Services of cloud-oriented open science systems for supporting scientific and educational activities
У статті розкрито сутність концепції відкритої науки, що базується на трьох головних принципах: відкритому доступі до наукових публікацій, відкритих дослідницьких даних, відкритій співпраці. Проілюстровано відмінності між традиційним дослідженням та спільним, колаборативним паралельним дослідженням. Проаналізовано і систематизовано сервіси хмаро орієнтованих систем відкритої науки, доцільні для використання в науково-освітній діяльності: спеціалізовані пошукові системи, сервіси візулізації контенту, сервіси для ефективного зберігання й обміну даними, сервіси для зв’язку і комунікації, репозиторії наукових робіт та ін. Схарактеризовано Європейську хмару відкритої науки.The article reveals the essence of the concept of open science based on three main principles: open access to scientific publications, open research data, and open cooperation. The differences between traditional research and joint, collaborative parallel research are illustrated. Coastal Resource Management in the Wider Caribbean: Resilience, Adaptation, and Community Diversity
The Caribbean Sea is the second largest sea in the world, including more than 30 insular and continental countries with an approximate population of 35 million. In addition to its highly fractionalized territory, it is characterized by a great linguistic and cultural diversity, a phenomenon enhanced by increasing internal migrations and the expansion of tourism. The implementation of coastal management programs, often embedded in top-down approaches, is therefore faced with a series of ecological and social constraints, explaining why they have had only limited success. This book presents an alternative look at existing coastal management initiatives in the North America (Caribbean); focusing on the need to pay more attention to the local community. Emphasizing the great heterogeneity of Caribbean communities, the book shows how the diversity of ecosystems and cultures has generated a significant resilience and capacity to adapt, in which the notion of community itself has to be re-examined. The concluding chapter presents lessons learned and a series of practical recommendations for decision-makers
The Transaction Cost Problem in International Intellectual Property Exchange and Innovation Markets
In recent years, there has been a dramatic surge in cross-border IP exchange transactions driven by globalization, open innovation, and the escalating strategic value of IP to competitive firms, the positive result of which are significantly developed global IP markets. While critical to these global IP markets, international IP exchange remains highly inefficient because parties face excessive transaction costs relative to transaction value, both in transaction design and negotiation and in transaction enforcement. These transaction costs arise from the territoriality of IP laws and low visibility into individual state IP law regimes that IP exchange transactions may implicate, thus imposing on parties the costs and risk of incomplete contracts and unpredictable legal rules that undermine transaction confidence and value. This Article explores the causes of the transaction cost problem in cross-border IP exchange and submits that a normative legal framework based on private rulemaking would mitigate transaction costs and increase transactional efficiency, and thereby enhance continued growth of global IP exchange markets

МОДЕЛЮВАННЯ СИСТЕМИ ВІДКРИТОЇ НАУКИ ДЛЯ ПРОФЕСІЙНОГО РОЗВИТКУ ТА ДІЯЛЬНОСТІ ВЧИТЕЛІВ
Формулювання проблеми. Розвиток цифрових засобів, хмаро орієнтованих систем сприяє підвищенню доступності здобутків відкритої науки, відкриває нові можливості для фахівців різних сфер діяльності, в т.ч. вчителів закладів загальної середньої освіти. Так, хмаро орієнтовані сервіси відкритої науки мають потенціал значно покращити професійний розвиток вчителів, надаючи їм доступ до великої кількості ресурсів, інструментів і можливостей для підвищення якості навчання та викладання.
Матеріали і методи. Представлено деякі результати дослідження, що виконується в рамках проєкту «Хмаро орієнтовані системи відкритої науки у навчанні і професійному розвитку вчителів» (реєстраційний номер 2020.02/0310) за рахунок грантової підтримки Національного фонду досліджень України. Застосовано теоретичні методи, зокрема аналіз дослідницьких робіт вітчизняних і закордонних дослідників, експертів, аналіз міжнародних документів, рекомендацій.
Результати. Розроблено модель системи відкритої науки, що містить: принципи та чинники, які сприятимуть її успішній реалізації; фасилітаторів, які залучені в процеси запровадження відкритої науки; бенефіціарів – суб’єктів, які отримають від цього максимальну користь; е-інфраструктуру. Визначено можливості використання відкритої науки у професійному розвитку та діяльності вчителів; можливості та переваги хмаро орієнтованих сервісів відкритої науки для професійного розвитку вчителів. Обґрунтовано виклики відкритої науки та чинники подолання перешкод на шляху її запровадження. Розроблено рекомендації щодо розвитку системи відкритої науки, які можна використати як для поширення принципів відкритої науки загалом, так і для покращення професійного розвитку та діяльності вчителів зокрема.
Висновки. Нині відкрита наука є невід’ємним елементом розвитку сучасного глобалізованого світу, що сприяє підвищенню якості, прозорості і достовірності наукових досліджень. ЇЇ упровадження і розвиток стали можливими завдяки широкому застосуванню цифрових засобів, зокрема хмаро орієнтованих сервісів і систем. Для вчителя застосування хмаро орієнтованих сервісів відкритої науки відкриває потенціал для професійного розвитку, надаючи доступ до великої кількості ресурсів, інструментів та можливостей для підвищення якості навчання та викладання. При цьому успішність моделювання і запровадження системи відкритої науки залежить від узгодженості та ефективності взаємодії різних суб’єктів відкритої науки – від політиків до освітян
City Science for Urban Challenges
Between January 2019 and July 2020, over 35 European cities formed
the City Science Initiative (CSI) to explore how the science-policy interface
operates in light of the emergent urban challenges and crises. It seems
that the impact of current national and EU funded research funded programs
needs to be enhanced for tackling cities urban challenges. This report
aims to inspire people in municipalities, universities, networks, different layers of government and the European Commission to develop a variety of
science-policy interfaces for handling of urban challenges in the near future.
The CSI pilot collaboration has brought together European small, medium
and large sized cities, different services of the European Commission, different networks of cities and funding programmes. The gathered City Science
Officers reflected on what they need and exchanged current practice and
insight. To bridge the existing gap between science and policy, new methodologies need to be developed in all phases of the research process. The
report argues that design as a discipline can help to build bridges, solutions
and communication strategies for such science-policy interfaces.
The CSI concludes that the science-policy interface needs to improve
significantly and soon. Cities are not rich and need to be efficient in how
they develop policy for making people’s living environment healthy and
safe. Collaboration between cities, facilitated by European institutions and
networks, is crucial for handling urban challenges and unanticipated
crises as also the COVID 19 pandemic indicates
