A Multi-Agent Based Virtual Personal Assistant for E-Health Service

The application of Information and Communication Technologies (ICT) in the health sector is increasingly changing today’s health care. A communication agent for a multi-agent system-based virtual personal assistant is an attempt towards improving health care service delivery. We have developed a Multi Agent System and user interface for management of diabetes patients where the patients and medical specialist can interact easily without necessarily visiting the clinic. The application will enable the users to have regular interactions with each other, reduce the cost of going to the clinic, saves patients and medical personnel time. In order to design the application and user interface, we adopted a user centered approach and conducted interviews with the potential users. We also reviewed existing materials for data. Qualitative and quantitative data were collected during the development process. The application and user interface were evaluated by the potential users (patients and medical personnel). The user evaluation of the system shows that the participants were pleased with the application and the user interface. "This report examines the relationship between service delivery strategies and processes, and the deployment of skills, recruitment problems and skill gaps within selected sub-sectors of health and social care. The sub-sectors within health are physiotherapy and radiography. Within social care the focus is on care of the elderly (both residential and domiciliary care). Although subject to similar drivers and associated pressures, the two sub-sectors of health and social care display markedly different characteristics, particularly in terms of service delivery strategies, qualification frameworks and utilisation of skills. In simple terms, the health and social care subsectors considered within this report may be thought of as being situated at opposite poles of the ‘skills spectrum’: with radiography and physiotherapy characterised by high level skills, while care of the elderly is traditionally associated with low level skills. Hence, the two sub-sectors are discussed separately throughout this report. The greater complexity and range of skills required in the two health sub-sectors is reflected in the comparative length of the two sections of the report" - page 9

[How] Can Pluralist Approaches to Computational Cognitive Modeling of Human Needs and Values Save our Democracies?

In our increasingly digital societies, many companies have business models that perceive users’ (or customers’) personal data as a siloed resource, owned and controlled by the data controller rather than the data subjects. Collecting and processing such a massive amount of personal data could have many negative technical, social and economic consequences, including invading people’s privacy and autonomy. As a result, regulations such as the European General Data Protection Regulation (GDPR) have tried to take steps towards a better implementation of the right to digital privacy. This paper proposes that such legal acts should be accompanied by the development of complementary technical solutions such as Cognitive Personal Assistant Systems to support people to effectively manage their personal data processing on the Internet. Considering the importance and sensitivity of personal data processing, such assistant systems should not only consider their owner’s needs and values, but also be transparent, accountable and controllable. Pluralist approaches in computational cognitive modelling of human needs and values which are not bound to traditional paradigmatic borders such as cognitivism, connectionism, or enactivism, we argue, can create a balance between practicality and usefulness, on the one hand, and transparency, accountability, and controllability, on the other, while supporting and empowering humans in the digital world. Considering the threat to digital privacy as significant to contemporary democracies, the future implementation of such pluralist models could contribute to power-balance, fairness and inclusion in our societies
