    Austerity, globalisation and alternatives

    This article argues that austerity is not necessary or externally determined. It is an active class project and an ideological choice of elites and the powerful. There are alternatives to austerity. One is based around equality and economic and social rights. Others involve the restructuring of work to a society based on less paid work, and freedom of movement in a global society of open borders. These would help counter austerity and have benefits of their own

    Although movements of capital, goods and services are growing in importance, workers movements are impeded by restrictive policies in rich countries. Such regulations carry substantial economic costs for developing countries, and prevent global inequality from declining. Even if rich countries are averse to global inequality, a single country lacks incentives to welcome additional migrants as it would bear the costs alone while the benefits accrue to all rich states. Aversion to global inequality confers a public good nature to the South-North migration of low-skill workers. We propose an alternative allocation of labor maximizing global welfare subject to the constraints that the rich countries are at least as well off as in the current "nationalist" (or "Nashionalist") situation. This "no regret" allocation can be decentralized by a tax-subsidy scheme which makes people internalize the fact that as soon as a rich country welcomes an additional migrant, global inequalities are reduced, and each citizen in the rich world is better off too. Our model is calibrated using statistics on immigration, working-age population and output.     This paper will specifically examine the historical impact of decolonization, integration and immigration on the 2020 Brexit decision. The research will identify key events that have contributed to a rise in British Euroscepticism which has continuously served as backdrop for British isolationism and anti-immigrant thought. A study of the increased movement of people attributed to mass mobilization following decolonization and integration will play a key role in highlighting the effects Brexit will have both on Britain and on an international platform. Emphasis will be placed on the implications this history and resulting policies will have on the economic prosperity and stability of future Britain. In this paper, the focus will largely be placed on the post-1973 period, after Britain’s entrance into the EEC. Analysis of the latter quarter of the 20th century will contribute to a better understanding of modern events, decisions and predictions

    The Governance of Migration Policy

    In this paper, I examine high-income country motives for restricting immigration. Abundant evidence suggests that allowing labor to move from low-income to high-income countries would yield substantial gains in global income. Yet, most high-income countries impose strict limits on labor inflows and set their admission policies unilaterally. A core principle underlying the World Trade Organization is reciprocity in tariff setting. When it comes to migration from poor to rich countries, however, labor flows are rarely bidirectional, making reciprocity moot and leaving labor importers with all the bargaining power. One motivation for barriers to labor inflows is political pressure from groups that are hurt by immigration. Raising immigration would depend on creating mechanisms to transfer income from those that immigration helps to those that it hurts. Another motivation for immigration restrictions is that labor inflows from abroad may exacerbate distortions in an economy associated with redistributive tax and transfer policies. Making immigration more attractive would require creating mechanisms that limit the negative fiscal impacts of labor inflows on natives. Fiscal distortions create an incentive for receiving countries to screen immigrants according to their perceived economic impact. For high skilled immigrants, screening can be based on educational degrees and professional credentials, which are relatively easy to observe. For low skilled immigrants, illegal immigration represents an imperfect but increasingly common screening device. For policy makers in labor-importing nations, the modest benefits freer immigration brings may simply not be worth the political hassle.     International trade negotiations and the trans-border movement of people: A review of the literature

    We review the international and New Zealand literatures on the two-way interaction between international migration and agreements designed to enhance cross-border trade or investment. Benefits and costs of migration, to the extent that these may feature in trade and migration negotiations, are discussed. While trade and migration can be substitutes in some contexts, they will be complements in other contexts. Liberalisation of services and the movement of people are likely to offer much more significant gains than liberalisation of remaining barriers to goods trade. Significant scope for liberalisation under GATS mode 4 (the movement of natural persons) may remain. However, temporary migration is already promoted on a unilateral and bilateral basis within immigration policy frameworks that may provide greater flexibility than GATS mode 4. With respect to both trade and migration, the more diverse the exchanging countries are, the greater the economic benefits tend to be. However, greater diversity may also imply greater social costs. This paradox of diversity needs to be addressed through appropriate social policies accompanying enhanced temporary and permanent migration

    Migration without borders: the ethics, economics and governance of free movement

    This article develops and discusses the argument that it is difficult to make an ethical or economic case against free movement of workers. The analysis that leads to this conclusion also enables us to demonstrate that free movement is not only feasible but also more efficient compared to restrictive/protectionist policies. Another implication of the analysis in this paper is that a multilateral framework similar to that of World Trade Organisation (WTO) – e.g., a World Migration Organisation (WMO) - would be an optimal arrangement that could enable member countries to tackle externalities and collective action problems associated with international migration. Although free movement and its multilateral governance are not high on governments’ policy agenda, they remain the most rational solutions to international migration problems in the age of globalisation coupled with persistence in international income inequalities.international migration, free movement of workers, ethics of migration, economics of migration, governance of migration
