The Atacama Cosmology Telescope: The polarization-sensitive ACTPol instrument
The Atacama Cosmology Telescope (ACT) is designed to make high angular
resolution measurements of anisotropies in the Cosmic Microwave Background
(CMB) at millimeter wavelengths. We describe ACTPol, an upgraded receiver for
ACT, which uses feedhorn-coupled, polarization-sensitive detector arrays, a 3
degree field of view, 100 mK cryogenics with continuous cooling, and meta
material anti-reflection coatings. ACTPol comprises three arrays with separate
cryogenic optics: two arrays at a central frequency of 148 GHz and one array
operating simultaneously at both 97 GHz and 148 GHz. The combined instrument
sensitivity, angular resolution, and sky coverage are optimized for measuring
angular power spectra, clusters via the thermal Sunyaev-Zel'dovich and kinetic
Sunyaev-Zel'dovich signals, and CMB lensing due to large scale structure. The
receiver was commissioned with its first 148 GHz array in 2013, observed with
both 148 GHz arrays in 2014, and has recently completed its first full season
of operations with the full suite of three arrays. This paper provides an
overview of the design and initial performance of the receiver and related
systems
Taking Positive Interest Rates Seriously
We present a dynamic term structure model in which interest rates of all maturities are bounded from below at zero. Positivity and continuity, combined with no arbitrage, result in only one functional form for the term structure with three sources of risk. One dynamic factor controls the level of the interest rate and follows a special two-parameter square-root process under the risk-neutral measure. The two parameters of the process determine the other two sources of risk and act as two static factors. The Qualified Legal Compliance Committee: Using the Attorney Conduct Rules to Restructure the Board of Directors
The Securities and Exchange Commission introduced a new corporate governance structure, the qualified legal compliance committee, as part of the professional standards of conduct for attorneys mandated by the Sarbanes-Oxley Act of 2002. QLCCs are consistent with the Commission\u27s general approach to improving corporate governance through specialized committees of independent directors. This Article suggests, however, that assessing the benefits and costs of creating QLCCs may be more complex than is initially apparent. Importantly, QLCCs are unlikely to be effective in the absence of incentives for active director monitoring. This Article concludes by considering three ways of increasing these incentives
A crowd-structure interaction model to analyze the lateral lock-in phenomenon on footbridges
In this paper a simplified biomechanical crowd-structure interaction model is proposed and validated in order to analyse the lateral lock-in phenomenon on real footbridges. The proposed crowd-structure interaction model is organized in three levels: (i) pedestrian-structure interaction; (ii) interaction among pedestrians in the crowd; and (iii) interaction between the crowd and the structure. To this end, first, the human-structure interaction of each pedestrian is modelled via a simplified two degrees of freedom system. Second, the interaction among pedestrians inside the crowd is simulated using a multi-agent model. The considered model simulates the movement of each pedestrian from the dynamic equilibrium of the different social forces that act on him/her. Finally, the crowd-structure interaction is achieved modifying the behaviour of the pedestrians depending on the comfort level experienced. For this purpose, the recommendations established by the French standards have been considered. The integration of the three levels in an overall model is achieved by the implementation of a predictive– corrective method. The performance of the proposed model is validated correlating the numerical and
experimental dynamic response of the Pedro e Inês footbridge during the development of a lateral lock-in pedestrian test. As the first lateral natural frequency of the footbridge is inside the range that characterizes the walking pedestrian step frequency in lateral direction, numerical and experimental studies were performed to analyse its behaviour under pedestrian action. The agreement between the numerical and experimental results is adequate. However, further studies are recommended in order to

Strategic tradeoffs in competitor dynamics on adaptive networks
Recent empirical work highlights the heterogeneity of social competitions
such as political campaigns: proponents of some ideologies seek debate and
conversation, others create echo chambers. While symmetric and static network
structure is typically used as a substrate to study such competitor dynamics,
network structure can instead be interpreted as a signature of the competitor
strategies, yielding competition dynamics on adaptive networks. Here we
demonstrate that tradeoffs between aggressiveness and defensiveness (i.e.,
targeting adversaries vs. targeting like-minded individuals) creates
paradoxical behaviour such as non-transitive dynamics. And while there is an
optimal strategy in a two competitor system, three competitor systems have no
such solution; the introduction of extreme strategies can easily affect the
outcome of a competition, even if the extreme strategies have no chance of
winning. Not only are these results reminiscent of classic paradoxical results
from evolutionary game theory, but the structure of social networks created by
our model can be mapped to particular forms of payoff matrices. Consequently,
social structure can act as a measurable metric for social games which in turn
allows us to provide a game theoretical perspective on online political

Major G-Quadruplex Form of HIV-1 LTR Reveals a (3 + 1) Folding Topology Containing a Stem-Loop
Nucleic acids can form noncanonical four-stranded structures called G-quadruplexes. G-quadruplex-forming sequences are found in several genomes including human and viruses. Previous studies showed that the G-rich sequence located in the U3 promoter region of the HIV-1 long terminal repeat (LTR) folds into a set of dynamically interchangeable G-quadruplex structures. G-quadruplexes formed in the LTR could act as silencer elements to regulate viral transcription. Stabilization of LTR G-quadruplexes by G-quadruplex-specific ligands resulted in decreased viral production, suggesting the possibility of targeting viral G-quadruplex structures for antiviral purposes. Among all the G-quadruplexes formed in the LTR sequence, LTR-III was shown to be the major G-quadruplex conformation in vitro. Here we report the NMR structure of LTR-III in K+ solution, revealing the formation of a unique quadruplex-duplex hybrid consisting of a three-layer (3 + 1) G-quadruplex scaffold, a 12-nt diagonal loop containing a conserved duplex-stem, a 3-nt lateral loop, a 1-nt propeller loop, and a V-shaped loop. Our structure showed several distinct features including a quadruplex-duplex junction, representing an attractive motif for drug targeting. The structure solved in this study may be used as a promising target to selectively impair the viral cycle
