    Digital exclusion: coming out from behind closed doors

    Government visions of a digital future show little indication of how disabled people, reliant on access technology, will participate. Access technology has the potential to offer independent use of the Internet but many disabled people already face barriers that prevent them having equitable digital experiences. Multiple obstacles include high set-up costs, inadequate technical support and exclusive design practices. Due to the high levels of personalisation required, many disabled people are restricted to using computers at home. As a result their problems with access often remain unacknowledged and hidden behind closed doors. As online governance of welfare gathers pace, so greater awareness of the diversity of ways in which disabled people interact with digital environments is called for. Without this, government expansion into digital-only welfare risks isolating even further those who have the most to gain

    Combating e-discrimination in the North West - final report

    The Combating eDiscimination in the North West project examined over 100 websites advertising job opportunities both regionally and nationally, and found the vast majority to be largely inaccessible. Professional standards, such as using valid W3C code and adhering to the W3C Web Content Accessibility Guidelines, were largely not followed. The project also conducted interviews with both public and private sector web professionals, and focus groups of disabled computer users, to draw a broader picture of the accessibility of jobs websites. Interviews with leading web development companies in the Greater Manchester region, showed that there is a view there should not be any additional cost in making websites accessible, as the expertise to create a site professionally should be in place from the start, and that accessibility will follow from applying professional standards. However, through the process of trying to create a website for the project, with such a company, it was found that following professional standards is not sufficient to catch all the potential problems, and that user testing is an essential adjunct to professional practice. The main findings of the project are, thus, that: • Most websites in the job opportunities sector are not following professional standards of web development, and are largely inaccessible • Professional standards of web development need to be augmented with user testing to ensure proper accessibility

    ICT-related skills and needs of blind and visually impaired people

    This study focuses on the relationship between the ICT-related training offered to blind and\ud visually impaired people and their actual, self-reported and demonstrated, competencies\ud for online activities and information processing. The findings of the study can shed light on\ud how people with severe visual disabilities are prepared to access the web for educational,\ud institutional and social participation. The study also gives insight in the validity of instruments\ud to measure ICT-linked skills for the target group and creates an empirical foundation for\ud improvements of ICT-related training. The first phase of the study investigated how blind\ud and visually impaired people perceive their participation in society through ICT. An\ud extensive interview showed how this audience perceives the frequency and quality of their\ud Internet use (or absence thereof) and how they acquired these skills

    Invisible publics: higher education and digital exclusion

    Teaching in public involves reducing barriers to access and nowhere is this more appropriate than with the subject of electronic resources and the delivery of virtual learning opportunities. The future of the university, in a time of resurgence of neo-liberal values, the primacy of market forces and an increasing emphasis on private rather than public provision, has become the subject of much debate. Insufficient attention, however, is being paid to the possibility of exclusion, which is the inevitable result of increasing digital pedagogies and practices. This chapter focuses on the role of the university in ensuring equitable access to digital technology. Over the last decade, the possibilities of virtual learning have included pportunities for widening participation, increasing student numbers and opening up world trades in professional and academic expertise, thereby sustaining the globalization of education. This chapter addresses the limitations to these opportunities, in particular the failure to prioritize issues of digital inclusion and the divisive consequences of digital discrimination. The chapter is in two parts: the first examines the adoption of virtual learning within higher education, in particular, the ability of the technology to both enable and deny access. The second looks at the wider implications of this duality when set against the background of an increasingly digital society, and how inclusive practices are failing to have inclusive results

    A City is the space where every person acquires the citizen condition, which demands access to multiple services and facilities, and develops social relations in a free and equal condition of options. A lack of accessibility limits independency and autonomy. Thus, the relationship between “sustainable development” and “accessibility for all” becomes clearer, and both goals reinforce each other. In this sense, information plays a key role in order to overcome existing barriers, specially for people who rarely use public transport, have impaired mobility, or make a particular journey for the first time. The impact and benefits is linked with public transport as a “facilitator” of mobility, and, in particular, for the aim of intermodality. The usefulness of information that should be provided (both the information itself and how is offered) to mobility impaired users (MI users) is discussed on this paper based on following of the ASK-IT project that has being carry out on Madrid. The work was done in close cooperation with representatives of all different types of MI user groups

    This paper considers ways in which older people can be excluded in UK society and then reviews public library provision. It begins by considering the position of older people in the light of current social and economic policy, and also individuals’ experience, and others’ perceptions, of ageing. It then briefly reviews studies of the information needs of older people. UK public library policy and provision are then considered. Drawing on research on the social impact of public libraries, it is argued that public libraries represent a broadly positive, and valued, resource for older people. At the same time, the diversity of individuals grouped together as ‘older people’ is emphasised and it is suggested that this needs to be reflected in the delivery of library services. Much existing good practice is identified as being based on local partnerships and consultation, and the paper argues for the increased usage of these (September 2000)
