    Since technology has been involved in the business context, Business and Information Technology Alignment (BITA) has been one of the main concerns of IT and Business executives and directors due to its importance to overall company performance, especially today in the age of digital transformation. Several models and frameworks have been developed for BITA implementation and for measuring their level of success, each one with a different approach to this desired state. The BITA measurement is one of the main decision-making tools in the strategic domain of companies. In general, the classical-internal alignment is the most measured domain and the external environment evolution alignment is the least measured.     Aquaculture, fisheries, poverty and food security

    Fisheries and aquaculture play important roles in providing food and income in many developing countries, either as a stand-alone activity or in association with crop agriculture and livestock rearing. The aim of this paper is to identify how these contributions of fisheries and aquaculture to poverty reduction and food security can be enhanced while also addressing the need for a sustainability transition in over-exploited and over-capitalized capture fisheries, and for improved environmental performance and distributive justice in a rapidly growing aquaculture sector. The focus of the paper is on the poverty and food security concerns of developing countries, with an emphasis on the least developed. The emphasis is on food security rather than poverty reduction policies and strategies, although the two are of course related. The food security agenda is very much to the fore at present; fish prices rose along with other food prices in 2007-8 and as fish provide important nutritional benefits to the poor, food security has become a primary concern for sector policy

    Better by design: Business preferences for environmental regulatory reform

    We present the preferences for environmental regulatory reform expressed by 30 UK businesses and industry bodies from 5 sectors. While five strongly preferred voluntary regulation, seven expressed doubts about its effectiveness, and 18 expressed no general preference between instrument types. Voluntary approaches were valued for flexibility and lower burdens, but direct regulation offered stability and a level playing field. Respondents sought regulatory frameworks that: are coherent; balance clarity, prescription and flexibility; are enabled by positive regulatory relationships; administratively efficient; targeted according to risk magnitude and character; evidence-based and that deliver long-term market stability for regulatees. Anticipated differences in performance between types of instrument can be undermined by poor implementation. Results underline the need for policy makers and regulators to tailor an effective mix of instruments for a given sector, and to overcome analytical, institutional and political barriers to greater coherence, to better coordinate existing instruments and tackle new environmental challenges as they emerge

    This paper undertakes a critical assessment of the influence of the EU Cohesion policy on regionalisation and the role of regional institutions in Central and Eastern Europe. It addresses questions that are central to ongoing theoretical debates about the role of the region in the new member states. Have the powers and resources of the regions been strengthened by their involvement in EU support programmes? Are regions increasingly involved in integrated 'bottom-up' responses to regional development challenges? The paper offers a fresh perspective on these issues, with a cross-national analysis of practical experience in the postenlargement period and a detailed assessment of the technical, variable, and complex reality of working with EU Structural Funds. A distinctive approach of the analysis is to disaggregate the stages of Structural Funds programme management and delivery, thereby highlighting the varied nature of regional involvement in Structural Funds. Ultimately, the paper questions the notion that Structural Funds build regional structures and competence, and lead to 'stronger regions'. Instead, it is argued that there is no guarantee that the Structural Funds will necessarily promote regionalisation in Central and Eastern Europe, at least in the short to medium terms

    Modes of Governance in the Dutch Social Housing Sector

    Abstract: We describe and analyze five consecutive modes of governance in the Dutch social housing sector. We compare these institutional forms with the five policy values that the sector was assumed to realize. For that purpose we propose and use a new, analytical framework based on a separation principle that is applied to the coercion domain (the governance of transactions) as well as to the interaction domain (the welfare values). The consecutive modes of governance were introduced to cope with the changing welfare policies, but with varying results. In this paper we show that the implemented modes of governance in the Dutch social housing sector did not always realize the values that the sector was supposed to deliver. The framework we propose also facilitates the discussion about the concept of a social enterprise and the embedding of a service of general interest in the European Union.Transaction cost economics;modes of governance;values and services;social enterprise;service of general interest;social housing
