    Multidisciplinary perspectives on Artificial Intelligence and the law

    This open access book presents an interdisciplinary, multi-authored, edited collection of chapters on Artificial Intelligence (‘AI’) and the Law. AI technology has come to play a central role in the modern data economy. Through a combination of increased computing power, the growing availability of data and the advancement of algorithms, AI has now become an umbrella term for some of the most transformational technological breakthroughs of this age. The importance of AI stems from both the opportunities that it offers and the challenges that it entails. While AI applications hold the promise of economic growth and efficiency gains, they also create significant risks and uncertainty. The potential and perils of AI have thus come to dominate modern discussions of technology and ethics – and although AI was initially allowed to largely develop without guidelines or rules, few would deny that the law is set to play a fundamental role in shaping the future of AI. As the debate over AI is far from over, the need for rigorous analysis has never been greater. This book thus brings together contributors from different fields and backgrounds to explore how the law might provide answers to some of the most pressing questions raised by AI. Governments amass even more critical data that, if leveraged, could change the way public services are delivered, and even change the social and economic fortunes of any country. Therefore, smart governments and organisations increasingly require data skills to gain insights and foresight, to secure themselves, and for improved decision making and efficiency. However, data skills are scarce, and even more challenging is the inconsistency of the associated training programs with most curated for the Science, Technology, Engineering, and Mathematics (STEM) disciplines.     Chimpanzee (Pan troglodytes) cognitive mechanisms for joint action and virtual environment navigation

    Chimpanzees have demonstrated across several experimental studies and field observations that they can successfully work together. The cognitive mechanisms that chimpanzees employ for joint action, however, remain unclear. A key component of human co-ordination is the ability to represent not only one’s own role, but also the role of a partner. In the first two studies presented, I report evidence that chimpanzees may also represent a partner’s actions during joint action. First, I present evidence that chimpanzees accommodate an experimenter’s actions when passing an object, possibly incorporating another’s actions into their own action plans. Second, I present evidence that chimpanzees learn about a partner’s actions, which may facilitate their ability to produce those actions themselves in a partial role-reversal task. Another open question about chimpanzee joint action is the motivation behind choosing to work together or alone. To investigate whether physical effort may influence chimpanzees’ apparatus choices, I present evidence from a task in which chimpanzees chose between a high and low effort puzzle-box apparatus. Chimpanzees showed no preference for either apparatus. There is also a spatial component to joint action, and how the action space is represented may affect perspective taking and how others’ actions are represented. In the final experiment, I examined chimpanzee’s spatial frames of reference in a virtual environment task. The results showed that some subjects used a simple landmark as an allocentric cue, but not more distal landmarks. Learning about how chimpanzees represent virtual spaces, and whether they could conceive of alternative perspectives, is an important first step towards virtual cooperative games with captive primates. The results of this thesis suggest that chimpanzees understand the role of their partner during joint action, may not reduce their own effort, are sometimes able to use simple virtual landmarks, and can find out-of-sight food in a virtual environment

    Deep Multimodality Image-Guided System for Assisting Neurosurgery

    Intrakranielle Hirntumoren gehören zu den zehn häufigsten bösartigen Krebsarten und sind für eine erhebliche Morbidität und Mortalität verantwortlich. Die größte histologische Kategorie der primären Hirntumoren sind die Gliome, die ein äußerst heterogenes Erschei-nungsbild aufweisen und radiologisch schwer von anderen Hirnläsionen zu unterscheiden sind. Die Neurochirurgie ist meist die Standardbehandlung für neu diagnostizierte Gliom-Patienten und kann von einer Strahlentherapie und einer adjuvanten Temozolomid-Chemotherapie gefolgt werden. Die Hirntumorchirurgie steht jedoch vor großen Herausforderungen, wenn es darum geht, eine maximale Tumorentfernung zu erreichen und gleichzeitig postoperative neurologische Defizite zu vermeiden. Zwei dieser neurochirurgischen Herausforderungen werden im Folgenden vorgestellt. Erstens ist die manuelle Abgrenzung des Glioms einschließlich seiner Unterregionen aufgrund seines infiltrativen Charakters und des Vorhandenseins einer heterogenen Kontrastverstärkung schwierig. Zweitens verformt das Gehirn seine Form ̶ die so genannte "Hirnverschiebung" ̶ als Reaktion auf chirurgische Manipulationen, Schwellungen durch osmotische Medikamente und Anästhesie, was den Nutzen präopera-tiver Bilddaten für die Steuerung des Eingriffs einschränkt. Bildgesteuerte Systeme bieten Ärzten einen unschätzbaren Einblick in anatomische oder pathologische Ziele auf der Grundlage moderner Bildgebungsmodalitäten wie Magnetreso-nanztomographie (MRT) und Ultraschall (US). Bei den bildgesteuerten Instrumenten handelt es sich hauptsächlich um computergestützte Systeme, die mit Hilfe von Computer-Vision-Methoden die Durchführung perioperativer chirurgischer Eingriffe erleichtern. Die Chirurgen müssen jedoch immer noch den Operationsplan aus präoperativen Bildern gedanklich mit Echtzeitinformationen zusammenführen, während sie die chirurgischen Instrumente im Körper manipulieren und die Zielerreichung überwachen. Daher war die Notwendigkeit einer Bildführung während neurochirurgischer Eingriffe schon immer ein wichtiges Anliegen der Ärzte. Ziel dieser Forschungsarbeit ist die Entwicklung eines neuartigen Systems für die peri-operative bildgeführte Neurochirurgie (IGN), nämlich DeepIGN, mit dem die erwarteten Ergebnisse der Hirntumorchirurgie erzielt werden können, wodurch die Gesamtüberle-bensrate maximiert und die postoperative neurologische Morbidität minimiert wird. Im Rahmen dieser Arbeit werden zunächst neuartige Methoden für die Kernbestandteile des DeepIGN-Systems der Hirntumor-Segmentierung im MRT und der multimodalen präope-rativen MRT zur intraoperativen US-Bildregistrierung (iUS) unter Verwendung der jüngs-ten Entwicklungen im Deep Learning vorgeschlagen. Anschließend wird die Ergebnisvor-hersage der verwendeten Deep-Learning-Netze weiter interpretiert und untersucht, indem für den Menschen verständliche, erklärbare Karten erstellt werden. Schließlich wurden Open-Source-Pakete entwickelt und in weithin anerkannte Software integriert, die für die Integration von Informationen aus Tracking-Systemen, die Bildvisualisierung und -fusion sowie die Anzeige von Echtzeit-Updates der Instrumente in Bezug auf den Patientenbe-reich zuständig ist. Die Komponenten von DeepIGN wurden im Labor validiert und in einem simulierten Operationssaal evaluiert. Für das Segmentierungsmodul erreichte DeepSeg, ein generisches entkoppeltes Deep-Learning-Framework für die automatische Abgrenzung von Gliomen in der MRT des Gehirns, eine Genauigkeit von 0,84 in Bezug auf den Würfelkoeffizienten für das Bruttotumorvolumen. Leistungsverbesserungen wurden bei der Anwendung fort-schrittlicher Deep-Learning-Ansätze wie 3D-Faltungen über alle Schichten, regionenbasier-tes Training, fliegende Datenerweiterungstechniken und Ensemble-Methoden beobachtet. Um Hirnverschiebungen zu kompensieren, wird ein automatisierter, schneller und genauer deformierbarer Ansatz, iRegNet, für die Registrierung präoperativer MRT zu iUS-Volumen als Teil des multimodalen Registrierungsmoduls vorgeschlagen. Es wurden umfangreiche Experimente mit zwei Multi-Location-Datenbanken durchgeführt: BITE und RESECT. Zwei erfahrene Neurochirurgen führten eine zusätzliche qualitative Validierung dieser Studie durch, indem sie MRT-iUS-Paare vor und nach der deformierbaren Registrierung überlagerten. Die experimentellen Ergebnisse zeigen, dass das vorgeschlagene iRegNet schnell ist und die besten Genauigkeiten erreicht. Darüber hinaus kann das vorgeschlagene iRegNet selbst bei nicht trainierten Bildern konkurrenzfähige Ergebnisse liefern, was seine Allgemeingültigkeit unter Beweis stellt und daher für die intraoperative neurochirurgische Führung von Nutzen sein kann. Für das Modul "Erklärbarkeit" wird das NeuroXAI-Framework vorgeschlagen, um das Vertrauen medizinischer Experten in die Anwendung von KI-Techniken und tiefen neuro-nalen Netzen zu erhöhen. Die NeuroXAI umfasst sieben Erklärungsmethoden, die Visuali-sierungskarten bereitstellen, um tiefe Lernmodelle transparent zu machen. Die experimen-tellen Ergebnisse zeigen, dass der vorgeschlagene XAI-Rahmen eine gute Leistung bei der Extraktion lokaler und globaler Kontexte sowie bei der Erstellung erklärbarer Salienzkar-ten erzielt, um die Vorhersage des tiefen Netzwerks zu verstehen. Darüber hinaus werden Visualisierungskarten erstellt, um den Informationsfluss in den internen Schichten des Encoder-Decoder-Netzwerks zu erkennen und den Beitrag der MRI-Modalitäten zur end-gültigen Vorhersage zu verstehen. Der Erklärungsprozess könnte medizinischen Fachleu-ten zusätzliche Informationen über die Ergebnisse der Tumorsegmentierung liefern und somit helfen zu verstehen, wie das Deep-Learning-Modell MRT-Daten erfolgreich verar-beiten kann. Außerdem wurde ein interaktives neurochirurgisches Display für die Eingriffsführung entwickelt, das die verfügbare kommerzielle Hardware wie iUS-Navigationsgeräte und Instrumentenverfolgungssysteme unterstützt. Das klinische Umfeld und die technischen Anforderungen des integrierten multimodalen DeepIGN-Systems wurden mit der Fähigkeit zur Integration von (1) präoperativen MRT-Daten und zugehörigen 3D-Volumenrekonstruktionen, (2) Echtzeit-iUS-Daten und (3) positioneller Instrumentenver-folgung geschaffen. Die Genauigkeit dieses Systems wurde anhand eines benutzerdefi-nierten Agar-Phantom-Modells getestet, und sein Einsatz in einem vorklinischen Operati-onssaal wurde simuliert. Die Ergebnisse der klinischen Simulation bestätigten, dass die Montage des Systems einfach ist, in einer klinisch akzeptablen Zeit von 15 Minuten durchgeführt werden kann und mit einer klinisch akzeptablen Genauigkeit erfolgt. In dieser Arbeit wurde ein multimodales IGN-System entwickelt, das die jüngsten Fort-schritte im Bereich des Deep Learning nutzt, um Neurochirurgen präzise zu führen und prä- und intraoperative Patientenbilddaten sowie interventionelle Geräte in das chirurgi-sche Verfahren einzubeziehen. DeepIGN wurde als Open-Source-Forschungssoftware entwickelt, um die Forschung auf diesem Gebiet zu beschleunigen, die gemeinsame Nut-zung durch mehrere Forschungsgruppen zu erleichtern und eine kontinuierliche Weiter-entwicklung durch die Gemeinschaft zu ermöglichen. Die experimentellen Ergebnisse sind sehr vielversprechend für die Anwendung von Deep-Learning-Modellen zur Unterstützung interventioneller Verfahren - ein entscheidender Schritt zur Verbesserung der chirurgi-schen Behandlung von Hirntumoren und der entsprechenden langfristigen postoperativen Ergebnisse

    Security Elites in Egypt and Jordan after the Arab Spring : A Case Study on Securocracies’ Role on National Security, Domestic Power Politics, Regional Order and Middle Eastern Alliance Making between 2011 and 2021

    The doctoral dissertation studied changes in the balance of power, alliance making and the hegemonic struggles of security elites within a Middle Eastern regional context over a ten year reference period between 2011 and 2021. The study focused on two case study countries: Egypt and Jordan. The results were compared within a historical context to the pre-Arab Spring era. The theoretical approach combined the English School of Thought and Middle Eastern Studies with a conceptual model of securocracy developed by the author. The primary contribution of the research is the realization of the core importance of securocracy within autocratic state systems. Inside securocracies there exists rivalling groups and organisations that counterbalance each other. The study points to the fact that the power struggle between executive powers – either purely domestic one or supported by foreign involvement, is the main driver behind why case study countries were in varying degrees dragged into instability and turmoil in the aftermath of the Arab Spring. Securocracies can be divided into two main types: centralised and decentralised. The centralised model occurs when different elites groups have the same ”distance” to the ruler while having equal privileges and equal access to political power. The model predicts durability and stability of the regime (status quo). In the de-centralised model, there is an ongoing struggle amongst elite groups and “distances” to ruler are not equal, neither are the privileges. In Egypt the hegemonic struggle amongst elites took precedence over the interests and stability of the state after the Arab Spring and has continued since then. The situation at the end of 2021 is a de-centralised model where all executive powers are concentrated within President al-Sisi’s family dynasty (palace) and the leadership of military intelligence. This de-centralised type of securocracy makes Egypt’s situation fragile. Any impact from the outside, such as the Biden administration’s decision to impose additional conditions on U.S. financial military aid, could lead to a new hegemonic struggle challenging al-Sisi’s power. The securocracy’s survival strategy found in the study was the use of vertical power at all levels of the state hierarchy (” the winner takes it all”). In the situation of a power struggle, the ruler uses omni-balancing i.e., alliance making with powerful foreign states in order to gain an advantage against domestic rivals and revisionist regional states. The Egyptian example is al-Sisi’s rapprochement with Russia’s President Putin and his distancing of Egypt from its previous role of being the United States’ loyal Middle Eastern ally. The Jordanian example however, is the opposite, resulting in even closer relations with the United States since January 2021 when the two countries signed an updated Status of Forces Agreement (SOFA). The study also highlights that decisions concerning ruler succession in authoritarian states take place behind-the-scenes amongst the securocracy as it, per rule, prefers to choose a member inside its own interest group or alternatively a political figurehead that commits to protect securocracy’s privileged interests in exchange of their own power position. Within the Middle East, the recent U.S. pivot to Asia-Pacific created an opportunity for Russia to make a come-back. Russia, however, does not have the resources to compensate for the loss of U.S. financial military aid to the security elites. This in turn, and with Russia’s consent, has given space for regional state actors, particularly, the United Arab Emirates and Saudi-Arabia, to increase their influence. Gulf support to the regional clients is not free of charge: they request their clients adopt their own threat perceptions, take sides in armed conflicts and contribute to military capabilities which support the sponsors’ regional foreign and security policy goals.Väitöstutkimuksessa tarkasteltiin kymmenen vuoden ajanjaksolla voimatasapainon muutosta Lähi-idän alueellisessa valtarakenteessa, liittolaissuhteiden muutoksia sekä turvallisuuseliittien roolia maan sisäisessä valtataistelussa. Tuloksia verrattiin historiallisessa kontekstissa arabikevättä edeltävään aikaan kahdessa tapaustutkimusmaassa: Egyptissä ja Jordaniassa. Teoriaviitekehyksenä sovellettiin Englantilaisen koulukunnan ja Lähi-idän tutkimuksen teoriamalleja, sekä tutkijan kehittelemää sekurokratian konseptuaalista mallia. Tutkimuksen keskeinen tulos on havainto sekurokratian merkittävästä roolista osana autoritaarista valtiomallia. Sekurokratian sisälle on luotu useita toinen toistaan tasapainottavia ryhmittymiä. Tapaustutkimusmaiden arabikevään jälkeisen turvallisuustilanteen muutoksia selittävien tekijöiden joukossa turvallisuuseliittien valtakamppailu nousi merkittävään rooliin. Valtakamppailua käytiin eliittien kesken joko pelkästään maan sisällä tai vaihtoehtoisesti osin myös valtion ulkopuolisten voimien tukemana. Tutkimuksen perusteella sekurokratiat voidaan jakaa kahteen päätyyppiin: keskitettyyn ja hajautettuun malliin. Jos eri turvallisuuseliitti-ryhmien edut, vallankäyttö ja etäisyys vallan keskipisteeseen ovat tasapainossa puhutaan keskitetyn sekurokratian mallista, mikä ennustaa vallassa olevan regiimin pysyvyyttä ja vakautta. Jos taas sekurokratian rakenne on hajautetun mallin mukainen, sen valtakamppailu voi johtaa yhden osan pyrkimyksiin hegemonia-asemasta. Egyptin tapauksessa arabikevään jälkeinen turvallisuuseliittien valtakamppailu asetettiin maan vakauden edelle ja eliittien valtakamppailu on jatkunut tähän päivään. Tilanteessa vuoden 2021 lopussa valta on al-Sisin perhedynastialla ja sotilastiedustelun eliitillä (hajautettu malli). Hajautettu malli ei ennusta pitkäaikaista vallassa pysymistä; vahva ulkopuolinen heräte, esimerkiksi Bidenin hallinnon sotilaallisen talousavun lopettaminen voisi johtaa uuteen valtakamppailuun ja al-Sisin valta-aseman haastamiseen. Tutkimustulokset osoittavat, että sekurokratoiden selviytymisstrategiana on vallanvertikaalin käyttö valtiohallinnon eri tasoilla. Valtakamppailun tilanteessa käytetään tasapainotusstrategiaa (omni-balancing), missä alueellisia vahvoja valtioita ja suurvaltoja pyritään yhdistämään hallitsijan puolelle kilpailevia eliittiryhmittymiä tai revisionistisia ulkovaltoja vastaan. Egyptissä presidentti al-Sisin valtaannousu johti maan lähentymiseen presidentti Putinin Venäjän kanssa sekä etääntymiseen aiemmasta Yhdysvalloille uskollisen Lähi-idän liittolaisen roolista. Jordaniassa puolestaan maa on nyt entistä tiiviimmin liittoutunut Yhdysvaltojen kanssa. Esimerkkinä tästä on tammikuussa 2021 maiden kesken solmittu sotilasyhteistyötä ja jordanialaisten tukikohtien käyttöä säätelevä isäntämaatuki-sopimus. Tutkimustulosten valossa autoritaariselle vallanperimykselle tyypillistä on se, että julkisuuteen näkymättömän sisäisen valtakamppailun jälkeen uudeksi valtionpäämieheksi pyritään nostamaan sekurokratian sisältä sen oman intressiryhmän edustaja, tai vaihtoehtoisesti sekurokratian valitsema ulkopuolinen poliitikko, jonka vastuulle korporaation intressien vaaliminen lankeaa vastapalveluksena sekurokratian tuesta keulakuva-poliitikon vallassa pitämiseksi. Alueellisen turvallisuusjärjestyksen osalta tutkimuksen tulokset osoittavat sen, että Yhdysvaltojen painopisteen siirto Tyynellemerelle vii ja Aasiaan on antanut Venäjälle mahdollisuuden palauttaa vaikutusvaltaansa Lähiitään. Venäjällä ei kuitenkaan ole resursseja kompensoida Yhdysvaltojen arabivaltioiden turvallisuuseliiteille allokoimaa taloudellista tukea. Tämä on antanut tilaa alueellisten toimijoiden kuten Yhdistyneiden arabiemiirikuntien ja Saudi-Arabian vaikutusvallan kasvattamiselle - tosin Venäjän hyväksynnällä. Tuki ei myöskään tule ilmaiseksi, sillä sponsorit edellyttävät, että niille alisteisessa asemassa olevat maat omaksuvat tukijavaltioidensa uhkakuvat, sekä konfliktitilanteissa kontribuoivat sotilaallisia kyvykkyyksiä näiden valtioiden ulko- ja turvallisuuspoliittisten päämäärien saavuttamiseksi

    Taking Back Control: Findings on the Cognitive, Behavioral, and Motivational Consequences of Victim Sensitivity

    Being duped is an aversive experience which people are motivated to avoid. For this reason, especially people with a high fear of exploitation (i.e., people high in victim sensitivity; VS) often behave pre-emptively selfish and defensive in socially uncertain situations. Because the cognitive and motivational processes underlying such defensiveness have received little attention so far, we conducted two studies aiming to close this research gap. In Study 1 (n = 84), we used virtual reality technology to examine whether social distancing, hostile interpretations of an interaction partner’s intentions and behavior, and legitimizing cognitions regarding own selfish reactions (as elements of a suspicious mindset) mediate the effect of VS on uncooperativeness. Results did not show the expected mediation, but VS was still related to hostile information processing and fear of exploitation. In Study 2 (n = 273), we extended these findings by showing that defensive reactions of people high in VS can be attenuated if a sense of control is reinforced. Together, the two studies crucially expand our knowledge of the defensive motivational system in victim-sensitive individuals

    Leaders-cheaters in male group cooperation: differences in nonverbal communication and genetic factors

    Here we report on the results of an experimental study investigating "who?" emerges as a leader in the context of male group cooperation and "how?" they do that. The study was designed based on the iterated Public Goods Game, played face-to-face in groups composed of four male strangers. The game involved interactions both with and without communication to allow the assessment of individual cooperative strategies, leadership potential, and individual features of positive nonverbal expressiveness during interactions. Along with the individual behavioural characteristics we have addressed personality traits (the Big Five) and an oxytocin receptor gene polymorphism (OXTR: SNP rs53576; A/G) as putative markers of individual sociability. Our results revealed that emergent leaders most often employed the strategy of unconditional cooperation ("altruism") and were characterized by enhanced positive facial expressiveness and extraversion compared to non-leaders. However, a fraction of emergent leaders (25%) turned out to be occasional free-riders ("cheaters"). Their distinctive features were the highest scores on extraversion, exaggerated activity in negotiations, and over-expression of positive nonverbal elements. Given the high efficiency of leaders-cheaters' behaviour, we consider this result as the evidence for supernormal stimuli functioning in humans. Moreover, leaders-cheaters were characterized by a specific allelic frequency of OXTR rs53576 (heterozygosity: AG). The homozygous GG variant of this SNP is argued to be associated with prosociality, and the AA, on the contrary, with poor sociability. The heterozygous variant (AG) probably is a compromise that enables its carriers to successfully combine high social skills with anti-social behavior (free-riding). This finding supports existing evidence on the role of OXTR rs53576 in human social behaviour
