    Rubric for Assessing ICT Vision, Plan, Policies and Standards in Malaysian Higher Education

    The paper proposes a rubric for assessing the ICT vision, plan, policies and standards in Malaysian higher education institutions. Based on a selection of twelve survey questionnaires and rubrics that are used to assess ICT implementation, the paper identifies sixteen performance indicators. ICT vision is assessed based on who drives the vision, its focus and the level of awareness and understanding by the campus community. The indicators for ICT plan include the scope of plan, participation in plan development, level of detail, funding for plan and multi-year planning. ICT policies and standards cover the scope, characteristic, participation in the development, level of development and implementation, awareness and understanding by the campus community and how they are reviewed. The paper then uses these indicators to describe the characteristics of three case higher education institutions representing low, moderate and high level of ICT implementation

    Teaching skills in virtual and blended learning environments

    Universities are currently immersed in what is known as the process of European convergence to create the European Higher Education Area (EHEA). The aim is to establish a standardized, compatible and flexible European university system that enables graduates and undergraduates to move easily from one institution to another within Europe. As a result of evaluation mechanisms, the system will be transparent and of high quality, which will make it attractive and competitive internationally in a globalized world. In this paper, we focus on two distance learning modes that will become more important as a result of this change in universities: e-learning and b-learning. These basically involve the virtualization of learning processes through the use of computer equipment. We carried out a qualitative study using the case study method. The results indicate that teaching staff use information and communication technology (ICT) to improve student learning. Similarly, a high percentage (78%) of lecturers use some form of digital platform as a support for teaching. In conclusion, training policies should strengthen university teachers’ skills in the use of ICT equipment, tools and resources related to blended and virtual learning

    A lecturer profile categorization for evaluating education practice quality

The reason for this work is that we found that our faculty perceived the time devoted to teaching as something that had no real impact on the progress of their academic careers, whereas the real impact consists of papers published and grants obtained. Our lecturers require from the university an institutional policy that defines strategies and guidelines to favour a quality education, which in turn requires the definition of a teaching evaluation system. However, a single evaluation system cannot be implemented for all teachers. Different teaching profiles must be defined and the lecturers must be evaluated in accordance with the profiles to which they belong.     Distributing Leadership for Initiating University-Community Engagement

    Facilitating community engagement in education is promoted and emphasised as an investment strategy (Garlick 2000). However, the responsibility for facilitating university-community engagement rests upon university personnel to initiate collaborations with the community. This paper describes and analyses leadership processes for initiating community engagement with the new Queensland University of Technology campus at Caboolture. Data collection and analysis involved observation of practices, and coding interviews, minutes of meetings, and written correspondence with a wide range of participants (i.e., senior QUT staff, lecturers, preservice teachers, principals, school executives and teachers, and other community members). Results indicated that leadership processes involved: (1) articulating visionary directions, (2) communication for instigating change processes, (3) motivating potential key stakeholders, (4) promoting collaboration and team effort, and (5) distributing leadership. This study highlighted the impact of creating positive working environments for developing collaborative partnerships. However, new campuses need to shape university goals to suit individual contexts, which will require considerable input from key stakeholders. Initiating community engagement requires university personnel to connect key stakeholders, and the distribution of leadership will be essential in order to sustain university-community collaborations

    Embracing the future: embedding digital repositories in the University of London

    Digital repositories can help Higher Education Institutions (HEIs) to develop coherent and coordinated approaches to capture, identify, store and retrieve intellectual assets such as datasets, course material and research papers. With the advances of technology, an increasing number of Higher Education Institutions are implementing digital repositories. The leadership of these institutions, however, has been concerned about the awareness of and commitment to repositories, and their sustainability in the future. This study informs a consortium of thirteen London institutions with an assessment of current awareness and attitudes of stakeholders regarding digital repositories in three case study institutions. The report identifies drivers for, and barriers to, the embedding of digital repositories in institutional strategy. The findings therefore should be of use to decision-makers involved in the development of digital repositories. Our approach was entirely based on consultations with specific groups of stakeholders in three institutions through interviews with specific individuals.     Collaborative Development of Open Educational Resources for Open and Distance Learning

    Open and distance learning (ODL) is mostly characterised by the up front development of self study educational resources that have to be paid for over time through use with larger student cohorts (typically in the hundreds per annum) than for conventional face to face classes. This different level of up front investment in educational resources, and increasing pressures to utilise more expensive formats such as rich media, means that collaborative development is necessary to firstly make use of diverse professional skills and secondly to defray these costs across institutions. The Open University (OU) has over 40 years of experience of using multi professional course teams to develop courses; of working with a wide range of other institutions to develop educational resources; and of licensing use of its educational resources to other HEIs. Many of these arrangements require formal contracts to work properly and clearly identify IPR and partner responsibilities. With the emergence of open educational resources (OER) through the use of open licences, the OU and other institutions has now been able to experiment with new ways of collaborating on the development of educational resources that are not so dependent on tight legal contracts because each partner is effectively granting rights to the others to use the educational resources they supply through the open licensing (Lane, 2011; Van Dorp and Lane, 2011). This set of case studies examines the many different collaborative models used for developing and using educational resources and explain how open licensing is making it easier to share the effort involved in developing educational resources between institutions as well as how it may enable new institutions to be able to start up open and distance learning programmes more easily and at less initial cost. Thus it looks at three initiatives involving people from the OU (namely TESSA, LECH-e, openED2.0) and contrasts these with the Peer-2-Peer University and the OER University as exemplars of how OER may change some of the fundamental features of open and distance learning in a Web 2.0 world. It concludes that while there may be multiple reasons and models for collaborating on the development of educational resources the very openness provided by the open licensing aligns both with general academic values and practice but also with well established principles of open innovation in businesses

    Description of the project The research involved six case studies of higher education institutions across England, Scotland and Wales. The project aims were:to explore staff experiences of equity issues and institutional equity policies. Participants were drawn from different occupational backgrounds and a variety of socio-cultural groups paying attention also to gender, sexual orientation, ‘race’/ethnicity, disability, age and religio to conduct a critical discourse analysis of equity policies in the six institution to gather the views of senior manager-academics and administrators on their institutional equality policies, and how these relate to national policie to identify challenges, inadequacies, examples of good practice, and constraints/incentives in relation to equity policies at institutional and sector level
