    System model development for nuclear thermal propulsion

    A critical enabling technology in the evolutionary development of nuclear thermal propulsion (NTP) is the ability to predict the system performance under a variety of operating conditions. This is crucial for mission analysis and for control subsystem testing as well as for the modeling of various failure modes. Performance must be accurately predicted during steady-state and transient operation, including startup, shutdown, and post operation cooling. The development and application of verified and validated system models has the potential to reduce the design, testing, and cost and time required for the technology to reach flight-ready status. Since Oct. 1991, the U.S. Department of Energy (DOE), Department of Defense (DOD), and NASA have initiated critical technology development efforts for NTP systems to be used on Space Exploration Initiative (SEI) missions to the Moon and Mars. This paper presents the strategy and progress of an interagency NASA/DOE/DOD team for NTP system modeling. It is the intent of the interagency team to develop several levels of computer programs to simulate various NTP systems. The first level will provide rapid, parameterized calculations of overall system performance. Succeeding computer programs will provide analysis of each component in sufficient detail to guide the design teams and experimental efforts. The computer programs will allow simulation of the entire system to allow prediction of the integrated performance.     The repository-based software engineering program: Redefining AdaNET as a mainstream NASA source

    The Repository-based Software Engineering Program (RBSE) is described to inform and update senior NASA managers about the program. Background and historical perspective on software reuse and RBSE for NASA managers who may not be familiar with these topics are provided. The paper draws upon and updates information from the RBSE Concept Document, baselined by NASA Headquarters, Johnson Space Center, and the University of Houston - Clear Lake in April 1992. Several of NASA's software problems and what RBSE is now doing to address those problems are described. Also, next steps to be taken to derive greater benefit from this Congressionally-mandated program are provided. The section on next steps describes the need to work closely with other NASA software quality, technology transfer, and reuse activities and focuses on goals and objectives relative to this need. RBSE's role within NASA is addressed; however, there is also the potential for systematic transfer of technology outside of NASA in later stages of the RBSE program.     To remain a world leader in aerospace, the US must improve and maintain the professional competency of its engineers and scientists, increase the research and development (R&D) knowledge base, improve productivity, and maximize the integration of recent technological developments into the R&D process. How well these objectives are met, and at what cost, depends on a variety of factors, but largely on the ability of US aerospace engineers and scientists to acquire and process the results of federally funded R&D. The Federal Government's commitment to high speed computing and networking systems presupposes that computer and information technology will play a major role in the aerospace knowledge diffusion process. However, we know little about information technology needs, uses, and problems within the aerospace knowledge diffusion process.     Expanding the Net: Building Mental Health Care Capacity for Veterans

    In this brief, Senior Fellow Phillip Carter calls upon the Department of Veterans Affairs (VA) to expand its mental health care resources to meet the growing needs of veterans across the country. Although the VA will spend nearly $7 billion this year on mental health care for veterans, Mr. Carter argues that this is not likely to be enough. The report urges the VA to rely more on the private sector and work more closely with local community and private philanthropic organizations

    Governance of Dual-Use Technologies: Theory and Practice

    The term dual-use characterizes technologies that can have both military and civilian applications. What is the state of current efforts to control the spread of these powerful technologies—nuclear, biological, cyber—that can simultaneously advance social and economic well-being and also be harnessed for hostile purposes? What have previous efforts to govern, for example, nuclear and biological weapons taught us about the potential for the control of these dual-use technologies? What are the implications for governance when the range of actors who could cause harm with these technologies include not just national governments but also non-state actors like terrorists? These are some of the questions addressed by Governance of Dual-Use Technologies: Theory and Practice, the new publication released today by the Global Nuclear Future Initiative of the American Academy of Arts and Sciences. The publication's editor is Elisa D. Harris, Senior Research Scholar, Center for International Security Studies, University of Maryland School of Public Affairs. Governance of Dual-Use Technologies examines the similarities and differences between the strategies used for the control of nuclear technologies and those proposed for biotechnology and information technology. The publication makes clear the challenges concomitant with dual-use governance. For example, general agreement exists internationally on the need to restrict access to technologies enabling the development of nuclear weapons. However, no similar consensus exists in the bio and information technology domains. The publication also explores the limitations of military measures like deterrence, defense, and reprisal in preventing globally available biological and information technologies from being misused. Some of the other questions explored by the publication include: What types of governance measures for these dual-use technologies have already been adopted? What objectives have those measures sought to achieve? How have the technical characteristics of the technology affected governance prospects? What have been the primary obstacles to effective governance, and what gaps exist in the current governance regime? Are further governance measures feasible?     Software development and fielding is a fast-paced environment that is constantly evolving. In order to better keep up with the latest software technologies, the current funding process, to include the planning, programming, budgeting, and execution (PPBE) process and the funding appropriation breakout categories, must be reformed and updated. This project conducts a comparative analysis of the timeline for appropriations actions vs. the software development/fielding timelines to which the DOD is hoping to transition. After analyzing the current funding method, it is clear that methods such as the “colorless money” initiative or software-specific funding should be explored. Furthermore, a software-specific funding category would be best in promoting a rapid software acquisition environment, but more data and piloting still needs to be conducted to determine overall success.Civilian, Department of the NavyApproved for public release.
