It includes a review of the empirical research about eParticipation in six European countries (Austria, Denmark, France, Germany, Italy, and Sweden) and in the international research. This report also provides a comparative picture of national and international research, and outlines overall research findings and research gaps

    Designing an Online Civic Engagement Platform: Balancing More vs. Better Participation in Complex Public Policymaking

    A new form of online citizen participation in government decisionmaking has arisen in the United States (U.S.) under the Obama Administration. “Civic Participation 2.0” attempts to use Web 2.0 information and communication technologies to enable wider civic participation in government policymaking, based on three pillars of open government: transparency, participation, and collaboration. Thus far, the Administration has modeled Civic Participation 2.0 almost exclusively on a universalist/populist Web 2.0 philosophy of participation. In this model, content is created by users, who are enabled to shape the discussion and assess the value of contributions with little information or guidance from government decisionmakers. The authors suggest that this model often produces “participation” unsatisfactory to both government and citizens. The authors propose instead a model of Civic Participation 2.0 rooted in the theory and practice of democratic deliberation. In this model, the goal of civic participation is to reveal the conclusions people reach when they are informed about the issues and have the opportunity and motivation seriously to discuss them. Accordingly, the task of civic participation design is to provide the factual and policy information and the kinds of participation mechanisms that support and encourage this sort of participatory output. Based on the authors’ experience with Regulation Room, an experimental online platform for broadening effective civic participation in rulemaking (the process federal agencies use to make new regulations), the authors offer specific suggestions for how designers can strike the balance between ease of engagement and quality of engagement – and so bring new voices into public policymaking processes through participatory outputs that government decisionmakers will value

    Exploring Inclusive Cities for Migrants in the UK and Sweden: A Scoping Review

    In recent years, social work with migrants and ethnic minorities has developed as a field of research and practice. Further, it is recognised in the literature that the increased processes of human mobility in today’s societies have driven a growing focus on inclusive cities, especially in larger urban areas where ethnic diversity and cultural heterogeneity can be found alongside newly arrived migrants seeking a better quality of life, safety, and sanctuary. There is a strong link between individuals’ well‐being and their relationship with spaces, institutions, and resources. Cities and their urban environment have been increasingly identified as key arenas where social, economic, and ecological societal challenges should be addressed. In the context of migration, municipalities have invested in dealing with both inclusive and sustainable policies. However, cities are not uniformly experienced by all. This scoping review seeks to answer how an inclusive city is conceptualised in the Swedish and the UK’s social work literature concerning migration. Using social exclusion and inclusion as the theoretical points of view, we conduct analysis using Arksey and O’Malley’s (2005) six‐stage methodological framework. Despite social work playing a major role in the social inclusion of immigrant minorities in cities, through promoting participation, there is a lack of knowledge and research on social work engagement with social inclusion, both in the fields of social policy and practices. This article contributes to an enhanced understanding of what an inclusive city is, and the role of social work in defining and developing social policies and professional interventions for inclusive cities to support the integration of migrants with distinct needs. We offer a much‐needed review of the similarities and differences between the two geographies by analysing the social work perspectives from Sweden and the UK

    The Narrative, Discourse and Terminology of the Western Balkans Online Media Reporting on the Russia-Ukraine War

    Reporting by various media on armed conflicts produce news about the events from both the frontlines and the country a war takes place. Given that reporting from war zones has changed and that many media outlets do not even send their journalists to cover the fighting on the ground but opt for citing news agencies, the social media, or the local media, we bear out that reporting from the Russian-Ukraine war constitutes a mixed journalism between that of war and peace. The narrative, discourse, and terminology used by the Western Balkans online media in Albanian, Serbian, and Macedonian, differ depending on the language and the country that the certain media operate. The content provided in the body of articles is less striking than of what appears in the headlines of the same news items, meaning that online media tend to prioritize sensationalism and that the reporting strategy in essence reduces the quality of the media narrative and discourse. The results of our research highlight the importance of telling between different types of conflict frames omnipresent in the online media reporting contexts
