    National systems of innovation (NSIs) provide the context within which all processes of technology development, transfer and uptake occur - they refer to the network of actors (e.g. firms, universities, research institutes, government departments, NGOs) within which innovation occurs, and the strength and nature of the relationships between them. Nurturing NSIs in relation to climate technologies provides a powerful new focus for international policy with potential to underpin more sustained and widespread development and transfer of climate technologies. This working paper builds on an invited presentation by one of the authors at a workshop on NSIs convened by the Technology Executive Committee (TEC) of the United Nations Framework Convention on Climate Change (UNFCCC). It identifies policy recommendations for consideration of the TEC.     Measurement and reporting of climate-smart agriculture: technical guidance for a countrycentric process

    Given the extent of climate-smart agriculture (CSA) initiatives at project, national, regional and global levels, there is increasing interest in tracking progress in implementing CSA at national level. CSA is also expected to contribute to higher-level goals (e.g., the Paris Agreement, Africa Union’s Vision 25x25, and the Sustainable Development Goals [SDGs], etc.). Measurement and reporting of climate-smart agriculture (MR of CSA) provides intelligence on necessary the status, effectiveness, efficiency and impacts of interventions, which is critical for meeting stakeholders’ diverse management and reporting needs. In this paper, we build the case for a stakeholder-driven, country-centric framework for MR of CSA, which aims to increase coordination and coherence across stakeholders’ MR activities, while also aligning national reporting with reporting on international commitments. We present practical guidance on how to develop an integrated MR framework, drawing on findings from a multi-country assessment of needs, opportunities and capacities for national MR of CSA. The content of a unified MR framework is determined by stakeholders’ activities (how they promote CSA), needs (why MR is useful to them) and current capacities to conduct periodic monitoring, evaluation and reporting (how ready are institutions, staff and finances). Our analysis found that explicit demand for integration of data systems and active engagement of stakeholders throughout the entire process are key ingredients for building a MR system that is relevant, useful and acted upon. Based on these lessons, we identify a seven-step framework for stakeholders to develop a comprehensive information system for MR of progress in implementing CSA

    Resilient livelihoods and food security in coastal aquatic agricultural systems: Investing in transformational change

    Aquatic agricultural systems (AAS) are diverse production and livelihood systems where families cultivate a range of crops, raise livestock, farm or catch fish, gather fruits and other tree crops, and harness natural resources such as timber, reeds, and wildlife. Aquatic agricultural systems occur along freshwater floodplains, coastal deltas, and inshore marine waters, and are characterized by dependence on seasonal changes in productivity, driven by seasonal variation in rainfall, river flow, and/or coastal and marine processes. Despite this natural productivity, the farming, fishing, and herding communities who live in these systems are among the poorest and most vulnerable in their countries and regions. This report provides an overview of the scale and scope of development challenges in coastal aquatic agricultural systems, their significance for poor and vulnerable communities, and the opportunities for partnership and investment that support efforts of these communities to secure resilient livelihoods in the face of multiple risks

    The Learning Alliance for Adaptation in Smallholder Agriculture is a knowledge platform which leverages the strengths, opportunities and diverse audiences of the International Fund for Agriculture (IFAD) and the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The objective of the Learning Alliance is to produce and disseminate evidence for informed policy and implementation of climate-smart agriculture (CSA) interventions by capturing, analyzing and communicating lessons emerging from the IFAD supported global Adaptation in Smallholder Agriculture Programme (ASAP). The Learning Alliance strives to enable agricultural development policy-makers and practitioners make science-based decisions in the context of climate change. The underlying assumption of the Learning Alliance is that the “provision of demand-driven research outputs to policy-makers and practitioners is a key mechanism for improving the effectiveness of adaptation actions among ultimate beneficiaries, in this case smallholder farmers”. The review aims to identify areas for improvement to achieve the planned outcomes of the Learning Alliance more effectively. It provides recommendations to inform a further phase, based on the experience of those closely involved in the knowledge production and implementation of the Alliance

    The overall objective of the Foundation's Disease Surveillance Networks (DSN) Initiative is to strengthen technical capacity at the country level for disease surveillance and to bolster response to outbreaks through the sharing of technical information and expertise. It supports formalizing collaboration, information sharing and best practices among established networks as well as trans-national, interdisciplinary and multi-sectoral efforts, and is experienced in developing and fostering innovative partnerships. In order to more effectively address disease threats, the DSN has four key outcome areas:(1) forming and sustaining trans-boundary DSN;(2) strengthening and applying technical and communication skills by local experts and institutions;(3) increasing access and use of improved tools and methods on information sharing, reporting and monitoring; and(4) emphasizing One Health and transdisciplinary approaches to policy and practice at global, regional and local levels

    Gender Mainstreaming Case Study - India: Chhattisgarh Irrigation Development Project

    Project Goals and Results ‱ The Chhattisgarh Irrigation Development Project (CIDP) aimed to increase agricultural productivity, improve rural livelihoods, and reduce poverty by improving irrigation delivery, enhancing agricultural practices, and strengthening water resource management. ‱ The CIDP supported the rehabilitation and upgrading of irrigation systems that serve more than 150,000 households; strengthened government capacity to assist water users’ associations (WUAs); and trained 1,250 out of 1,324 WUAs in Chhattisgarh based on the Participatory Irrigation Management (PIM) Act, a legislation that mandated the roles and responsibilities of WUAs, including the membership of women in irrigation management. It also trained 191 WUAs on how to improve agricultural techniques and how to be more effective in general. It offered opportunities for collective actions by communities, such as joint purchase of seeds, fertilizers, and pesticides, and joint marketing of produce. Overall, participants reported improved crop yields and higher household incomes. ‱ Building on the new PIM Act, the CIDP strengthened women’s participation in WUAs. A widespread education campaign raised awareness on the importance of women’s participation in decision making and encouraged women to become active in these associations. In the 2007 WUA elections, women were elected in one-third of available positions. Processes and Management Tools ‱ The PIM Act was passed through the CIDP. With this new law, the CIDP promoted PIM, especially women’s participation. The project predated the requirement for a Gender Action Plan and gender targets and indicators in the Design and Monitoring Framework (DMF) outputs. Gender-related strategies and targets were indicated in the Summary Poverty Reduction and Social Strategy. ‱ All irrigation upgrading and rehabilitation activities included contractual obligations to offer “equal pay for equal work” to men and women. ‱ Technical assistance supported activities to promote women’s participation in irrigation management and their election to WUA committees

    Children of female sex workers and injection drug users: a review of vulnerability, resilience, and family-centered models of care in low and middle-income countries

    This item is archived in the repository for materials published for the USAID supported Orphans and Vulnerable Children Comprehensive Action Research Project (OVC-CARE) at the Boston University Center for Global Health and Development.Background: Injection drug users and female sex workers are often categorized as two of the populations most at risk for becoming infected with HIV in countries with concentrated epidemics. Many of the adults who fall into these categories in low and middle income contexts are also parents, but little is known about the vulnerabilities faced by their children, their sources of resilience, or programs providing services to these often fragile families. Methods: We reviewed the peer-reviewed and gray literature to synthesize current knowledge on the situation of these children and families, and interventions currently in place in low and middle income countries. Organizational websites and references of all relevant sources were manually searched, and key informants from service organizations were contacted by phone and email. Results: A large amount of literature assessing the vulnerability and resilience of children of drug users and alcoholics in developed countries was found. Their children can face unique risks, stigma, and discrimination, but child vulnerability and resilience are associated in the substance abuse literature with the physical and mental health of parents and family context. Research on the situation of the children of sex workers is extremely limited. Interventions have been implemented in low and middle-income contexts but they tend to be small, piecemeal, struggling to meet demand; and undocumented, and most have not been evaluated. We present preliminary descriptive data from an organization working with pregnant and new mothers who are drug users in Ukraine and an organization providing services to sex workers and their families in Zambia. Discussion: Because parents’ drug use, sex work, or same sex relationships are often illegal and hidden, identifying their children can be difficult and may increase their vulnerability and marginalization. Therefore, researchers and service providers must proceed with caution when attempting to reach this population. Promising components of family-centered care include: strengthening family caring capacity through home visitation and peer support, providing early childhood development programs and crùches or drop-in centers for children; economic strengthening and job skills training for parents.     Strengthening Governance of Small-Scale Fisheries: An Initial Assessment of the Theory and Practice

Oak Foundation.Often hidden in national statistics, small-scale fisheries have been poorly measured at a global level, and in thepast often ignored in states' policy-making. Yet estimates suggest their aggregate global contribution tonutrition, food security and poverty eradication is massive. The most recent estimates available suggest thatsmall-scale fisheries account for over 90 percent of the world's commercial fishers, processors and otherpersons employed along the value chain, equivalent to over 108 million people. Roughly half areemployed in the ocean and the other half in inland fisheries—making small-scale fisheries far and awaythe ocean's largest employer (greater than oil and gas, shipping, tourism, etc.). This level of activitytranslates into a large portion of the global fish catch: an estimated 46 percent of the total, and 38 percentof the fish caught in the ocean. SSFs are also estimated to provide over half the animal protein intake inmany of the world's least developed countries, and over half of the fish for domestic consumption indeveloping countries more broadly. In sum, in many regions of the world SSFs provide both incomes tohelp reduce poverty and safety nets to help prevent it
