challenges

    Web Science is the interdisciplinary study of the World Wide Web as a first-order object in order to understand its relationship with the wider societies in which it is embedded, and in order to facilitate its future engineering as a beneficial object. In this paper, research issues and challenges relating to the vital topic of trust are reviewed, showing how the Web Science agenda requires trust to be addressed, and how addressing the challenges requires a range of disciplinary skills applied in an integrated manner

    Metadata enrichment for digital heritage: users as co-creators

    This paper espouses the concept of metadata enrichment through an expert and user-focused approach to metadata creation and management. To this end, it is argued the Web 2.0 paradigm enables users to be proactive metadata creators. As Shirky (2008, p.47) argues Web 2.0’s social tools enable “action by loosely structured groups, operating without managerial direction and outside the profit motive”. Lagoze (2010, p. 37) advises, “the participatory nature of Web 2.0 should not be dismissed as just a popular phenomenon [or fad]”. Carletti (2016) proposes a participatory digital cultural heritage approach where Web 2.0 approaches such as crowdsourcing can be sued to enrich digital cultural objects. It is argued that “heritage crowdsourcing, community-centred projects or other forms of public participation”. On the other hand, the new collaborative approaches of Web 2.0 neither negate nor replace contemporary standards-based metadata approaches. Hence, this paper proposes a mixed metadata approach where user created metadata augments expert-created metadata and vice versa. The metadata creation process no longer remains to be the sole prerogative of the metadata expert. The Web 2.0 collaborative environment would now allow users to participate in both adding and re-using metadata. The case of expert-created (standards-based, top-down) and user-generated metadata (socially-constructed, bottom-up) approach to metadata are complementary rather than mutually-exclusive. The two approaches are often mistakenly considered as dichotomies, albeit incorrectly (Gruber, 2007; Wright, 2007) . This paper espouses the importance of enriching digital information objects with descriptions pertaining the about-ness of information objects. Such richness and diversity of description, it is argued, could chiefly be achieved by involving users in the metadata creation process. This paper presents the importance of the paradigm of metadata enriching and metadata filtering for the cultural heritage domain. Metadata enriching states that a priori metadata that is instantiated and granularly structured by metadata experts is continually enriched through socially-constructed (post-hoc) metadata, whereby users are pro-actively engaged in co-creating metadata. The principle also states that metadata that is enriched is also contextually and semantically linked and openly accessible. In addition, metadata filtering states that metadata resulting from implementing the principle of enriching should be displayed for users in line with their needs and convenience. In both enriching and filtering, users should be considered as prosumers, resulting in what is called collective metadata intelligence

    Congress' Wicked Problem: Seeking Knowledge Inside the Information Tsunami

    The lack of shared expert knowledge capacity in the U.S. Congress has created a critical weakness in our democratic process. Along with bipartisan cooperation, many contemporary and urgent questions before our legislators require nuance, genuine deliberation and expert judgment. Congress, however, is missing adequate means for this purpose and depends on outdated and in some cases antiquated systems of information referral, sorting, communicating, and convening. Congress is held in record low esteem by the public today. Its failings have been widely analyzed and a multitude of root causes have been identified. This paper does not put forward a simple recipe to fix these ailments, but argues that the absence of basic knowledge management in our legislature is a critical weakness. Congress struggles to make policy on complex issues while it equally lacks the wherewithal to effectively compete on substance in today's 24 hour news cycle.This paper points out that Congress is not so much venal and corrupt as it is incapacitated and obsolete. And, in its present state, it cannot serve the needs of American democracy in the 21st Century.The audience for this paper is those who are working in the open government, civic technology and transparency movements as well as other foundations, think tanks and academic entities. It is also for individuals inside and outside of government who desire background about Congress' current institutional dilemmas, including lack of expertise

    A principle-based approach to AI: the case for European Union and Italy

    As Artificial Intelligence (AI) becomes more and more pervasive in our everyday life, new questions arise about its ethical and social impacts. Such issues concern all stakeholders involved in or committed to the design, implementation, deployment, and use of the technology. The present document addresses these preoccupations by introducing and discussing a set of practical obligations and recommendations for the development of applications and systems based on AI techniques. With this work we hope to contribute to spreading awareness on the many social challenges posed by AI and encouraging the establishment of good practices throughout the relevant social areas. As points of novelty, the paper elaborates on an integrated view that combines both human rights and ethical concepts to reap the benefits of the two approaches. Moreover, it proposes innovative recommendations, such as those on redress and governance, which add further insight to the debate. Finally, it incorporates a specific focus on the Italian Constitution, thus offering an example of how core legislations of Member States might contribute to further specify and enrich the EU normative framework on AI

    Onboarding Citizens to Digital Identity Systems

    Digital Identity (DI) technologies have the potential to enhance the quality of life of citizens through the provision of seamless services, improve the effectiveness of public services, and increase overall economic competitiveness. However, lack of access to DIs can limit these benefits, while unequal access can lead to uneven distribution of these benefits across social groups and escalate existing tensions. Accessible, user-friendly and efficient onboarding can play a key role in ensuring equitable access and wide adoption of DI technologies. This paper proposes the development of physical locations (Experience Centres) that can be used for citizen onboarding to national DI systems, positively shaping citizens' first impression with the technology and, in turn, promoting adoption. To this end, we outline a multidisciplinary research approach for identifying and addressing the considerations necessary for designing, developing and operating a model Experience Centre for DI onboarding in an inclusive manner.Comment: Accepted Author Manuscript to appear at the International Conference on AI and the Digital Economy, CADE 202

    Purpose – The purpose of this paper is to review the world of information and communications technology (ICT) from its early days to the near future. The aim is to consider how successfully academia, industry and government have worked together in delivering ethically acceptable ICT which is accessible to those who might benefit from such advances. The paper concludes with suggestions of a fresh approach for the future. Design/methodology/approach – The paper draws upon evidence from the history of computers, funded research projects, professional bodies in the field, the ETHICOMP conference series and reported ICT disasters. The author uses his experience as both an ICT practitioner and an academic in the ICT ethics field to synthesise the evidence so providing a foundation on which to build an outline global action plan. Findings – The paper lays out the findings that there has been much detailed observation and analysis of the ethical challenges surrounding ICT but the transformation of this into widespread practical positive action remains elusive. It explores why progress has been difficult. Originality/value – This review of the interconnecting landscapes of practical ICT, funded research and the ICT ethics community is new. The attempt to demonstrate what progress has been made and to identify the underlying factors which influence progress are valuable to future generations working in this area. The concluding suggestions for action offer a starting point for entering the next phase of ICT ethics
