The Information Systems Academic Discipline in Hong Kong

This paper looks to the history of the development of Information Systems in Hong Kong as a contextual base for examining the Information Systems discipline in Hong Kong. The historical analysis highlights the newness of Information Systems as an academic discipline in Hong Kong, dating back little more than 20 years. The study reports on data from eight of the ten universities in Hong Kong. All Information Systems groups in Hong Kong universities are shown to be located in business schools, with almost all groups having no separate Information Systems identity. Few Information Systems academics in Hong Kong are reported to have senior faculty positions. In keeping with the placement of Information Systems groups, and reflective of Hong Kong\u27s status as a world finance centre, Information Systems curricula are shown to have a level of consistency across the state, with a heavy business component. By contrast, the study reports diversity in Information Systems research topics and research methods. Although the data analysed suggests that that the Information Systems discipline is immature in Hong Kong, evidence of a strong turnaround in ICT in Hong Kong and the recent establishment of the Hong Kong Association for Information Systems suggest a basis for boosting the status of Information Systems as a discipline in Hong Kong universities

Attorney Discipline Nationwide: A Comparative Analysis of Process and Statistics

This purpose of this article is to examine the process and statistics of attorney discipline nationwide and draw conclusions about information about them available to the public who may be hiring attorneys. Attorney discipline systems are promulgated individually by states as part of each state’s licensing and attorney regulation system. While the ABA has formulated model rules of professional conduct which most states have adopted, these rules serve as the conduct guidelines for attorney behavior. Each state ultimately decides what, within its licensing system, is a rule violation, to what procedure an attorney is entitled when accused of such, and if necessary, any penalties for violation of those rules under the stated procedures. Because many state supreme courts have used power to frequently delegate the enforcement process to State bar associations, organized lawyer associations have often had a voice in their own professional regulation. While states individually may publish discipline information, finding this information in one place to make comparisons among states and of lawyers licensed in multiple jurisdictions is difficult. This article reviews, state by state, each state bar’s rules of discipline and their discipline system. Along with an overview of each of those systems, this article also presents statistics regarding those disciplines during a 10-year period. Last, this article offers analysis and conclusions as to the problems and status of these competing systems

Information systems as an academic discipline : Looking back, looking forward, and ensuring the future

In an organization of any size, there is an organization function responsible for the technology, activities and personnel to support its technology-enabled work systems and the information and communication needs of the organization. There is an academic discipline that teaches those who build, acquire, operate and maintain the systems and those who use the systems. Both the organization function and the academic discipline have developed over a period of 55 years (but primarily in the last 40 years). There have been two fundamental forces driving the formation of a new organization function and the new technology-enabled systems in organizations. One is the availability of powerful computer and communications technology; the other is the desire of organizations to use the capabilities in organization work. The result has been revolutionary as new capabilities and new affordances have been applied to the activities of organizations. A new academic discipline has emerged. This period of rapid innovation in organizations has resulted in successes, challenges, failures, and surprises. I have been a participant and an observer of this period of change. The paper will survey key developments (from my perspective) that have brought us to the present conditions in use of information and communications technology in organizations and the current status of the academic discipline. I will note the role of IFIP TC8 (Information Systems). It has been important in several key developments, but not in all of them. The Information Systems Academic Discipline in Korea: A Focus on Leading Universities

Information Systems (IS) as an academic discipline is in different stages of evolution across countries because of different environmental and situational factors. In spite of thist, most previous studies on IS have been focused mainly in western countries, while scant attention has been given to understanding its status in non-western countries especially in the Pacific Asia Region (PAR). To address this shortcoming, and as a part of the Pacific Asia multi-country case study called IS-in-PA, this study explores the status of IS as an academic discipline in Korea by analyzing the characteristics of IS programs and IS research across 10 leading Korean universities. In order to do this, in-depth interviews and intensive secondary data gathering and analysis based on the case study approach were conducted. The results of this study offer a basic understanding of the unique aspects of IS as a discipline in Korean universities, thereby enabling more effective AIS initiatives to enhance the IS discipline in Pacific Asia, in general, and Korea, in particular. This can also serve as an early groundwork for other researchers seeking to understand the current situation and emerging trends in IS as a discipline in Korea

The Information Systems Academic Discipline in Taiwan: A Focus on Top-Tier Universities

Information Systems (IS) as a relatively new business discipline in Taiwan has grown rapidly in the last two decades and was once the first choice for high school students entering business schools. Even after the dot com bubble burst in 2000, it is still one of the most popular majors for college and graduate students. Most graduates have no problem finding jobs in high-tech manufacturing or service industries. This study explores the status of IS as a discipline in Taiwan by analyzing historical data collected from the IS professional association - the Chinese Association of Information Management (CSIM) and by examining characteristics of IS programs and IS research across 9 top-tier Taiwan universities. The findings indicate that the IS discipline is highly professionalized and is identified as a separate and mature field that enjoys a high level of respect in Taiwanese universities

Redefining government's role in agriculture in the nineties

The authors argue that government policies in agriculture have been costly and misdirected worldwide. For them, this inefficiency need not continue. The Urugauy Round is an ideal opportunity for developed and developing nations to strike a bargain. They suggest 1) making agricultural trade subject to the full discipline of the GATT by eliminating waivers and exemptions that have set agricultural commodities apart from other products in their treatment under the GATT, 2) bringing developing countries fully into the GATT, by eliminating their special status, 3) getting all countries to reform their agricultural policies, to reduce the many policy-induced distortions that plague the sector. A new point of view in the IS reference discipline discussion

Information Systems scholars continuously debate about the nature of the IS discipline. Recently a series of articles have discussed whether the IS field has reached the status of a reference discipline. We address this issue by examining the application of the theory of sensemaking in IS research. Our findings show that the prospects for IS as a reference discipline are not promising. Based on these findings we suggest that IS scholars hallucinate when they a) assume that to become a 'real' academic discipline, IS has to become a reference discipline, and b) believe that IS will become a reference discipline in time. The Status of Information Systems Research in Australia: Preliminary Results

As the first stage of a study to investigate the status of Information Systems research in Australia, a survey of the heads of all IS discipline groups in Australian universities was conducted. The study revealed a wide range of topics researched (with rapid growth in Electronic Commerce and Knowledge Management), a range of foci, a balance between positivist and interpretivist research, survey was the most frequently used research method, and most research was directed at informing IS professionals.
