Sustainable coalitions in the commons
It is well known that the non-cooperation among agents harvesting a renewable resource is critical for its sustainable management. The present paper gives insights on the complex balance between coalitions structure, resource state or dynamics and agentsâ heterogeneity to avoid bio-economic collapses. A model bringing together coalition games and a viability approach is proposed to focus on the compatibility between bio-economic constraints and an exploited common stock dynamics. It is examined to what extent cooperation promotes sustainability. Based on the Shapley value, a measure of the marginal contribution of the users to the sustainability of the resource is proposed. It suggests that the stability of the grand coalition occurs for large enough stocks. Diffusion of shared goods in consumer coalitions. An agent-based model
This paper focuses on the process of coalition formation conditioning the common decision to adopt a shared good, which cannot be afforded by an average single consumer and whose use cannot be exhausted by any single consumer. An agent based model is developed to study the interplay between these two processes: coalition formation and diffusion of shared goods. Coalition formation is modelled in an evolutionary game theoretic setting, while adoption uses elements from both the Bass and the threshold models. Coalitions formation sets the conditions for adoption, while diffusion influences the consequent formation of coalitions. Results show that both coalitions and diffusion are subject to network effects and have an impact on the information flow though the population of consumers. Large coalitions are preferred over small ones since individual cost is lower, although it increases if higher quantities are purchased collectively. The paper concludes by connecting the model conceptualisation to the on-going discussion of diffusion of sustainable goods, discussing related policy implications

Governing in the Anthropocene: are there cyber-systemic antidotes to the malaise of modern governance?
The Anthropocene imposes new challenges for governments, demanding capabilities for dealing with complexity and uncertainty. In this paper we examine how effective governing of social-biophysical dynamics is constrained by current processes and systems of government. Framing choices and structural determinants combine to create governance deficits in multiple domains, particularly in relation to the governing of complex larger-scale social â biophysical systems. Attempts to build capability for governing âwicked problemsâ are relevant to sustainability science and Anthropocene governance, but these have mostly failed to become institutionalised. Two cases studies are reported to elucidate how the systemic dynamics of governing operate and fail in relation to espoused purpose. In the UK attempts to enact âjoined-upâ governmentâ during the years of New Labour government reveal systemic flaws and consistent praxis failures. From Australia we report on water governance reforms with implications for a wide range of complex policy issues. We conclude that innovations are needed to build capacity for governing the unfolding surprises and inherent uncertainties of the Anthropocene. These include institutionalising, or structural incorporation, of cyber-systemic thinking/practices that can also enhance empowerment and creativity that underpins sustainability science

Labor unions have evolved tremendously since their inception in 1866 in the United States. Today, some unions in the Buffalo region are responding to free market fundamentalism with the development of multiple coalition partners. Coalitions are composed of unions and like-minded activist organizations. This creative response to a long-term economic crisis has created a high road social infrastructure. This article develops a political economy account of global environmental governance to improve upon our understanding of the contemporary conduct of environmental politics and to clarify thinking about the potential for, and barriers to, effective environmental reform. By elaborating the key contours of a political economy account on the one hand and opening up to critical enquiry prevailing understandings of what is meant by âglobalâ âenvironmentalâ and âgovernanceâ on the other, such an approach is able to enhance our understanding of the practice of environmental governance by emphasising historical, material and political elements of its (re) constitution and evolution

The New Solidarity? Trade Union Coalition-Building in Five Countries
[Excerpt] The purpose of this chapter is to present a framework for the analysis of union coalition-building and demonstrate its utility using comparative empirical material mainly from the United States, Germany, and the United Kingdom though we also comment on union action in Italy and Spain. In what follows, we seek to define union-coalitions and specify their functions, identify a variety of types of coalition and the variety of factors that encourage unions to forge coalitions. We then set out and seek to explain the variable patterns of coalition use across our five countries. The chapter concludes in speculative vein, by considering the role that coalition building should and could play in the revitalization of national labour movements
Which conceptual foundations for environmental policies? An institutional and evolutionary framework of economic change
This paper draws on institutional and evolutionary economics and contributes to an approach to environmental policy which diverges from mainstream prescriptions. The 'socio-technical system' is the core concept: this is a complex made of co-evolving institutions, technologies, markets and actors that fulfils an overall societal need (such as housing, production, mobility, etc.). A systemic and dynamic analysis of those structural changes which are needed to create more sustainable socio-technical systems is provided; actors â and their ability to influence politics and policy â are explicitly taken into consideration. Unsustainable socio-technical systems feature a relevant resistance to change, because they are embedded in the very structure of our society and because of the conservative action of dominant stakeholders; this is why no environmental policy will be effective unless it aims at 'unlocking' our societies from their dominance. But also a constructive side of environmental policy is needed in order to establish new and more sustainable socio-technical systems; consistently, environmental policy is viewed as a combination of actions that can trigger, make viable and align those institutional, technological and economic changes which are needed to reach sustainability. Again, actors (for change) are at the heart of this vision of environmental policy: as subject, because the creation of new and sustainable socio-technical systems is made possible by (coalitions of) actors for change; as object, because environmental policy â to be effective â must actively support the empowerment, legitimation and social networking of such coalitions. A âchicken and eggâ problem remains: who comes first?
