    Intel's XL Permit: A Framework for Evaluation

    The paper develops a framework to evaluate permits granted to firms under the Environmental Protection Agency's Project XL � with emphasis on the novel air permit granted to the Intel Corporation. We describe the permit, the process that created it, and the types of costs and benefits likely to arise from this type of "facility-specific" regulatory arrangement. Among other things, the paper describes the permit's impact on environmental quality, production costs, transaction costs, and Intel's strategic market position. The paper also considers how an estimate of the costs and benefits � both to Intel and society � might be estimated. While facility-specific regulation typically conjures images of production cost savings as processes are re-engineered and low-cost abatement strategies pursued, the Intel case highlights perhaps a more important source of benefit: flexibility in the form of streamlined permitting. Flexibility in this form allows for accelerated product introductions, with potentially significant benefits to the firm and possibly to society.

    Firm Assets and Investments in Open Source Software Products

    Open source software (OSS) has recently emerged as a new way to organize innovation and product development in the software industry. This paper investigates the factors that explain the investment of profit-oriented firms in OSS products. Drawing on the resource-based theory of the firm, we focus on the role played by pre-OSS firm assets both upstream and downstream, in the software and the hardware dimensions, to explain the rate of product introduction in OSS. Using a self-assembled database of firms that have announced releases of OSS products during the period 1995-2003, we find that the intensity of product introduction can be explained by a strong position in software technology and downstream market presence in hardware. Firms with consolidated market presence in proprietary software and strong technological competences in hardware are more reluctant to shift to the new paradigm. The evidence is stronger for operating systems than for applications. The fear of cannibalization, the crucial role of absorptive capacity, and complementarities between hardware and software are plausible explanations behind our findings.Product Introduction, Open Source Software, Absorptive Capacity

    Masters of War: Rivals’ Product Innovation and New Advertising in Mature Product Markets.

    We investigate the impact of rivals' product innovation and new advertising on a firm's financial market value in mature product markets. Our test bed is the carbonated soft drink market between 1999 and 2003, a period characterized by a near duopoly between Coca-Cola and Pespi. Empirically, we focus on new product announcements as a proxy of product innovation and on filed trademarks as a measure of new advertising. We find that rival product announcements decrease a firm's financial market value, and that rival filed trademarks increase it. Finally, we find that the effect of new advertising is channeled through market size dynamics, while that of product innovation operates through market share dynamics.     The Determinants of Pharmaceutical R&D Expenditures: Evidence from Japan

    During the past 20 years, the world pharmaceutical industry has experienced a dramatic increase in R&D intensity. We apply and extend a model developed by Grabowski and Vernon (2000) with a pooled data sample of the 15 publicly listed Japanese drug firms for the period 1987 to 1998. As in the reference paper, we find expected returns to be an important determinant of R&D spending in the Japanese drug industry, albeit considerably smaller than in the U.S., which is particularly obvious in the case of returns from newly introduced drugs. However, our results are sensitive to econometric model specification, in particular to controlling for serial correlation and to a dynamic specification of the baseline model. Likewise, estimates on financial constraints are sensitive to model specification, indicating that Japanese drug firms face small or no financial constraints. Our results are consistent with the general literature on R&D investment behaviour, yet raise some methodological questions with regard to the original study.R&D, investment, panel data estimation, pharmaceuticals, Japan

    Computer Industry Mergers and Acquisitions: Determinants of Short-Term Value Creation

    We examine cumulative abnormal returns of mergers and acquisitions in the computer industry over a twenty-day event window surrounding merger announcement. Our findings indicate that acquirers, on average, are generally not able to capture statistically significant cumulative abnormal returns over this event window, while targets are able to capture large, positive statistically significant cumulative abnormal returns. We find that the premium paid by acquirers and in turn received by targets possesses explanatory merit with regards to both acquirer and target cumulative abnormal returns. Additionally, our results reveal that when improvement of marketing capabilities is a stated rationale for pursuing a merger, it has statistically significantly explanatory power of target cumulative abnormal returns
