Ethics of e-voting: an essay on requirements and values in Internet elections
In this paper, we investigate ethical issues involved in the development and implementation of
Internet voting technology. From a phenomenological perspective, we describe how voting via the
Internet mediates the relation between people and democracy. In this relation, trust plays a major
role. The dynamics of trust in the relation between people and their world forms the basis for our
analysis of the ethical issues involved. First, we consider established principles of voting,
confirming the identity of our democracy, which function as expectations in current experiments
with online voting in the Netherlands. We investigate whether and how Internet voting can meet
these expectations and thereby earn trust, based on the experiments in the Netherlands. We identify
major challenges, and provide a basis for ethical and political discussion on these issues, especially
the changed relation between public and private. If we decide that we want to vote via the Internet,
more practical matters come into play in the implementation of the technology. The choices
involved here are discussed in relation to the mediating role of concrete voting technologies in the
relation between citizen and state
Voting as a Signaling Device
In this paper, citizens vote in order to influence the election outcome and in order to signal their unobserved characteristics to others. The model is one of rational voting and generates the following predictions: (i) The paradox of not voting does not arise, because the benefit of voting does not vanish with population size. (ii) Turnout in elections is positively related to the size of the local community and the importance of social interactions. (iii) Voting may exhibit bandwagon effects and small changes in the electoral incentives may generate large changes in turnout due to signaling effects. (iv) Signaling incentives increase the sensitivity of turnout to voting incentives in communities with low opportunity cost of social interaction, while the opposite is true for communities with high cost of social interaction. Invalid Ballots and Electoral Competition
We study how the closeness of electoral race affect the number of invalid ballots under the traditional paper-ballot voting technology. Using a large dataset from the Italian parliamentary elections in 1994-2001, we find a strong positive correlation between the closeness of electoral race and the fraction of invalid ballots. This correlation is not driven by voters' behavior, the biased actions of election officers, or the strategic pressure by parties. The theory that garners most support is that of unbiased election officers that increase their effort in response to higher (expected) closeness of electoral race, so as to reduce the likelihood of incorrectly adjudicating the victory. We also find large North-South differences in the patterns of invalid ballots: (i) electoral districts and municipalities in Southern Italian regions have a substantially higher level of invalid ballots, and (ii) the correlation between the closeness of electoral race and the fraction of invalid ballots is absent in the South. Social capital and organized crime explain these differences: once these two features are accounted for, the districts and municipalities in the South behave similarly to those in the North.invalid ballots; electoral competition; social capital; voting technology; Italian parliamentary elections
Are Americans confident their ballots are counted?
Building on the literature that investigates citizen and voter trust in government, we analyze the topic of voter confidence in the American electoral process. Our data comes from two national telephone surveys where voters were asked the confidence they have that their vote for president in the 2004 election was recorded as intended. We present preliminary evidence that suggests confidence in the electoral process affects voter turnout. We then examine voter responses to determine the overall level of voter confidence and analyze the characteristics that influence the likelihood a voter is confident that their ballot was recorded accurately. Our analyses indicate significant differences in the level of voter confidence along both racial and partisan lines. Finally, we find voter familiarity with the electoral process, opinions about the electoral process in other voting precincts, and both general opinions about voting technology and the specific technology the voter uses significantly affect the level of voter confidence
Expert Politicians, Electoral Control, and Fiscal Restraints
Fiscal restraints have been argued to force todayâs governments to internalize the externalities that result from extensive borrowing on future electorates and governments as well as on other countries by causing fiscal instability. In this article we provide an alternative argument for fiscal restraints which is based on an agency perspective on government. A budget maximizing politician is better informed than the electorate about the necessary spending to ensure the states ability to provide services for the economy. In this respect, the politician is an expert in the meaning of the credence good literature. The electorate, being able to observe the budget but not the necessary level of spending, will reelect a government if its budget does not exceed a critical level. A fiscal restraint limits the maximum spending a government will choose if the reelection level is not sufficient to ensure the stateâs ability to provide services to the economy. We determine when such a fiscal restraint improves voter welfare and discuss the role of the opposition in situations where very high levels of spending are required.electoral control, fiscal restraints, credence goods
Why do Politicians Delegate?
Opportunistic politicians maximize the probability of reelection and rents from office holding. Can it be optimal from their point of view to delegate policy choices to independent bureaucracies? The answer is yes: politicians will delegate some policy tasks, though in general not those that would be socially optimal to delegate. In particular, politicians tend not to delegate coalition forming redistributive policies and policies that create large rents or effective campaign contributions. Instead they prefer to delegate risky policies to shift risk (and blame) on bureaucracies.
Public Evidence from Secret Ballots
Elections seem simple---aren't they just counting? But they have a unique,
challenging combination of security and privacy requirements. The stakes are
high; the context is adversarial; the electorate needs to be convinced that the
results are correct; and the secrecy of the ballot must be ensured. And they
have practical constraints: time is of the essence, and voting systems need to
be affordable and maintainable, and usable by voters, election officials, and
pollworkers. It is thus not surprising that voting is a rich research area
spanning theory, applied cryptography, practical systems analysis, usable
security, and statistics. Election integrity involves two key concepts:
convincing evidence that outcomes are correct and privacy, which amounts to
convincing assurance that there is no evidence about how any given person
voted. These are obviously in tension. We examine how current systems walk this

Combatting electoral traces: the Dutch tempest discussion and beyond
In the Dutch e-voting debate, the crucial issue leading to the abandonment of all electronic voting machines was compromising radiation, or tempest. Other countries, however, do not seem to be bothered by this risk. In this paper, we use actor-network theory to analyse the socio-technical origins of the Dutch tempest issue in e-voting, and its consequences for e-voting beyond the Netherlands. We introduce the term electoral traces to denote any physical, digital or social evidence of a voter's choices in an election. From this perspective, we provide guidelines for risk analysis as well as an overview of countermeasures
