IEA : its role and plans for international comparative research in education

The International Association for the Evaluation ofEducational Achievement (IEA), an independent cooperative of researchcenters from about 45 countries, performs the type of research thatprovides data which can be used by policymakers as a basis fordecision making about educational improvements. This paper describes:(1) IEA's mission and history; (2) the design and .e.ructure of atypical IEA achievement study, using the Second InternationalMathematics Study as an illustration (including discussions of theconceptual framework on which the study is built, the process bywhich populations and samples are selected, and the development ofachievement tests); (3) some exemplary results of IEA studies whichcompare total test scores internationally, illustrate therelationship between achievement and other variables, and analyze anational educational system; and (4) IEA's organization, relationshipto other national and international organizations, and future plans.Four recent IEA studies are cited and references are provided forforthcoming publications. Time for action! ICT integration in formal education : key findings from a region-wide follow-up monitor

This paper is a report on the key findings of a region-wide monitoring study conducted in Dutch-speaking schools in Belgium. First, we elaborate on the building blocks of the instrument, which has been updated and improved since its first deployment in 2007. In particular we focus on the core indicators, along with the multi-actor approach, the sample design and the ways in which new phenomena such as media literacy and gaming have been operationalized. Secondly, we highlight the main trends and patterns within pre-school, primary and secondary education. The first descriptive analyses show quite disappointing results with regard to ICT use at the micro level and the available infrastructure, while headmasters, teachers and pupils reported positive perceptions of different aspects of ICT integration. These results indicate an urgent need to take appropriate action. Therefore, the final part of the paper examines how ICT integration could be improved via structural changes and appropriate policymaking with regard to budgeting, teacher training and the particular role of ICT coordinators in schools

Yardstick competition in German municipalities

Does increasing transparency improve fiscal policy behavior of local governments? One way this could take place is via Yardstick Competition between incumbents of neighboring municipalities. This paper contributes to the literature by introducing a simple model which employs probabilistic voting to show the effect of Yardstick Competition on the amount of political rents diverted from the tax revenue. Since additional rents lower the probability of being reelected, the incumbent will reduce equilibrium rents if voters use information on fiscal performance in similar municipalities to evaluate the incumbent's quality. I test this hypothesis on a panel dataset of municipal budget and electoral data in the german state of Northrine-Westphalia. I show evidence for Yardstick Competition in the local business and property tax rates. -- Kann zunehmende Transparenz im kommunalen Budgetprozess die fiskalpolitische Disziplin der politischen Entscheidungsträger verbessern? In dieser Arbeit wird ein positiver Modellrahmen entwickelt, anhand dessen die Wirkungsweise von steigen - der Transparenz auf das Entscheidungsverhalten von Kommunalpolitikern durch den Yardstick Competition Effekt dargestellt werden kann. Politiker reduzieren die Veruntreuung finanzieller Mittel, wenn ihr Verhalten von den Wählern relativ zur Leistung von Politikern in benachbarten Kommunen bewertet wird. Unter Anwendung von Methoden der räumlichen Ökonometrie auf kommunale Haushalts- und Wahldaten der Jahre 1989 bis 2004 wird gezeigt, dass die räumliche Korrelation in den Gewerbe- und Grundsteuerhebesätzen in Nordrhein-Westfalen auf die Existenz von Yardstick Competition zurückzuführen ist.transparency, local public finance, political economics, spatial econometrics

Förderung der Tiergesundheit und des Tierwohls ökologischer Legehennen in Europa

Ziel des europäischen Forschungsprojektes HealthyHens war es, für die ökologische Legehennenhaltung Managementstrategien zu identifizieren, die zu Tiergesundheit und Wohlbefinden beitragen. Dazu wurden auf insgesamt 114 Betrieben in den Ländern Belgien, Dänemark, Deutschland, Italien, Niederlande, Österreich, Schweden und Vereinigtes Königreich umfangreiche Daten erhoben. Der Endoparasit Ascaridia galli wurde in allen Ländern auf fast allen Betrieben, bei im Durchschnitt 68 % der Hennen gefunden. Heterakis-Würmer waren mit 32 % etwas weniger verbreitet. Nur ein signifikanter Einflussfaktor auf den Wurmbefall konnte identifiziert werden: je länger die tägliche Zugangszeit zum Grünauslauf, desto geringer war der Befall mit Ascaridien. Pickschäden an Gefieder und Integument waren bei im Schnitt 40% bzw. 21% der Hühner festzustellen. Auch hier waren Betriebe mit besseren Zugangszeiten zum Auslauf, nämlich täglichem Zugang unabhängig von Wetter und anderen Umständen, geringer betroffen. Darüber hinaus gab es weniger Gefiederschäden mit zunehmendem Proteingehalt im Futter und weniger Pickverletzungen, wenn innerhalb des Legedurchgangs Scharrmaterial nachgestreut oder ausgewechselt wurde. Der Anteil Hühner im Grünauslauf war höher, je kleiner die Herde und je größer die Auslauffläche je Huhn war. Außerdem wirkten sich Hecken und künstliche Schutzvorrichtungen positiv auf den Anteil Hühner im Auslauf und die Verteilung der Hühner im Auslauf aus. Aufgrund der Ergebnisse konnten Empfehlungen an Bio-Legehennenhalter in wichtigen Punkten fortgeschrieben werden. Ein Merkblatt für die Praxis wurde erstellt
