    The authors make the case for the return of regulation in the organization of urban bus services in developing countries. During the past three decades urban public transport policy has gone through several phases. The 1980s and 1990s were characterized by liberalization of the sector from public ownership and monopoly provision. The experience of several countries, in particular Chile, indicates that a full liberalization of the sector may not be the welfare-maximizing option. The authors discuss the market failures that justify this claim and present the regulatory options available in this emerging new role of government.     The Effect of Transport Policies on Car Use: Theory and Evidence from Latin American Cities

    In an effort to reduce air pollution and congestion, Latin American cities have experimented with different policies to persuade drivers to give up their cars in favor of public transport. Two notable examples are the driving restriction program introduced in Mexico-City in November of 1989 –Hoy-No-Circula (HNC)– and the public transport reform carried out in Santiago in February of 2007 –Transantiago (TS). We develop a simple model of car use and ownership, and show that policies that may appear effective in the short run can be highly detrimental in the long run, i.e., after households have adjusted their stock of vehicles. Based on hourly concentration records of carbon monoxide, which comes primarily from vehicles exhaust, we find that household’s responses to both HNC and TS have been remarkably similar and consistent with the above: an expected short-run response followed by a rapid (before 11 months) increase in the stock of vehicles.Public transport, driving restrictions, car use, air pollution, transport policies

    Market-based Instruments for Environmental Policymaking in Latin America and the Caribbean: Lessons from Eleven Countries

    This report is a summary of country studies in Latin America and the Caribbean, addressing the use of market-based instruments (MBIs) and command-and-control (CAC) measures for environmental management in the region. Even though MBIs can significantly add efficiency to existing CAC mechanisms, the scope of MBIs should match the countries institutional capacity to implement them. Gradual and flexible reforms are likely to succeed within the current regional context of continued institutional changes. A key function of MBIs is usually revenue collection, though it does not necessarily lead to successful environmental management. The study suggests that revenues should be channeled to local authorities for an effective MBI's implementation. The report also critiques the regular practice of international donor agencies in recommending the solutions suitable for developed countries, without considering the institutional conditions in developing countries. Further, the study explores both the successes and difficulties experienced in the region regarding regulations, macro-policies, and MBIs; the institutional frameworks of the countries under review; and, the issues considered in the design of MBIs, in order to promote a beneficial dialogue among them

    Human activities damage the environment. They deplete natural resources, generate pollution and wastes, accelerate the loss of forests and biological diversity, as well as threaten the water supply. As populations increase, these problems are exacerbated. Cities bear the brunt of increased human activities on limited land space with limited resources. It is therefore essential that cities adopt a system of environmental governance that will help ensure sustainability. As each city has its own mix of geographic, social, economic, political and environmental problems, it would be simplistic to suggest that there is a formula for sustainability that would fit every city. What is clear is that every city needs an effective environmental management system (EMS) to manage its many activities, to ensure that development is controlled, environmental damage is minimized, natural areas are preserved and its citizens have an enhanced quality of life. This paper examines the ingredients for sound environmental management in cities, particularly cities in the developing world. It submits that a sound EMS for a city must first start with sound environmental policies, land use planning and good environmental laws. It emphasizes that the best environmental laws will not work if it is not integrated with sound management policies and implementation, starting with the building of the environmental infrastructure, both physical and institutional. This paper then looks at ISO 14001 certification, in the context of a city and asserts that environmental management systems in their current context, focus largely on resolving problems of pollution. There is a clear lack of ecological dimensions in environmental management systems as exemplified by the ISO 14000 series. This paper submits that environmental stewardship and ecological sustainability is at the heart of sustainable development, and the integration of the natural environment within the city has been largely overlooked. It advocates bringing the natural environment back to our cities and the incorporation of this dimension into environmental management systems.     Latin American busways: Moving people not cars

    The rapid growth of Latin America urban centres beginning in the 1970s placed a heavy strain upon urban transport service providers. Facing high population growth from a citizenry dependent upon public transport and having limited financial resources to develop car-based infrastructure, Latin American municipal planners were challenged to create a new transport paradigm. One ingenious response to this dilemma was the busway, a surface metro system that utilizes exclusive right-of-way bus lanes. The developers of the Latin American busways astutely observed that the ultimate objective was to swiftly, efficiently, and cost-effectively move people rather than cars. Examples of innovative busway systems are presented from Curitiba, Bogota, Porto Alegre, Quito, and Sao Paulo. The low cost, flexibility, and speed of the exclusive busways all contribute to extremely high levels of customer satisfaction. Innovative approaches to the design of busway loading stations and simplified ticketing have also helped to reduce operating costs and improve customer flows. Additionally, clear system maps, colour-coded routing, system safety and cleanliness, and superior customer service have helped direct consumer preference towards the busway. The success of busways has also proved that costly subway systems or uncontrolled sprawl are not the only options available to municipal planners. The Latin American busway corridors provide high peak capacities that permit busway corridors to serve the transit requirements of most medium to large-sized cities. When integrated with progressive land-use policies, busways can also form the basis of more sustainable urban design by encouraging development corridors with high-density, mixed-use land use. The environmental benefits and calming influences afforded cities by busway systems have translated into dramatically improved levels of quality of life indicators, including improvements in health, crime reduction, and poverty alleviation. The user-friendliness and cost-effectiveness of busway systems have convinced municipal leaders in North America, Europe, and Australia to develop similar systems of their own.
