    United Nations Development Assistance Framework for Kenya

    The United Nations Development Assistance Framework (2014-2018) for Kenya is an expression of the UN's commitment to support the Kenyan people in their self-articulated development aspirations. This UNDAF has been developed according to the principles of UN Delivering as One (DaO), aimed at ensuring Government ownership, demonstrated through UNDAF's full alignment to Government priorities and planning cycles, as well as internal coherence among UN agencies and programmes operating in Kenya. The UNDAF narrative includes five recommended sections: Introduction and Country Context, UNDAF Results, Resource Estimates, Implementation Arrangements, and Monitoring and Evaluation as well as a Results and Resources Annex. Developed under the leadership of the Government, the UNDAF reflects the efforts of all UN agencies working in Kenya and is shaped by the five UNDG programming principles: Human Rights-based approach, gender equality, environmental sustainability, capacity development, and results based management. The UNDAF working groups have developed a truly broad-based Results Framework, in collaboration with Civil Society, donors and other partners. The UNDAF has four Strategic Results Areas: 1) Transformational Governance encompassing Policy and Institutional Frameworks; Democratic Participation and Human Rights; Devolution and Accountability; and Evidence-based Decision-making, 2) Human Capital Development comprised of Education and Learning; Health, including Water, Sanitation and Hygiene (WASH), Environmental Preservation, Food Availability and Nutrition; Multi-sectoral HIV and AIDS Response; and Social Protection, 3) Inclusive and Sustainable Economic Growth, with Improving the Business Environment; Strengthening Productive Sectors and Trade; and Promoting Job Creation, Skills Development and Improved Working Conditions, and 4) Environmental Sustainability, Land Management and Human Security including Policy and Legal Framework Development; and Peace, Community Security and Resilience.     This Report is a record of the LIFE Project. The Project has been run for one year and its aim is to deliver crucial information about the cost and management of digital material. This information should then in turn be able to be applied to any institution that has an interest in preserving and providing access to electronic collections. The Project is a joint venture between The British Library and UCL Library Services. The Project is funded by JISC under programme area (i) as listed in paragraph 16 of the JISC 4/04 circular- Institutional Management Support and Collaboration and as such has set requirements and outcomes which must be met and the Project has done its best to do so. Where the Project has been unable to answer specific questions, strong recommendations have been made for future Project work to do so. The outcomes of this Project are expected to be a practical set of guidelines and a framework within which costs can be applied to digital collections in order to answer the following questions: • What is the long term cost of preserving digital material; • Who is going to do it; • What are the long term costs for a library in HE/FE to partner with another institution to carry out long term archiving; • What are the comparative long-term costs of a paper and digital copy of the same publication; • At what point will there be sufficient confidence in the stability and maturity of digital preservation to switch from paper for publications available in parallel formats; • What are the relative risks of digital versus paper archiving. The Project has attempted to answer these questions by using a developing lifecycle methodology and three diverse collections of digital content. The LIFE Project team chose UCL e-journals, BL Web Archiving and the BL VDEP digital collections to provide a strong challenge to the methodology as well as to help reach the key Project aim of attributing long term cost to digital collections. The results from the Case Studies and the Project findings are both surprising and illuminating

    Last Settler’s Syndrome and Land Use Change in Southern Appalachia

    In many rural areas land use patterns are shifting from agriculture or woodland to residential development. This is especially true in areas possessing significant natural amenities like the sweeping vistas, white-water rivers, and blue-ridged mountains of Southern Appalachia. As in-migration increases, decisions about land use can become heated as the “newcomers” square off with long-time residents. Understanding how various groups value both the land (as productive resource) and the landscape (as scenic amenity) can help address potential conflict when land use changes. Two independent projects in Watauga County, North Carolina, reflect attempts to understand perspectives on land use through an economic framework and to address land use change from an environmental perspective. Both projects reveal evidence of “last settler’s syndrome”—a tendency among individuals to place a high value on what initially attracted them to a specific place. Both also reveal situations of potential conflict when ideas about land use clash as well as situations for cooperation as various groups share values about land use. Key Words:

    Payments for Ecosystem Services: Legal and Institutional Frameworks

    Analysis and engagement with partners working on ecosystem services transactions, policies and laws over the past 10 years have demonstrated a clear need to better understand the legal and institutional frameworks that have the potential to promote or hinder the development of payments for ecosystem services (PES) schemes, as well as the complex legal considerations that affect ecosystem services projects. In response, the IUCN Environmental Law Centre and The Katoomba Group have worked on a joint initiative to analyze the legal and institutional frameworks of water-related PES schemes and projects in four Andean countries: South America (Northeastern)-Brazil; Bolivia, Colombia and Peru. It has resulted in this report. Country-based analysts with experience in ecosystem services transactions have developed country and project assessments to define existing and recommend future regulatory and institutional frameworks that enable equitable and long-lasting ecosystem services transactions. Partners from North America (Central America)-Costa Rica; North America-Mexico; Ecuador and the North America-United States provided feedback on the assessments. The country assessments yielded lessons which were used to develop a set of recommendations on legal frameworks, property rights, enabling institutions, PES contracts, and governance issues supporting the future development of PES schemes
